About this file

This pre-solicitation notice announces a three-year Multiple Year Contract (MYC) for fuel cells (NSN: 1560-01-529-7635) required by the Defense Logistics Agency Aviation. The contract will be firm-fixed-price for a total maximum quantity of 192 units, with estimated quantities of 43 units in year 1, 43 units in year 2, and 42 units in year 3. The fuel cells are for KC-135 aircraft (#3 Forward fuel cell) and measure approximately 57" length x 127" width x 52" height, weighing 65 lbs.

The solicitation is expected to be issued on November 26, 2024, with responses due by January 10, 2025, and award anticipated by March 31, 2025. Deliveries are required on or before October 1, 2025. Only two known qualified sources can satisfy this requirement: American Fuel Cell and Coated Fabrics Company (CAGE: 05476) and Meggitt (Rockmart) (CAGE: 56221). The previous contract was awarded to American Fuel Cell and Coated Fabrics Company on July 10, 2024, for 27 units. While this is a full and open competition, the government does not own the technical data rights needed for additional sources. The acquisition will not use commercial item procedures under FAR Part 12.
