About this opportunity
The Naval Air Warfare Center - Aircraft Division (NAWC-AD) located in Lakehurst, NJ intends to procure two Gensym G2 License Standard Success software licenses for the Aircraft Launch Recover Equipment Program. The procurement will be conducted on a non-competitive basis with SHI, an authorized distributor located in Somerset, New Jersey. Advanced Arresting Gear (AAG) is the Original Equipment Manufacturer (OEM) for this proprietary software, and they have directed the Government to purchase licenses solely through SHI. The Government plans to execute this procurement under the authority of 10 USC 2304(c)(1) and FAR 6.302-1, which allows for non-competitive acquisitions under specific circumstances. While this is a sole-source notice, the agency will consider responses received within fifteen days of publication, with the ultimate determination of competitive procurement remaining at the government's discretion.
The pre-solicitation notice indicates no specific set-aside designation for this contract opportunity. The software licenses are classified under NAICS category 513210 for Software Publishers and PSC category 7A21 for IT and Telecom Business Application Software. No specific award value or budget range is disclosed in the notice. The procurement timeline indicates the opportunity was posted on December 19, 2024, with a response deadline of January 3, 2025. Technical data ownership is limited, as the Government does not possess the proprietary technical specifications for the Gensym G2 software. The unique nature of this procurement stems from the software's proprietary status and the OEM's specific distribution requirements, which necessitate acquiring licenses through their authorized distributor, SHI.
