EC- FI AIR COOLER REPLACEMENT
This is an amendment to Pre-Solicitation Notice #R17PS00256. The anticipated date of posting the Solicitation has changed to on or around May 15, 2017. The anticipated Closing for Bids and Bid Opening has changed to on or around June 15, 2017, at 2:00 PM (Mountain Time Zone).
Modified Presolicitation Notice -
The Department of the Interior, Bureau of Reclamation, Great Plains Regional Office intends to solicit an Invitation for Bid (IFB) on or around May 15, 2017. The place of performance is the Bureau of Reclamation's Flatiron Power Plant, which is located approximately ten (10) miles west of Loveland, Colorado, in Larimer County. The work under this acquisition is for the replacement of six air coolers in the G1 unit and six air coolers in the G2 unit. The project scope includes removal and disposal of the existing air coolers, and designing, factory testing, installing, and field-testing the new contractor-furnished high-efficiency air coolers.
An ASM Certification stamp is required on each air cooler. The Buy American Act will be incorporated in the solicitation and anticipated award.
The estimated price range is between $500,000 and $1,000,000.
The set aside is anticipated to be Total Small Business.
The North American Industry Classification System (NAICS) Code is 238220: The associated Small Business Size Standard is $15.0 Million.
The Closing for Bids and Bid Opening is anticipated to be on or around June 15, 2017, at 2:00 PM (Mountain Time Zone). The mailing address to send Bids and the location for Bid Opening is as follows: The Department of the Interior, Bureau of Reclamation, Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. All responsible small business offerors are welcome to submit a bid. The IFB and any subsequent amendments and/or notices will be available to contractors on the aforementioned websites. The Contracting Officer will consider award of a contract to the offeror who submits the lowest bid, in addition to having a favorable responsibility determination.
The estimated period of performance is 180 days from the Notice to Proceed.
Upon posting of the solicitation, drawings will be available upon request to the Contract Specialist, without a fee.
IFB Solicitation Number R17PS00256 will be available for viewing through electronic commerce via https://www.fbo.gov and via https://www.fedconnect.net/FedConnect/Default.htm.

SAM is a federal government owned and operated free website, which consolidated the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS).
IPP: Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with their bid.

The Government anticipates award of this procurement on or around March 15, 2017. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the Notice to Proceed, and complete the entire work, ready for use, within 180 calendar days. The time stated for contract completion is inclusive of submission and approval of submittals, and final cleanup of the premises.
