About this opportunity

The Defense Logistics Agency Aviation is seeking to procure KC-135 aircraft fuel cells through a three-year Multiple Year Contract (MYC). The solicitation (RFP: SPRTA1-25-R-0036) is for NSN: 1560-01-530-1912FL fuel cells that store fuel for inflight refueling, with specific dimensional requirements of approximately 57" length x 127" width x 52" height and weighing 65 lbs. Currently, only two qualified sources are identified: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart), which limits competition under 10 U.S.C. 2304(C)(1). The solicitation is expected to be issued on November 26, 2024, with responses due by January 10, 2025, and an anticipated contract award date of March 31, 2025. Interested parties have 45 days from the publication date to submit proposals, with the government retaining discretion to determine competitive procurement based on received information.

The contract will be a firm fixed-price type with a maximum contract quantity of 138 fuel cells, broken down as 31 units in the first year, 31 units in the second year, and 30 units in the third year. The first delivery is required on or before October 1, 2025. The last procurement was made to American Fuel Cell and Coated Fabrics Company on December 18, 2019, for 2 units. There are no specific set-aside designations for this procurement, and it is considered a full and open requirement. The government does not own the technical data rights for these fuel cells, which further constrains potential sources. An Ombudsman is available to hear contractor concerns during the proposal development phase, with contact information provided in the solicitation notice.
