ATTACHMENT 3: WORK BREAKDOWN STRUCTURE DICTIONARY

INTRODUCTION

The OCX (GPS Next Generation Control Segment (GPS Ground System)) Work Breakdown Structure (WBS) provides the common link throughout the management system for planning, budgeting, and reporting the cost, schedule, and technical performance of the program. The WBS is composed of the WBS logic diagram, the WBS list, and the WBS dictionary. The logic diagram and list show the WBS interrelationships while the WBS dictionary describes work items included in each WBS element.

Wherever necessary the Offeror should extend the WBS to a sufficiently detailed level to ensure that all major activities of the contract scope are well defined and insight into high cost, high risk items is available.

Reference MIL-HDBK-881-A, (Appendix F - Space Systems) for details concerning a Ground Segment WBS. Reference MIL-HDBK-881-A, (Appendix B – Electronic/Automated Software Systems) for details concerning a system comprised primarily of software as the Prime Mission Product. Reference MIL-HDBK-881-A, (Appendix I - Common Elements) for detailed descriptions of specific activities to include/exclude in the common elements (Elements defined in Appendix I are elements common to all acquisition programs developed by the Department of Defense, e.g., IAT&C, SE/PM, ST&E, Training, and Data. The efforts associated with common elements should be placed at the level where they support a specific element. Common elements can be found at all levels of a WBS.)

WBS DICTIONARY

OCX - GPS Next Generation Control Segment (GPS Ground System) OCX is the fixed, transportable, and mobile assembly of hardware, software, and firmware that communicates with all GPS space vehicles to receive and transmit data generated by the space vehicles. This includes reception and transmission of mission data as well as TT&C data for monitoring and maintaining the spacecraft’s state of health. This WBS structure will be repeated in its entirety to report the progress of each increment of operationally delivered OCX capability, tracked in individual Contract Line Item Numbers (CLINs) within the contract.

OCX Systems Engineering/Program Management This WBS element includes the OCX Segment level Systems Engineering and Program Management of the overall technical and business management tasks associated with the integrated effort to direct and control the OCX software and hardware development. This includes the overall planning, directing, and controlling of the definition, development, and production of the OCX including supportability and acquisition logistics and sustainment options.

Systems Engineering includes the technical and managerial tasks of directing and controlling an integrated engineering effort of the OCX software and hardware. This includes OCX system definition, overall OCX system design, overall OCX systems engineering associated with flow down of requirements, preparation of the Systems Engineering Management Plan (SEMP), program risk analysis, integrated test planning, technical planning, monitoring technical accuracy, technical performance measurement, and configuration management. Systems Engineering also includes conducting and participating in technical meetings, performance of segment level analyses for safety assurance (certification) activities including the Functional Hazard Analysis (FHA), Preliminary System Safety Analysis (PSSA), Information Assurance, and System Safety Assessment (SSA), reviews including design and test reviews. This element encompasses the integrated planning and control of the technical program efforts of design engineering, specialty engineering, and test planning. Sub-elements of specialty engineering are quality assurance, system safety and environment, reliability, availability, and maintainability; system security, survivability and vulnerability, human engineering, mission success, and parts control and standardization.

Program Management includes the business and administrative planning, coordinating, and organizing to accomplish the overall program objectives. This includes cost management, schedule management, performance measurement management, warranty administration, contract management, data management, subcontract management. Program Management also includes conducting and participating in management level meetings, reviews including design and test reviews.

This element is to ensure that a multi-functional, technical management approach for the design, development, test, production, fielding, sustainment, and improvement / modification of cost-effective systems are considered during OCX activities. The principal objectives that are expected to be met by the use of Acquisition Logistics is ensuring that support considerations are an integral part of the system's design requirements, that the system can be cost-effectively supported throughout its life-cycle, and that the infrastructure elements necessary for the initial fielding and operational support of the system are identified, developed and acquired.

This element includes the management tasks and functions associated with development, delivery, and planning of all ILS elements. These elements include: (1) Support Equipment; (2) Packaging, Storage, Handling, and Transportation; (3) Systems Engineering; (4) Provisioning Requirements Determination and Planning; (5) Training Systems Requirements Determination; (6) Computer Resources Determination; (7) Organizational and Depot Maintenance Determination; (8) Data Management; (9) Manpower and Personnel Determination; (10) Support Facilities Planning; and (11) Configuration Management.

This element includes the conducting of Integrated Logistics Support IPT meetings, related meetings, and participation in provisioning conferences.

This element includes the preparation of provisioning data to allow codification of new hardware items for introduction into the supply system. Provide provisioning technical support and supportability assessment assistance in-concert with the government for planning and execution of the provisioning conferences. Assist the government with preparation of equipment cost estimates if required. Ensure reliability, maintainability, and availability is considered when determining proper provisioning.

EXCLUDE: GPS system level, overarching systems engineering, integration and test; e.g. systems engineering tasks focused on integration with the space segment or user segment that are captured in WBS element 2.0. Also, subsystem level engineering belongs under the subsystem to which the activity supports, e.g., software systems engineering is an integral part of the software development activity and belongs at that level.

OCX System Engineering OCX Program Management OCX Integration, Assembly, Test and Checkout This is a zero cost item for OCX. Integration, Assembly, Test and Checkout costs are collected at the site or operational subsystem level. Each major Prime Mission Product item requires a separate IAT&C element to gather costs of fielding each item at Level 2 of the WBS.

NOTE: When an integration, assembly, test, and checkout element is utilized at lower levels of the contract work breakdown structure, it will be summarized into the next higher level equipment (hardware/software) WBS element and should never be summarized directly into a Level 3 integration, assembly, test, and checkout element.

OCX System Test & Evaluation This WBS element includes the OCX Development Test and Evaluation tasks, the Operational Test and Evaluation tasks, the support required to maintain the systems used during these test phases and the evaluation periods. The GPSW encourages combined developmental and operational testing wherever combined objectives can be met with the same testing.

The Development Test and Evaluation is planned and conducted by the contractor with oversight by the developmental agency, the GPS Wing. The GPS Wing monitors all integrated developmental tests (tests where some major aspect of OCX system functionality and performance is evaluated, demonstrating major portions of subsystem capability or, most especially, testing system capability across subsystems) with contractor assistance. The GPS Wing will selectively monitor lower level developmental tests depending on risk or other special interest. This includes test and evaluation to demonstrate the OCX system meets specifications, to demonstrate the design risks have been minimized, and to determine the engineering design is supportable for operational use.

The Operational Test and Evaluation includes the initial operational test and evaluation conducted during the development of the OCX system to assess the operational effectiveness, operational suitability, and logistics supportability of the product. Operational tests are conducted by representatives for Air Force Space Command operators, not by the OCX development agency. But this testing does require support from the OCX contractor and GPS Wing and includes items such as contractor support, technical assistance, maintenance, and labor provided by the contractor during the operational tests.

The support necessary to operate and maintain the OCX system during the developmental and operational testing is included here as well. This includes items such as contractor support, technical assistance, spares, repair of repairables, warehousing and distribution of spares and repair parts during the test period. Detailed planning, conduct, support, data reduction and reports (excluding contract data requirements list data) from such testing, and all hardware/software items which are consumed or planned to be consumed in the conduct of such testing.

NOTE: Test articles which are complete units (i.e., functionally configured as required by specifications) are excluded from this WBS element.

EXCLUDES: All formal and informal testing up through the subsystem level which can be associated with the hardware/software element acceptance testing (i.e., See Integration, Assembly, and Test.) These excluded efforts are to be included with the appropriate hardware or software elements.

OCX Training This WBS element includes the training equipment and services required to facilitate instruction of personnel to operate and maintain the OCX system with maximum efficiency.

This element provides training materials and services for delivery and conduct of training in compliance with the OCX System Training Contracts Requirements (STCR) document. This includes providing for Cadre Operations/Maintenance Training and Operations Crew Training materials (to be used by blue-suit Subject Matter Experts to train additional crews).

This element includes the deliverable training equipment, deliverable services, accessories, aids, and modification or rehabilitation of existing facilities required to meet the OCX training objectives. Items such as computers, peripherals, operations and maintenance trainers, training course materials, contractor conducted training courses, curriculum, and other materials (required to design, execute, and produce the contractor developed training program) are all included.

Note that because of their use supporting multiple WBS elements including various development elements and GPS operations as well as this training element, OCX, space vehicle simulators, and multi-use test assets are allocated to WBS 1.18, Mission Infrastructure, not this Training WBS element. This WBS primarily outlines training materials and simulators as specified in the System Training Contracts Requirement document.

OCX Data and Software This WBS element includes the efforts to create all the OCX data and software deliverables required to be listed on the Contract Data Requirements List, DD Form 1423.

This WBS element includes, but is not limited to, technical data, providing instructions for installation, operation, maintenance, training, and support of the OCX system. Documentation of the OCX software, support software, and the effort to transform data into government format, reproduce and deliver the data. The engineering data that defines and documents an engineering design used to support production, engineering, and logistics activities is included. This includes all final plans, procedures, reports, and documentation pertaining to systems, subsystems, computer and computer resource programs, component engineering, operational testing, human factors, failure modes and effects, reliability, availability, maintainability, and other engineering analysis.

Technical publications are defined as technical data which provide instructions for the installation, operations, maintenance, and support of GPS or GPS equipment. Technical data is also source data input to Operations and Maintenance training. A technical manual normally includes operations and maintenance instructions, parts lists or parts breakdown, and related technical information or procedures exclusive of administrative procedures. Technical orders that meet the criteria of this definition may be classified as technical manuals. It will include, but is not limited to, documentation of computer programs and related software source data, -1 Operations Technical Orders, and Maintenance Manuals.

This WBS element includes data necessary for OCX contractual data management, program management, and configuration management. This includes contractor cost reports, performance reports, contract funds status reports, software resources data report, and deliverable schedules.

The data designed to document Integrated Support Planning for the OCX system includes items such as general maintenance plans and reports, facilities data, software supportability planning and software support transition planning documents.

This element includes just the publication efforts to create the reports in Government specified formats. The actual engineering or financial effort is to be included in the appropriate technical or management WBS, not in the Data element. This element should only include the additional effort that could be reduced or avoided if the data item is eliminated.

OCX Peculiar Support Equipment This WBS element includes the design, development, and production of those deliverable items and associated software required to support and maintain the OCX system or portions of the OCX system while the system is not directly engaged in the performance of its mission. The items in this WBS include those items that are not considered common support equipment – which are items presently in the DoD inventory or commercially available, bought by the using command, not by the acquiring command, for support of GPS or other systems.

This WBS element includes unique testing equipment, measurement equipment, deliverable tools, and handling equipment used for the support of the mission system. Unique testing and measurement equipment includes equipment that perform specific diagnostics or screening to aid an operator in determining the operational condition of the OCX system by performing specific diagnostics, screening or quality assurance effort at an organization, intermediate, or depot level of equipment support. Peculiar deliverable tools and equipment includes items required to support the mission such as ground support equipment, powered support equipment, software support equipment both software and hardware.

OCX Common Support Equipment This WBS element includes the items required to support and maintain the OCX system while not directly engaged in the performance of its mission, and which are presently in the DoD inventory supporting GPS or other systems This includes the acquisition of additional quantities of the common equipment to support the OCX and all efforts required to assure the availability of this equipment to support the OCX.

This WBS element includes the common testing equipment, measurement equipment, deliverable tools, and handling equipment used for the support of the mission system. Testing and measurement equipment includes equipment which allows an operator or maintenance function to evaluate the operational conditions of a system or equipment by performing specific diagnostics, screening or quality assurance effort at an organization, intermediate, or depot level of equipment support. This includes test measurement, diagnostic equipment, precision measuring equipment, automatic test equipment, manual test equipment, automatic test systems, test program sets, appropriate interconnect devices, automated load modules, taps, and related software, firmware and support hardware used at all levels of maintenance. Common deliverable tools and handling equipment includes items used for support of the mission system such as ground support equipment, powered support equipment, software support equipment both software and hardware.

OCX Transition, Operations & Maintenance (ICS) Support Site Activation This WBS element includes the effort, materials, utilities, and equipment to provide all facilities required to house and service OCX equipment at the organizational level. This includes conversion of a site, system assembly, checkout, and installation of the mission and support equipment into the site to achieve operational status. Contractor support for the operational site activation is included.

This WBS element includes the site planning and preparation, and other special-purpose facilities necessary to achieve system operational status such as site surveys, and cabling. The materials and services include those required for the assembly of the mission equipment at the site such as installation of OCX mission equipment, support equipment in the operations or support facilities, and the complete system checkout to ensure operational status. Specify by site. The contractor shall extend this element into lower levels assigned to each of the OCX separate sites/locations (i.e., MCS, AMCS, MS, GA/AGA). The materials and services include those provided by the contractor related to site activation which include repair of repairable items, standby services, and final turnover. This WBS element includes the materials and services required to convert existing sites to accommodate the OCX mission equipment and selected support equipment directly related to the specific system. This element also includes any pre-ship reviews and shipping costs in connection with getting Prime Mission Product items to the sites.

EXCLUDES: Major site construction/modification efforts.

Develop a comprehensive transition plan including all factors associated with the seamless cutover from AEP to OCX. This plan shall also include all site activation activities to ensure infrastructure resources are in place and coordinated through proper channels. In addition, provide the personnel, material and overhead support required to perform GPS SATAF support and provide technical advisement for transition matters; support transition planning and any related engineering issues.

This element encompasses providing the necessary supplies and services to perform ICS. The contractor will be required to perform support functions during ICS, but if/when OCX transitions to Contractor Sustainment Support, the Standard Base Supply System (SBSS) will be used. The contractor should be prepared to perform ICS without Government approved maintenance Technical Orders, in the event they are not verified.

Contractor Operations OR Contractor Operations Support

Provide for conducting all aspects of standard GPS operations associated with assuming the responsibility of the SSO, PSO, SVO and Crew Chief crew positions.

Provide 2 SOPS operations support, as access permits, for MCS, AMCS, and TSF systems. Provide configuration management, ops impact/risk analysis and technical support for astrodynamics, tactical planning, and engineering tools and algorithms, and aid in the optimization of analysis and trending efforts. Perform duties to include algorithm and computer script development, problem analysis, configuration and troubleshooting the use of offline tools, identification and/or development of ways to meet future analysis and trending needs, and related support. Provide support to 2 SOPS during quarterly deployment to the AMCS. Review delivered documentation for proposed hardware and software changes to the ground and space segments. Develop and recommend changes to operations procedures and training documentation. Perform technical feasibility and analysis studies. Provide operational test planning, test execution and test analysis for GPS satellites. Provide to the government problem analysis coordination of pre-launch and launch support activities, deficiency report analysis, and test procedures and comments; provide the same support when ground-space interface anomalies occur during on-orbit operations. Provide Burst Detector Processor (BDP), Mission Data Unit (MDU), and Spacecraft Processor Unit (SPU) software verification and validation support; perform file generation support on the On-Board Processing Support (OBPS) tool, operational test planning, test execution, test analysis, anomaly resolution, and aid in the development of the SPU/MDU test cases. Collect data necessary to assess the quality of L-Band transmissions from GPS satellites quarterly and provide anomaly support when L-Band integrity concerns are identified. Support anomaly resolution by supporting payload activation during each launch. Support anomaly resolution and provide technical support for High Accuracy Navigation User and Special Message data processing. Provide for augmenting the MCS crew (SVO, SSO & PSO positions) as needed.

OCX Initial Spares and Repair Parts This WBS element includes the newly fielded OCX system’s initial stock of spares and repair parts. This includes the initial deliverable spare components, assemblies, and subassemblies used to repair or replace failed items in the system during the initial phase of service. This element excludes Test spares, which are included under WBS 1.4, OCX System Test and Evaluation.

Ground Terminal Subsystems The OCX Ground Terminal Subsystem includes the Monitor Stations, Ground Antennas, and Advanced Ground Antennas, that provide reception, down conversion, demodulation, conditioning of telemetry, tracking, commanding, mission (payload) data, and RF uplink generation. This subsystem accepts tracking and command signals then modulates them onto the RF uplink.

Monitor Station (MS) GPS Monitor Stations are the system elements remotely deployed around the world to monitor the GPS L Band timing and navigation signals (mission data) for quality and strength and report results back to the GPS Master Control Station (MCS). The Monitor Station WBS element includes the design, development, and production of new monitor stations or modifications to existing monitor stations, including procurement and assembly of hardware, development and test of software, and development and material procurement for any required facility build-out modifications. The actual installation for the Monitor Stations on-site would be covered in WBS 1.9, OCX Operational Site Activation.

MS Software MS Software (Build 1…n as required) This element software provides for separately collecting the costs of the incremental deliveries of the OCX software. Software development efforts and COTS related costs should be collected so that the total costs of each individual increment can be observed. The Offeror should insert additional elements here to provide separate line items for each software increment. At a minimum, this should include distinct WBS elements for Effectivities 10, 15, 20, 30, and 40. A Build is defined as a version of software that meets a specified subset of the requirements that the completed software will meet.

NOTE: The relationship of the terms “build” and “version” is up to the developer; for example, it may take several versions to reach a build. (See SMC-S-012) MS Developed Software This WBS element includes any software developed specifically for the MS to receive, down convert, demodulate, condition telemetry, and receive mission (payload) data, the GPS L Band timing and navigation signals. This includes the resources associated with the design and development, of the monitor station developed software, and meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture. This element should be considered to include all software testing up to and including Factory Qualification Test and including adaptation and integration of COTS/GOTS software.

MS COTS Software This WBS element includes the resources associated with the procurement of the Monitor Station COTS/GOTS software. This includes meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture.

MS Hardware This WBS element includes the MS downlink hardware such as antennas, feeds, antenna support pedestals, receivers, frequency down converters, demodulators, encryptors, and decryptors. This includes the resources associated with the design, development, production, and procurement, of the Monitor Station hardware. This also includes performing the applicable processes and developing the applicable artifacts for those hardware items associated with appropriate RTCA DO 254 levels of assurance as determined by Offeror and their proposed architecture.

MS Integration, Assembly, and Test This WBS element includes the resources associated with the integration, assembly, and test, of the monitor station developed software, hardware, COTS/GOTS software, and meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture. Tasks associated with conducting the individual, on-site, MS hardware/software element testing are included in this WBS element. This element includes all effort of technical and functional activities associated with the design, development, and production of mating surfaces, structures, equipment, parts, materials, and software required to assemble the Level 3 equipment (hardware/software) elements into a Level 2 mission equipment (hardware/ software) as a whole and not directly part of any other individual Level 3 element.

EXCLUDES: All systems engineering/program management and system test and evaluation which are associated with the overall system.

Legacy Ground Antenna (GA) The Legacy Ground Antennas are an existing set of operational sites that provide S-Band capability for Tracking, Telemetry, and Commanding (TT&C) for current GPS satellites through the to be launched GPS IIR-M and IIF satellites. They will also provide auxiliary S-Band TT&C for the GPS III satellites. This auxiliary capability will be critical for initial GPS III test and checkout before sufficient satellites are available on-orbit to allow reliable cross-link TT&C, and may require modifications to the legacy Gas. The Legacy Ground Antenna WBS element includes the design, development, and production of legacy ground antenna modifications to existing monitor stations, including procurement and assembly of hardware, development and test of software, and development and material procurement for any required facility modifications. The actual installation efforts for of the Legacy Ground Antenna modifications on-site would be covered in WBS 1.9, OCX Operational Site Activation.

GA Hardware This WBS element includes ground antenna uplink and downlink hardware required to modify GAs such as antennas, feeds, antenna support pedestals, receivers, frequency down converters, demodulators, transmitters, frequency up converters, modulators, encryptors, and decryptors. This includes the resources associated with the design, development, production, procurement, of the legacy ground antenna hardware. This also includes performing the applicable processes and developing the applicable artifacts for those hardware items associated with the appropriate RTCA DO 254 levels of assurance as determined by Offeror and their proposed architecture.

GA Integration, Assembly, and Test This WBS element includes the resources associated with the integration, assembly, test, of the legacy ground antenna developed software, hardware, COTS/GOTS software, and meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture. Tasks associated with conducting individual, on-site, hardware/software element testing of GA mods are included in this WBS element. This element includes all effort of technical and functional activities associated with the design, development, and production of mating surfaces, structures, equipment, parts, materials, and software required to assemble the Level 3 equipment (hardware/software) elements into a Level 2 mission equipment (hardware/ software) as a whole and not directly part of any other individual Level 3 element.

GPS III Advanced GA (AGA) The GPS III Advanced Ground Antennas are a set of new design ground antennas designed to provide high data rate TT&C for the GPS III satellites. The GPS III Advanced Ground Antenna WBS element includes the design, development, and production of new advanced ground antennas to support high data rate TT&C for GPS III, including procurement and assembly of hardware, development and test of software, and development and material procurement for any required facility modifications to include base and foundations. The actual installation efforts for the Advanced Ground Antennas on-site would be covered in WBS 1.9, OCX Operational Site Activation.

GPS III AGA Software GPS III AGA Software (Build 1…n as required) This element provides for separately collecting the costs of the incremental deliveries of the OCX software. This also includes performing the applicable processes and developing the applicable artifacts for those hardware items associated with the appropriate RTCA DO 254 levels of assurance as determined by Offeror and their proposed architecture.

GPS III AGA Integration, Assembly, and Test This WBS element includes the resources associated with the integration, assembly and, test, of the legacy GPS III advanced ground antenna developed software, hardware, COTS/GOTS software, and meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture. This element includes all effort of technical and functional activities associated with the design, development, and production of mating surfaces, structures, equipment, parts, materials, and software required to assemble the Level 3 equipment (hardware/software) elements into a Level 2 mission equipment (hardware/ software) as a whole and not directly part of any other individual Level 3 element.

Command and Control Subsystem (TT&C) The OCX Command and Control Subsystem (TT&C) processes tracking data and telemetry, as well as generates satellite commands. This subsystem supports all Ground subsystems that require the capability to prepare and output commands to the space vehicle while in operation or under test. This also includes the capability to receive and process data from the space vehicle while in operation or under test.

NOTE: This element shall include costs of ALL the hardware systems associated with the operations of the OCX at the MCS, and AMCS. Do not attempt to separate hardware into the functional categories designated for software (TT&C, Mission Planning, and Nav Mission). The GPS Wing chose to capture all these hardware costs in the TT&C element, since the MCS hardware is multi-functional and supports all these functions. This element shall not include the remote site systems, which have their own unique WBS elements.

TT&C Software TT&C Software (Build 1…n as required) This element shall provide a separate cost collection of the incremental deliveries of the OCX software. Software development efforts and COTS related costs should be collected so that the total costs of each individual increment can be observed. The Offeror should insert additional elements here to provide separate line items for each software increment. At a minimum, this should include distinct WBS elements for Effectivities 10, 15, 20, 30, and 40. A Build is defined as a version of software that meets a specified subset of the requirements that the completed software will meet.

NOTE: The relationship of the terms “build” and “version” is up to the developer; for example, it may take several versions to reach a build. (See SMC-S-012) TT&C Developed Software The TT&C Developed Software WBS element includes the effort associated with the software developed for handling, processing, and executing space vehicle commands, in addition to processing and analyzing space vehicle telemetry. It includes the resources associated with the design and development of the TT&C subsystem, and meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture. This element should be considered to include all software testing up to and including Factory Qualification Test and including adaptation and integration of COTS/GOTS software.

TT&C COTS Software This WBS element includes the resources associated with the procurement of all the MCS COTS/GOTS software required to support the TT&C operations of the OCX. This includes meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture.

Master Control Station (MCS)

The Master Control Station is the central coordinating node for the OCX System. The MCS consists of a GPS Control Center (GCC) and a GPS Navwar Operations Center (GNOC). This is the facility where GPS operational crews monitor the GPS satellite constellation’s performance, plan adjustments to the GPS mission, and develop the commands to adjust the constellation for transmission via the Ground Antennas. The GCC provides a center for the control and monitoring of the Space Segment, MSs, and GA/AGAs. Additionally the GCC is a central communications and coordination point for interfacing with external agencies. The GNOC provides a secure center for coordination with external agencies and planning and scheduling of Spot Beam services, cryptographic key management, M-code configuration, special messaging requests, and other Navwar operations. It is intended that all hardware, for the GCC portion of the MCS be captured here under TT&C Subsystem (1.13). All standard TT&C, Nav Mission, and Mission Planning software shall be included in the appropriate sections here or below (see WBS 1.14 and 1.16), whether used in the GCC or GNOC. Only the specialized software developed for GNOC higher-than-secret-classification mission data analysis, key management, and mission data dissemination shall be included in the GNOC/AGNOC section of element 1.17, OCX Mission Data Analysis and Dissemination Subsystem, as well as all hardware and any COTS licenses purchased specifically for GNOC/AGNOC use. The MCS WBS element includes the design, development, and production of a new OCX MCS and modifications to that MCS as OCX evolves, including procurement and assembly of hardware, , and development and material procurement for any required facility build-out modifications. The actual installation efforts for the MCS system on-site would be covered in WBS 1.9, OCX Operational Site Activation.

MCS Hardware This WBS element includes all the MCS hardware consisting of the network, computing processing hardware, routers, switches, servers, workstations, storage devices, trusted guards, and developing the applicable artifacts for those hardware items associated with the appropriate RTCA DO 254 levels of assurance as determined by Offeror and their proposed architecture.

MCS Integration, Assembly, and Test This WBS element includes the resources associated with the integration, assembly, test, of the MCS TT&C subsystem developed software, all MCS hardware, and COTS/GOTS software, and meeting the process objectives of RTCA DO 278 for the relevant levels of assurance as determined by the Offeror and their proposed architecture. Tasks associated with conducting the MCS hardware/software element testing are included in this WBS element. This element includes all effort of technical and functional activities associated with the design, development, and production of mating surfaces, structures, equipment, parts, materials, and software required to assemble the Level 3 equipment (hardware/software) elements into a Level 2 mission equipment (hardware/ software) as a whole and not directly part of any other individual Level 3 element. Alternate MCS (AMCS) The AMCS is a physically separate backup facility for the MCS, and provides an alternate operating location when required. The AMCS provides full redundancy of all services provided by the MCS, and consists of the Alternate GPS Control Center (AGCC) and the Alternate GNOC (AGNOC). It is intended that all AMCS hardware for the AGCC be captured here under TT&C Subsystem (1.13), and that the hardware and COTS software for the AGNOC be captured in WBS 1.17– Data Analysis and Dissemination. The AMCS WBS element includes the design, development, and production a new OCX AMCS and modifications to that AMCS as OCX evolves, including procurement and assembly of hardware and development and material procurement for any required facility build-out modifications. The actual installation effort for the AMCS on-site is covered in WBS 1.9, OCX Operational Site Activation.

AMCS Hardware This WBS element includes all the AMCS hardware consisting of the network, computing processing hardware, routers, switches, servers, workstations, storage devices, trusted guards, and developing the applicable artifacts for those hardware items associated with the appropriate RTCA DO 254 levels of assurance as determined by Offeror and their proposed architecture.

This element includes all effort of technical and functional activities associated with the design, development, and production of mating surfaces, structures, equipment, parts, materials, and software required to assemble the Level 3 equipment (hardware/software) elements into a Level 2 mission equipment (hardware/ software) as a whole and not directly part of any other individual Level 3 element.

Mission Management Subsystem (Mission Planning) The OCX Mission Management Subsystem includes reception of tasking, generation of daily and long-term system plans and mission plans, generation of schedules and timelines for controlled satellites and ground facilities.

NOTE: The Mission Planning sections shall not include any hardware costs.
