About this opportunity

The U.S. Fish and Wildlife Service is seeking to replace a fire alarm control panel at the Ninigret National Wildlife Refuge headquarters in Rhode Island, necessitated by damage from a lightning strike. The project requires replacing the existing Gamewell/FCI fire alarm control panel (model IF610-126), all initiating addressable devices, and installing a new radio communicator, with all work requiring compliance with NFPA-71, NFPA-72, and local electrical codes. Contractors must be licensed in Rhode Island, experienced with commercial fire alarm systems, maintain appropriate insurance, and be registered in SAM.gov. The evaluation will use a best value trade-off method considering technical factors, past performance, and price, with the government reserving the right to award to a non-lowest price offer if technical merits justify the difference. Critical dates include a mandatory site visit on August 12, 2025, questions due by August 15, 2025, and quotes due by August 19, 2025.

This solicitation is designated as a 100% Small Business Set Aside under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19 million. No specific incumbent contractor is mentioned in the documentation, though the previous fire alarm inspection was conducted by ADT Commercial LLC in November 2022. While no specific contract value is disclosed in the solicitation documents, the project must be completed within 90 days of award with a performance period ending November 1, 2025. Work must be performed during normal duty hours (Monday-Friday, 7:30 a.m. - 4:00 p.m.) and will be subject to inspection by both the Fire Department and government representatives. The place of performance is the Kettle Pond Visitor Center at the Rhode Island National Wildlife Refuge Complex in Charlestown, Rhode Island, where the contractor will be responsible for testing all connected systems including elevator, sprinkler system, fire pump, notification devices, fire doors, and fire dispatch.
