THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, MD,  in support of the U.S. Army Telemedicine & Advanced Technology Research Center (TATRC), Fort Detrick, MD,  to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 13.106-1(b)(1) with Great Lakes NeuroTechnologies, 6100 Rockside Woods Blvd North Suite 415, Cleveland, OH, 44131, for Great Lakes NeuroTechnologies BioRadio System.

The BioRadio System is a wireless, wearable technology that can capture many types of physiological signals associated with Rett syndrome. Some examples include heart activity, brain waves, muscle activity, respiration, and pulse oximetry.  Signals are measured by the device and transmitted wirelessly in real-time, or stored in memory and downloaded later. Great Lakes Neurotechnologies is the sole manufacture and seller of the BioRadio System. The BioRadio System provides the ability to wirelessly collect electrocardiogram (ECG), Electromyography (EMG), electroencephalogram (EEG), peripheral capillary oxygen saturation (SPO2), Respiration Inductance Plethsymography (RIP), Temperature, Spirometry, and galvanic skin response (GSR). Great Lakes Neurotechnologies is the only source available in the marketplace capable of providing the proprietary BioRadio System.

This is NOT a solicitation for competitive quotations. If any interested party believes they can meet the requirement of this notice, submit a capability statement. All information furnished must contain sufficient detail to allow the Government agency to determine if it can meet the unique specifications described herein under Notice of Intent (NOI) W81XWH-20-Q-0152.

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. All correspondences should be sent via email. Oral communications are not acceptable in response to this notice.

This announcement fulfills the synopsis requirements under FAR 5.102(a)(6), FAR 5.202(a)(13), and FAR 5.203(a).  This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the Government intends to award a contract directly to Great Lakes NeuroTechnologies.

Interested concerns must identify their capability in writing to the above email address no later than 10:00 AM Eastern Standard Time (EST), on 17 July 2020.

The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award https://www.sam.gov.

Be advised that all correspondence sent via e-mail shall contain a subject line that reads NOI W81XWH-20-Q-0152 Great Lakes NeuroTechnologies BioRadio System.  Note that e-mail filters at Fort Detrick, MD, are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files).
