About this opportunity

The American Battle Monuments Commission (ABMC) is seeking enterprise mobile voice, data, and messaging services through this sources-sought Request for Information (RFI) to support approximately 200 lines distributed across 26 cemeteries, 32 memorials, and operational offices in 17 countries worldwide. Vendors are invited to submit capabilities statements outlining their ability to deliver comprehensive cellular coverage, service plans, pricing, and value-added offerings for locations identified in the solicitation, with responses due by May 6, 2026. Key contract requirements include minimum 98% network availability per country, always-on global roaming with multi-carrier failover, SIM/eSIM support, Microsoft Intune compatibility, 99.8% billing accuracy, and a secure 24/7 management portal with detailed reporting capabilities. Evaluation criteria will prioritize technical and coverage approach as most important, followed by management portal and program management capabilities, transition and migration planning, past performance, and price, with ABMC selecting the best overall value considering both technical advantages and total cost. Important dates include the RFI response deadline of May 6, 2026, and prospective contractors should note that this is a sources-sought notice only, with no contract award at this stage.

This procurement carries no set-aside designation and identifies no incumbent contractor in the available documentation. The contract structure includes five Contract Line Item Numbers covering voice and SMS/MMS services, voice and data services, premium services with tethering, data-only services for tablets and broadband devices, and temporary additional services with overage charges. The service requirement spans a one-year base period with four one-year option periods, with major operational locations in France, Belgium, Italy, the United Kingdom, the Philippines, Tunisia, Panama, Mexico, and ABMC headquarters in Arlington, Virginia. Pricing shall be fixed for the base year with pre-priced option years, with VAT invoiced separately at 20% and payment due within 30 days via Electronic Funds Transfer in USD. The successful contractor must complete migration from the incumbent provider within 30 days of approval, provide pre-cutover coverage validation, maintain all existing ABMC phone numbers at no additional cost, and support emergency calling compliance including E911 for U.S. locations and local emergency numbers internationally.
