SCOPE OF SUPPLY
AMISTAD DAM FIELD OFFICE
SUPPLY OF A MOBILE CRANE
I. GENERAL REQUIREMENTS
The vendor is required to supply one mobile crane complete with all the accessories including counter weights, rigging equipment, hook blocks, an additional single sheave snatch block and operations and maintenance manuals; all in accordance with Article III “Scope of Supply” and Article VI “Deliverables”.
II. BACKGROUND
A. Amistad Dam, constructed and completed in 1969 by the United States (U.S.) and Mexico pursuant to the Water Treaty of 1944, is located on the Rio Grande 12 miles northwest of Del Rio, Texas, 574 river miles above the mouth of the Rio Grande, and 1 river mile below confluence of the Devils River.
B. The dam is used for flood control, water conservation, hydroelectric power, and recreation. The dam is operated and maintained by the International Boundary and Water Commission (IBWC); an international body composed of the United States Section and the Mexican Section.
C. The Operations and Maintenance of the dam requires a mobile crane to move various heavy structures such as bulk heads, Penstock gates and trash racks. The crane is also used in man lift operations over the edge of the bridge on both the downstream and upstream sides of the dam; as well as through a 4-foot slot located along the center line axis of the dam.
D. The last crane used at the dam for many years was a Grove TM 9120 mobile truck crane equipped with telescopic beam type outriggers that are removable for highway travel. The superstructure was capable of 360-degree rotation in either direction. The Crane general description and a summary of its technical specifications are included in Appendix Number I for reference.
E. The said Grove TM 9120 had the capability to meet all the operational and maintenance requirements at the dam. However, there was some concern regarding the loads exerted on the bridge structure during some crane operations. During past crane operations 4’x4’x1” steel plates are used under each foot of the outrigger to disseminate loading on the deck.
F. This solicitation is for a TMS9000-2 Grove Crane or approved equivalent suitable to handle the loads tabulated in Article III “Scope of Supply”. For the same technical capabilities and price range, preference may be given to the crane with the lowest dead weight.
III. SCOPE OF SUPPLY:
The vendor is required to supply:
1. One TMS9000-2 Grove Cane or approved equivalent including a complete set of counterweights, counterweight slings and miscellaneous standard equipment.
2. Complete rigging equipment to meet the requirements for lifting each of the items listed items 1 to 6 and the table shown in Article A hereof “Main Performance Requirements”; including but not limited to, Wire Rope Slings, Hooks, Shackles, Eye Bolts, Hoist Rings and Turnbuckles.
3. All the standard hook blocks plus one additional single sheave snatch block.
4. One spare tire for each type and/ or size of tire on the Mobile crane carrier.
5. One complete set of steel outrigger pads.
6. Training/ Orientation of two qualified crane operators in the operation of the new crane.
7. Two hard copies and one disc of complete sets of operations, maintenance and parts manuals.
The crane shall meet the following requirements:
A. Main Performance Requirements: The crane shall be equipped to provide the full range of loads lifting and moving activities at Amistad Dam and Power Plant. The crane shall travel and maneuver along the Dam bridge. There are two lanes; one outbound and one inbound. Each lane is 13’ 9” wide, separated by an island that is 6’ 6” wide. The main requirements are as follows:
1. Lift a metal stop log 52.3’ X 4’ X 1.75; weighing 23,000 pounds from a point below the deck and travel with the stop log along the roadway on the top of the dam and off the roadway to the warehouse.
2. Lift a bulk head gate 14.3’ X 24.6’ X 1.6’ weighing 38,000 pounds from a point below the deck and travel with the bulk head gate along the bridge way and off the roadway to the warehouse.
3. Lift a Penstock gate 16.25’ X 16.3’ X 2’ weighing 54,700 pounds from a point below the deck and travel with the gate along the bridge way and off the roadway to the warehouse.
4. Lift a man basket with two men and up to 200 pounds of tools and extend it over the upstream or downstream side of the dam (up to 80 feet from the centerline of the dam roadway).
5. The Crane hoist rope shall be of sufficient length to reach all underdeck areas as listed below. The deck is at elevation 1152.30 Ft whereas the bottom of the trash rack is at elevation 925.00 Ft; a difference of 227.3 feet at 12:1 slope.
6. The following table contains a summary of the main operation schedule for the mobile crane:

Notes:
1. “Normal”: A lift from the same level as the deck or ground on which the crane stands.
2. The vendor’s submission shall include Load Charts to show the said combination of radii and loads.
B. Supplementary Performance Requirement:
1. Superstructure Requirements:
· Frame: The vendor shall provide description of the superstructure frame in his offer.
· Boom: The vendor shall include in his offer a detailed description of the boom and the boom head specifications including but not limited to design, dimensions and elevations.
· Engine: The superstructure shall be powered by a separate engine from that of the carrier. The engine shall be water cooled turbocharged diesel engine rated to meet the stated requirements.
· Cab: Fully enclosed one person air-conditioned steel structure cab with full vision and tinted safety glass throughout. The cab shall include one seat with arm sets mounted on shock absorbers. The cab shall have electric windshield wash/ wipe; and sliding side doors and rear window. The dash panel shall incorporate gauges for all engine functions.
· Swing: The swing shall be for 360-degree continuous rotation. Vendor shall provide full description of this feature in his offer.
· Hoist: Hoist shall be equipped to always prevent accidental load drop. Drum shall be grooved for improved spooling. Rope length shall be adequate to reach over 235 feet under the deck.
· Controls: The vendor shall include in his offer detailed descriptions of the controls available to the operator and the mode of access.
· Counter weights: Counter weights shall be provided in modular increments allowing different set ups.
· Electrical: At a minimum, there shall be boom flood light, two LED front working lights and one LED light on top of the cab.
· Safety Features: At a minimum the safety features shall include safe load indicator, test system hoist limit switch and audio warning signals when the upper is swinging. The vendor shall include in his offer detailed description of all safety features.
2. Carrier Requirements:
· Frame: The vendor shall provide description of the carrier frame structure in his offer.
· Outriggers: Outriggers shall be 4-point supporting system with confined area lifting capability. Four outriggers positions similar to the TMS9000-2 is preferred. However, at a minimum, outriggers shall be telescopable extended to three position; 0, 50% and 100%. Controls shall be located in the superstructure cab. Outriggers shall be removable or retractable to enable highway travel. Vendor shall provide in his offer detailed description of the features and capabilities of the offered outriggers.
· Engine: The carrier shall be powered by a separate engine from that of the superstructure. The engine shall be water cooled turbocharged diesel engine rated to meet the stated requirements.
· Max. Speed: Vendor shall include in his offer the maximum highway speed of the carrier with the superstructure and all accessories including the counter weights. The minimum highway travel speed shall be 50 MPH.
· Fuel Tank: Vender shall include in his offer the fuel tank capacity and the typical distance of highway travel per tank.
IV. Codes and Standards:
1. The vendor is responsible for compliance with all applicable Federal, State and Local laws, codes, regulations and ordinance including, but not limited to those listed under items 2 and 3 hereof. In case of conflict, the most stringent standard as determined by the Contracting Officer shall apply.
2. The offered mobile crane and accessories shall be in compliance with the latest version of PCSA 2 “Mobile Hydraulic Crane Standard”.
3. The offered crane and accessories shall be in compliance with the latest version of ASME B30.5-2004: Mobile and Locomotive Cranes

VI. Orientation
Vendor shall provide equipment training/ orientation to two (2) O&M workers at Amistad Field Office within 30 days after delivery of crane. The exact date and time shall be coordinated with the Area Operations Manager at Amistad Dam Field Office or his representative. The orientation shall be conducted at Amistad Field Office.
The Vendor’s representative conducting the orientation shall be a certified crane operator for the type of crane purchased, with extensive experience in the operation and maintenance for the purchased crane. Orientation is not a general hands-on training on cranes; the trainees are qualified or certified crane operators.
Orientation shall consist of following:
1) Explanation of controls and demonstration of their functions.
2) Demonstration of lifting operations.
3) Location of safety features.
4) Location of loading charts.
5) Tips on preventive maintenance.
6) Tips on pre-inspection before using crane.
7) Tips on proper storage of crane.
8) Guide to using Operations & Maintenance manuals
VII. Deliverables: The vendor shall deliver the following to the Amistad Field Office at 670 Texas Spur 349, Del Rio, Texas 78840:
1. One TMS9000-2 Grove Cane or approved equivalent including a complete set of counterweights, counterweight slings and miscellaneous standard equipment.
2. Complete rigging equipment to meet the requirements for lifting each of the items listed items Article A; including but not limited to, wire rope slings, hooks, shackles, eye bolts, hoist rings and turnbuckles.
3. All the standard hook blocks plus one additional single sheave snatch block.
4. One spare tire for each type and/ or size of tire on the Mobile crane carrier.
5. Complete set of steel outrigger pads.
6. Training and orientation of two qualified and/ or certified crane operators in the operation of the new crane.
7. Two Hard Copies and one disc of Operations and Maintenance manuals of the mobile crane including the superstructure, the carrier and all the accessories.
8. Two Hard Copies and one disc of the parts and service manuals of the mobile crane including the superstructure, the carrier and all the accessories.
VIII. Schedule:
Delivery period shall be one hundred eighty (180) calendar days after award of the contract. Delivery shall be to Amistad Field Office at 670 Texas Spur 349, Del Rio Texas 78840.
IX. Payments
Upon delivery of the crane and accessories as outlined in article VII “Deliverables” the Contractor shall submit one invoice for supplying the mobile crane and accessories in accordance with the Scope of Supply.
One invoice shall be sent to the USIBWC Finance & Accounting Division (FAD) upon delivery of all items by email to invoices@ibwc.gov.
Payment shall be made upon acceptance by the Amistad Field Office in accordance with contract clause 52.212-4.
X. Monitoring Progress/Compliance: The vendor shall submit to the Contracting office by email a monthly update during the first four months followed by bi-weekly updates till the delivery of the crane and accessories.
XI. Other: Potential vendors are welcome to visit Amistad Dam to acquaint themselves with the spatial limitations on the operation of the crane.
