About this opportunity

The Defense Logistics Agency Aviation is seeking to procure fuel cells for KC-135 aircraft through a three-year Multiple Year Contract (MYC). The procurement involves a firm-fixed-price contract for a specific fuel cell (NSN: 1560-01-529-7635) that measures approximately 57" x 127" x 52" and weighs 65 pounds. Currently, only two qualified sources can satisfy the government's requirements: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart). The solicitation is expected to be issued on November 26, 2024, with responses due by January 10, 2025. While the procurement is designated as a full and open competition, the government does not own the technical data rights needed to source from additional vendors, which may limit true competitive bidding. The government will consider all proposals received within 45 days of publication and retains sole discretion in determining whether to conduct a competitive procurement.

The contract will cover a maximum of 192 fuel cell units, with planned quantities of 43 units in the first year, 43 units in the second year, and 42 units in the third year. Deliveries are required on or before October 1, 2025, with an anticipated contract award date of March 31, 2025. The previous contract was awarded to American Fuel Cell and Coated Fabrics Company on July 10, 2024, for 27 units. The procurement is authorized under 10 U.S.C. 2304(C)(1), which allows for limited source procurement when supplies are available from only a few responsible sources. The contracting activity has not designated this as a set-aside contract, and commercial item procedures under FAR Part 12 will not be used. An ombudsman is available at (405) 855-3552 to address potential contractor concerns during the proposal development phase, though they will not participate in proposal evaluation or source selection.
