About this file
This is a pre-solicitation notice for a three-year Multiple Year Contract (MYC) for KC-135 aircraft fuel cells (NSN: 1560-01-530-1912FL, P/N: 10-2455-5). The Defense Logistics Agency Aviation seeks to procure 92 fuel cells over three years (31 units in year 1, 31 units in year 2, and 30 units in year 3) with a maximum contract quantity of 138 units. The fuel cells store fuel for inflight refueling and measure approximately 57" length x 127" width x 52" height, weighing 65 lbs.
The firm-fixed-price contract is expected to be solicited on November 26, 2024, with responses due January 10, 2025, and award anticipated by March 31, 2025. Initial delivery is required by October 1, 2025. Only two qualified sources are identified: American Fuel Cell and Coated Fabrics Company (CAGE: 05476) and Meggitt (Rockmart) (CAGE: 56221). The last procurement was made to American Fuel Cell and Coated Fabrics Company on December 18, 2019, for 2 units. The government does not own the technical data rights, and the procurement will be conducted under limited competition due to the restricted number of qualified sources.
