On 29 April 2009, the Global Positioning Systems (GPS) Wing posted Request for Proposal (RFP) FA8807-09-R-0003 for the GPS Advanced Control Segment (OCX) on FedBizOps. The GPS Advanced Control Segment (OCX) will provide command, control, and mission support for the Block II and Block III family of satellites, support existing and new interfaces, and support the evolution of the system to a net-centric paradigm. OCX will ensure protection of GPS data critical to determining warfighter position, velocity, and time; monitor and control new M-code encrypted GPS signal and civil signals (L1C, L2C, and L5); and connect GPS data to the Global Information Grid so that warfighters around the globe have immediate access to GPS data and constellation status. The subject OCX contract acquires OCX Blocks 1 and 2, two GPS System Simulators, and two Crew Training Systems. It also includes options for a capability maturation effort to evolve capabilities for OCX Blocks 3 and 4 and sustainment for Blocks 1 and 2. As a result, two proposals were submitted.
GPSW awarded contract number FA8807-10-C-0001 for the Advanced GPS Control Segment (OCX) on 25 February 2010 to Raytheon Company, 16800 E CentreTech Pky, Aurora, CO 80011-9046. The face value of this action is $886,440,679. The contract will be funded with FY 10 research and development funds.

This is the sixth amendment to the original presolicitation notice for Request for Proposal (RFP) number FA8807-09-R-0003 posted on 24 November 2008 and the third amendment to the RFP released on 29 April 2009. The purpose of this notice is to announce Amendment 3 to the RFP. Amendment 3 is identified as FA8807-09-R-0003 0003. In accordance with Section L-2.1.a, proposals must be received by 1630 Pacific Daylight Time on 20 June 2009. Classified delivery shall be in accordance with Section L-2.1.b.
GPS is a satellite-based radio navigation system that serves military and civil users worldwide. GPS users process satellite signals to determine accurate position, velocity, and time. GPS is an Acquisition Category ID program. GPS must comply with 10 United State Code (USC) 2281, which requires that the Secretary of Defense ensure the continued sustainment and operation of GPS for military and civilian purposes; and 42 USC 14712, which requires that GPS comply with certain standards and facilitates international cooperation. The NAICS code for this acquisition is 541712 and the size standard used is 1,000 employees.
OCX will provide command, control, and mission support for the GPS Block II and III satellites as well as support to existing and new interfaces. OCX, in conjunction with the modernization of the GPS Block II and the introduction of GPS Block III assures reliable and secure delivery of enhanced position and timing signals to serve the evolving needs of GPS military and civil users.
This is a Phase B acquisition for OCX that is heavily dependent upon the Phase A work performed on contracts with Northrop Grumman and Raytheon resulting from solicitation number FA8807-07-R-0001. Work performed under the Phase B contract will include development of OCX Blocks 1.0 and 2.0. This contract will also include options for interim contractor support, transition support, special studies, and sustainment for up to five years.
The award decision for Phase B will be based in part upon an evaluation of the content from Phase A data deliverables including, but not limited to, Integrated Master Schedule, Software Development Plan, Software Architecture Description, Human Engineering Program Plan, Control Segment Transition Plan, System Engineering Management Plan, Segment and Software System Measurement Report, Facilities Plan, Integrated Support Plan, Risk Assessment Report; and a Modernized Capability Engineering Model (MCEM) Technical Demonstration. MCEM Technical Demonstration Instructions are available from the contracting POCs below. In addition, the Government will consider relevant past performance on the contracts awarded in response to solicitation number FA8807-09-R-0001. This is the fourth amendment to the original presolicitation notice for Request for Proposal (RFP) number FA8807-09-R-0003 posted on 24 November 2008 and the first amendment to the RFP released on 29 April 2009. The purpose of this notice is to announce Amendment 1 to the RFP. Amendment 1 is identified as FA8807-09-R-0003 0001. The details of Amendment 1 are attached to this announcement. In addition, this announcement includes Attachment 13 System Modifications which was inadvertently missing from the notice of RFP release. Although Attachment 13 must be included as part of the proposal, it does not require Offeror input. See RFP Section L-9.9.14 for instructions regarding Attachment 13. This amendment to the presolicitation notice corrects the response time indicated in the previous announcement. In accordance with Section L-2.1.a, proposals must be received by 1630 Pacific Daylight Time on 20 June 2009. Classified delivery shall be in accordance with Section L-2.1.b. This is the first amendment to the original presolicitation notice for Request for Proposal (RFP) number FA8807-09-R-0003 posted on 24 November 2008. This amendment makes several changes. It includes a Safety Act statement, an updated release date, more information on the bidder's library, and a small business statement. The Global Systems Positioning (GPS) Wing will release Request for Proposal (RFP) number FA8807-09-R-0003 for the Advanced GPS Control Segment (OCX) on or before 31 March 2009. GPS is a satellite-based radio navigation system that serves military and civil users worldwide. GPS users process satellite signals to determine accurate position, velocity, and time. GPS is an Acquisition Category ID program. GPS must comply with 10 United State Code (USC) 2281, which requires that the Secretary of Defense ensure the continued sustainment and operation of GPS for military and civilian purposes; and 42 USC 14712, which requires that GPS comply with certain standards and facilitates international cooperation. The NAICS code for this acquisition is 541712 and the size standard used is 1,000 employees.
OCX will provide command, control, and mission support for the GPS Block II and III satellites as well as support to existing and new interfaces. OCX, in conjunction with the modernization of the GPS Block II and the introduction of GPS Block III assures reliable and secure delivery of enhanced position and timing signals to serve the evolving needs of GPS military and civil users.
This is a Phase B acquisition for OCX that is heavily dependent upon the Phase A work performed on contracts with Northrop Grumman and Raytheon resulting from solicitation number FA8807-07-R-0001. Work performed under the Phase B contract will include development of OCX Blocks 1.0 and 2.0. Block 1.0 will replace existing legacy GPS command and control system and allow for use of the modernized capabilities (L2C, L5, M-Code) currently on or planned to be on orbit. In addition to Block 1.0 capabilities, Block 2.0 will integrate GPS IIIA satellite capabilities (L1C) into the baseline and ensure availability of OCX to be synchronized to support launch, telemetry, tracking, and control (TT&C), on-orbit checkout and operations of the first GPS IIIA satellite. This contract will also include options for interim contractor support, transition support, special studies, and sustainment for up to five years.
The award decision for Phase B will be based in part upon an evaluation of the content from Phase A data deliverables including, but not limited to, Integrated Master Schedule, Software Development Plan, Software Architecture Description, Human Engineering Program Plan, Control Segment Transition Plan, System Engineering Management Plan, Segment and Software System Measurement Report, Facilities Plan, Integrated Support Plan, Risk Assessment Report; and a Modernized Capability Engineering Model (MCEM) Technical Demonstration.
