About this opportunity

The Defense Logistics Agency Aviation is conducting market research for the procurement of F-16 Horizontal Stabilizers (Part Number 16T7461-835, NSN 1560-01-619-8981) through a combined Request for Information and Synopsis. This pre-solicitation notice seeks to identify capable sources, determine availability of commercial or non-developmental items, and enhance competition by promoting awareness of the opportunity. Prospective offerors must satisfy ten mandatory qualification requirements outlined in the Manufacturing Qualification Requirements specification, including facility certification, technical data package verification, access to Lockheed Martin Master Tooling, submission of a qualification test plan, and provision of a pre-contract award qualification article for government evaluation. The government intends to evaluate sources based on their ability to meet engineering specifications approved by the design control activity and their access to manufacturing knowledge and technical data rights. Interested parties must respond to this notice by February 12, 2026, with capability statements, proposals, or quotations, and those seeking to offer commercial items have 15 days from the notice posting date to inform the contracting officer of their interest and capability.

This procurement carries no small business set-aside designation, and all responsible sources are eligible to compete. Lockheed Martin is identified as the design control activity and holder of proprietary manufacturing knowledge and technical data rights associated with this component. The estimated contract value and award amount are not disclosed in the pre-solicitation notice. The government requires delivery of two units by November 30, 2027, with an estimated qualification cost of $5,000 and a qualification timeline of approximately 270 days. Prospective offerors must notify the government at least 30 days before testing begins, and qualification notification of pass or fail status will be provided within 90 days of submission; however, successful qualification testing does not guarantee contract award. Six source qualification waiver criteria are available for experienced suppliers, mirror-image manufacturers, qualified subcontractors, earlier dash-number providers, similar-item manufacturers, and successors to previously qualified companies, though post-contract first article verification may still be required for waived qualifications.
