About this opportunity
The Internal Revenue Service (IRS), an agency of the Department of the Treasury, issued a Limited/Sole Source Justification Notice on October 22, 2025, for Enterprise Case Management (ECM) Solution Integration Services Bridge Task Order under the GSA Alliant 2 Government-Wide Acquisition Vehicle. The IRS seeks to maintain uninterrupted contractor support for migrating legacy case management systems into an Enterprise Case Management System capable of supporting issue-resolution across the organization while a competitive reacquisition is completed. Booz Allen Hamilton (BAH) was selected as the incumbent contractor to provide the bridge task order services, which include transferring legacy system functionalities, developing workflow digitization across multiple platforms, integrating tax-related applications, and creating a standardized case management system accessible to authorized IRS employees. The bridge task order is structured as a three-month base contract period with an additional three-month option period, commencing October 16, 2025, to ensure continuity of this mission-critical IT development and modernization support. The IRS plans to recompete the procurement for a long-term award among small businesses through a multiple award blanket purchase agreement following completion of this bridge engagement. The specific award value is not disclosed in the published documents, and the justification emphasizes that this sole-source award is necessary to prevent service interruption during the competitive solicitation process.
