Performance Work Statement Fire Alarm Control Panel Replacement U.S. Fish and Wildlife Service, Region 5
Rhode Island National Wildlife Refuge Complex
1. General:
1.1 The U.S. Fish and Wildlife Service (Service), Rhode Island National Wildlife Refuge Complex (Refuge) building fire alarm control panel which supports the approximate 20-year-old headquarters office building at Ninigret National Wildlife Refuge (NWR) needs to be replaced along with the initiating addressable devices. All notification devices were found operational and do not require replacement. A new radio communicator needs to be installed as the current system sends signals through the security system. Test all systems connected to the fire panel to ensure proper function.
1.2 Purpose/End Application: This work is essential to protect the building, employees, and visitors. The refuge sustained a nearby lighting strike which damaged equipment and systems at the building. Overtime, the fire alarm control panel experienced trouble, and eventually stopped working.
1.3 Contractor to provide new Gamewell/FCI retrofit fire alarm control panel to replace the existing Gamewell model IF610-126, provide and install new initiating addressable devices, and provide and install new radio communicator.
1.4 Contractor will test all connected systems and ensure safe and proper function, including but not limited to the elevator, sprinkler system, fire pump, notification devices, fire doors, and fire dispatch. The original design drawings for the building are available for reference if requested.
1.5 Contractor Qualifications: Contractor must be licensed in Rhode Island in all required trades and experienced with diagnoses and repair of commercial fire alarm systems. Contractor must be insured and have an active registration in sam.gov.
1. Place of Performance and Period of Performance:
2.1 Ninigret National Wildlife Refuge, 50 Bend Road, Charlestown, RI 02813.
2.2 Period of Performance: Service to be completed within 90 days of award.
2.3 Normal duty hours Monday thru Friday 7:30 a.m. - 4:00 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include weeknights, weekends, and Government holidays (New Year’s Day, Martin Luther King Jr. Day, Memorial Day, Juneteenth National Independence Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).
2.5 Emergency/Miscellaneous functions may be required to be scheduled during non-duty hours due to the nature of the work or specific scheduling requirements. Emergency work is required when immediate action is necessary to correct or prevent loss or damage of Government property, or to eliminate hazards to the public, personnel, or equipment.
3. Scope
3.1 Ninigret National Wildlife Refuge:
The Contractor will:
a. Submit to the government parts/equipment list needed to restore the fire alarm control panel to proper functionality, for approval by the federal government prior to installation
b. Replace the existing fire alarm control panel with a Gamewell/FCI retrofit.
c. Replace all initiating addressable devices.
d. Install a new radio communicator.
e. Install approved parts and associated components.
f. Make all electrical connections for a complete installation.
g. Start, test, and adjust for proper operation. The fire alarm system must be fully functional after the required repair work.
h. Subject to the final acceptance by the Fire Department and the Government.
3.2 All work performed under this Contract will be in accordance with equipment manufacturers’ specifications and in accordance with applicable sections of NFPA-71, NFPA-72, local code requirements, and the National Electrical Code. No work shall be performed which will void any equipment manufacturer’s warranty.
4. Deliverables and/or Delivery Schedule:
4.1 The Contractor shall provide all labor, materials, equipment, tools, and supplies necessary
(whether indicated or not) to perform the work indicated.
4.2 The Contractor shall maintain quality control over suppliers, manufacturers, services, materials, site conditions, and workmanship to produce work of indicated and specified quality, and shall comply in full with industry standards, codes, and regulations, except when more restrictive tolerances or specified requirements indicate more rigid standards or more precise workmanship.
4.3 All obsolete or unused equipment and materials shall be taken off-site and disposed in accordance with State and local regulations.
4.4 The Contractor will be responsible for the scheduling and coordination of work on the site with the Contracting Officer’s Representative (COR) and Refuge Manager.
4.5 The Contractor must complete the project within 90 days from the date of “Notice to
Proceed”. If any delays are expected, the Contractor shall notify the COR in writing, as soon as possible.
5. Data Management Plan (DMP)
5.1 A DMP has determined to be not relevant for this award.
6. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
6.1 The COR will provide guidance and access to current information and data as required. No
Government Furnished Equipment is required. The Contractor shall furnish all labor, equipment, materials, supplies, parts, tools, and services to perform the requirements of the Contract.
6.2 While performing the designated tasks outlined in the Contract, any major or necessary changes to the scope of work will require prior approval from the Contracting Officer through the COR.
7. Evaluation and Acceptance
7.1 The Government reserves the right to inspect all phases of the work performed under this
Contract and will conduct a final inspection prior to acceptance of work. The Contractor shall notify the COR at least 3 business days prior to scheduling the final inspection. Final work must be accepted by the Fire Department and the Government.
7.2 Evaluation and inspection will be determined by the COR.
7.3 The Contractor shall take special care to protect Government property. In the event of damage to Government property as a result of work performed under the Contract, the Contractor shall return areas damaged to their original condition, to include painting, refinishing, or replacement if necessary.
8. Quality Control/Quality Assurance:
8.1 Quality Control will be maintained according to industry standards and made available to the
USFWS with the contractor’s proposal.
8.2 Labor warranty for all equipment shall be at least one year unless extended warranty is purchased by the Government.
