The primary objective is to enable web-based, read-only viewing of controlled clinical trial artifacts and documentation necessary for regulatory compliance, particularly in support of biosafety operations in high-containment facilities. NIAID intends to award this contract on a sole-source, non-competitive basis under 41 U.S.C. 253(c)(1), justified on the grounds that only one responsible source can satisfy the agency's requirements. Interested parties may submit capability statements by March 27, 2026 at 11:00 AM Eastern Standard Time to Primary Point of Contact Marlon Garner (marlon.garner@nih.gov) or Secondary Point of Contact Linda Smith (linda.smith2@nih.gov). The estimated award date is April 1, 2026, and the government reserves the right to determine whether to proceed with award based on responses received.

This procurement carries no set-aside designation and represents a continuation of NIAID's relationship with the incumbent contractor, Global Cents GCI Live, LLC, which has provided GCI PowerTools solutions since 2016 across multiple contract sequences. The contract will be structured as a firm-fixed-price purchase order with a performance period from April 1, 2026 through December 31, 2026, with a reinstatement fee to cover the lapsed license period from January 30, 2026 to the estimated award date. The procurement falls under NAICS Code 513210 (Software Publishers) and Product Service Code 7A21 (IT and Telecom - Business Application Software - Perpetual License Software), and the work specifically supports automated task routing, auditable workflow execution, and record management capabilities essential for clinical and biosafety operations. Specific contract values or budget ranges are not disclosed in the pre-solicitation notice. The justification and approval document was signed by Contracting Officer Linda E. Smith on January 12, 2026, with price reasonableness determination to be included in the acquisition file.
