About this file

This is a SF 1014 Justification for an Exception to Fair Opportunity document from the Department of the Treasury for an Enterprise Case Management (ECM) Solution Integration Services Bridge Task Order. The Internal Revenue Service (IRS) is seeking to migrate the functionality of legacy case management systems into an Enterprise Case Management System using Booz Allen Hamilton as the incumbent contractor through a GSA Alliant 2 Government-Wide Acquisition Vehicle.

The task order is a 3-month bridge contract with a 3-month option period, starting October 16, 2025, to ensure uninterrupted support for mission-critical ECM operations while a new solicitation is completed. The scope includes transferring legacy case management system functionalities, developing workflow digitization across multiple platforms, integrating various tax-related applications, and creating a standardized case management system accessible to all authorized IRS employees. The IRS plans to recompete the procurement for a long-term award among small businesses via a multiple award blanket purchase agreement, while this short-term award maintains continuity of critical IT development and modernization services.

For the upcoming recompete procurement, competition will be sought amongst small businesses via a multiple award blanket purchase agreement under GSA MAS, recently awarded in accordance with FAR Part 8.405-3.

While the Agency believes the most economical way to obtain the services in the short term is with a follow on, the Agency believes that a long-term award may nevertheless provide benefits from competition. As such the short-term award is being made for a follow on, while a long-term award is competed.
