SECTION 01 14 30
INTERRUPTION OF SERVICE
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include in prices offered in the Price Schedule for items of work for which interruption of services are required.
1.02 SUBMITTALS
A. Submit in accordance with Section 01 33 00 - Submittals.
B. RSN 01 14 30-1, Interruption of Service Request:
1. Area where work will be done (by number or other description).
2. Outline procedures for accomplishing work including:
a. Specific safety precautions to be taken.
b. Type and location of barricades.
c. Warning signs.
d. Protective grounds and devices to be used.
3. Commencement time of work.
4. Duration of work.
5. Number of personnel and their classification.
6. Description of equipment to be used.
7. Information indicating that required materials are on site or data indicating shipping dates of materials not on site.
1.03 PROJECT CONDITIONS
A. Coordinate and schedule interruption of services with COR:
1. Coordinate work with Government operations.
2. No specific interruption of service request will be considered unless:
a. COR has reasonable assurance that materials and equipment required for work will be onsite.
b. Be prepared to perform work on date and during period of time requested for specific interruption of service.

3. Allowable time and available interruption of service periods will govern interruption of service requests, work scheduling, onsite delivery of materials, and required drawings and data submittals.
B. When work cannot be performed during an approved interruption of service period, notify COR that interruption of service is not required.
C. Show construction interruption of services greater than 4 hours in construction schedule.
D. Unit Operational Interruptions of Service:
1. Interruptions of Service will be at the convenience of the Government.
a. Outage times at Flatiron Powerplant will be restricted according to the Government’s requested water and power deliveries, operating conditions and other contractual obligations.
b. The Government anticipates that the interruption of service period for air cooler replacement work will be as follows:
1) Unit G1 – February 26, 2018 to March 23, 2018
2) Unit G2 – April 23, 2018 to May 18, 2018.
c. The units may not be available outside of this period.
2. Schedule, coordinate, and perform the work under this contract requiring an operational interruption of service, with the COR
a. The COR will give the Contractor an advance 30 day notification of the period when Interruptions of Service can be scheduled.
3. The replacement of air coolers identified by these specifications shall be completed, tested, and operational for 1 unit before an interruption of service will be granted on the next unit.

1.03 DEFINITIONS
A. Days: Calendar days.
B. Required Submittal Number (RSN): Identifies items to be submitted together as a complete submittal.
C. Submittals: Considered "shop drawings" within the terms of the clause at FAR 52.236- 21, Specifications and Drawings for Construction.
1.04 SUBMITTAL REQUIREMENTS
A. In case of conflict between requirements of this section and requirements included elsewhere in these specifications, requirements included elsewhere take precedence.
B. General:
1. Prepare in English.
2. Label with contract number and title, and RSN.
3. Measurement units: US Customary Units.

1.05 SUBMITTALS PROCEDURES
A. Submit only checked submittals. Submittals without evidence of Contractor's approval will be returned for resubmission.
B. Submit complete sets of required materials for each RSN as specified in "Submittals Required" column in Table 01 33 00A - List of Submittals. A complete set includes all listed items for RSNs with multiple parts.
C. Submit sets specified in "Sets to be sent:" columns in Table 01 33 00A - List of Submittals.
1. Electronic submittals:
a. In Portable Document Format (PDF).
b. Include RSN transmittal letter.
c. Do not include Personally Identifiable Information (PII) in electronic submittals.
2. Submit electronic submittals via email or CD/DVD based on size:
a. The Government can receive e-mails up to 25 MB. However, e-mails over 10 MB should be considered extra-large. E-mailing of electronic submittals exceeding 10 MB should only occur after transmittal of larger size e-mail has been verified.
b. Address e-mail of electronic submittals less than extra-large size to:
1) sha-GPR-CONSTSVCS@usbr.gov.
c. Include electronic submittals that are too large to e-mail with paper copy of submittal. These electronic submittals shall be on CD or DVD.
D. Include the following information in transmittal letters:
1. Contract number and title.
2. RSN for attached submittal.
3. Responsible code.

4. Number of sets for each RSN.
5. Identify submittal as initial or resubmittal.
E. Resubmittal of submittals not approved:
1. Mark changes such that they are readily identifiable and show revision date.
2. Describe reasons for significant changes in transmittal letter.
3. Resubmit returned submittals within 14 days after receiving the comments, unless otherwise directed.
4. Requirements for initial submittals apply to resubmittals.
F. Each submittal shall be submitted under a separate transmittal letter. Multiple RSNs submitted under a single letter will be returned to the Contractor for resubmittal.
1.06 REVIEW OF SUBMITTALS
A. Time Required:
1. Submittal review will require 28 days for review of each submittal or resubmittal, unless otherwise specified.
2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.
B. Time in Excess of Specified:
1. The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.
a. The time extension will be to the extent that excess review time caused delay to the contract completion date.
b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or resubmittals.
c. Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending the contract completion date.
2. No time extension will be allowed if the Contractor fails to make complete action submittals in sequence and within time periods specified.
3. Adjustment for delay will be made only to the extent that:
a. Approval was required under the contract, and
b. Requests for approval were properly and timely submitted and were approved.

4. Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work, however, no such delay shall be deemed to be a "suspension order" as the term is used in that clause.
C. Submittal Response:
1. A response letter from the COR for each submittal will be sent to the Contractor indicating if the submittal is either approved, not approved, acceptable, not acceptable, or acknowledged receipt.
a. Revise and resubmit submittals not approved.
b. Do not change designs without approval of the COR after drawings, documentation, and technical data have been approved.
1.07 TRANSMITTAL

1.03 SYSTEM DESCRIPTION
A. Verify existing materials and dimensions onsite prior to furnishing new materials.
B. General Requirements:
1. Remove and dispose of existing 2-inch air cooler cooling water supply and discharge piping and valves.

2. Provide:
a. Replacement 2 inch diameter piping, fittings and appurtenances for each generator air cooler supply and discharge piping.
b. Replacement cooling water shut-off (gate) valves.
c. Replacement cooling water discharge throttling (globe) valves.
d. New flow measurement instrumentation on each air cooler branch to visually indicate rate of flow in gallons per minute through coolers for the purposes of balancing.
C. Materials shall be newly manufactured and sized to match existing connections to the cooling water header piping and to the new air coolers.

PART 2 PRODUCTS
2.01 PIPING, FITTINGS AND APPURTENANCES
A. Piping:
1. Pipe: ASTM A53, Type E or S or ASTM A106, carbon steel.
2. Fittings: Carbon steel, schedule 40.
3. Flanges:
a. Carbon steel, welding neck type, faced and drilled in accordance with
ASME B16.5.
b. Carbon steel, slip-on, faced and drilled in accordance with ASME B16.5.
4. Pipe Hangers and Supports: In accordance with MSS SP-58.
B. Flow Measurement Instrumentation:
1. Variable Area/Direct Reading Flowmeter.
a. Maximum Flow Capacity: 85 gpm of clean water.

C. Gaskets: non-asbestos, aramid fiber with NBR binder gaskets or equal in accordance with ASME B16.21. Furnish ring gaskets for raised face flanges and full face gaskets for flat face flanges.
D. Insulating gasket set for dissimilar metal flanges: Sets shall include insulating bolt sleeves, washers, and gaskets to prevent galvanic corrosion of mating component.
E. Dielectric pipe unions: Nylon insulator with insulating gasket to prevent galvanic corrosion of mating components.
F. Bolting: Carbon steel machine bolts in accordance with ASTM A307, Grade B and hex nuts in accordance with ASTM A563.
2.02 VALVES
A. Gate Valves: Bronze body, in accordance with MSS SP-80.
B. Globe Valves:
1. Furnish valves that have, in the maximum open position, an effective area of not less than one-half the area of the pipe line.
2. Bronze construction, outside screw and yoke, bolted bonnet, bronze mounted, renewable seat and disc, in accordance with MSS SP-80.
PART 3 EXECUTION
3.01 GENERAL
A. Coordinate delivery of materials with COR.
B. Interior and ends of new piping shall be kept thoroughly cleaned of dirt and foreign matter during shipping and delivery.
C. Provide insulating type union or flanged joints at connections between dissimilar metals, valves and piping accessories.

1.04 SYSTEM DESCRIPTION
General Requirements:
1. Remove and dispose of existing Westinghouse fin-tube air coolers for generators G1 and G2 at Flatiron Powerplant.
a. Existing air coolers are assumed to have lead-based coatings.
2. Design, furnish, factory test, and install new generator air coolers for generators G1 and G2 in accordance with this section.
a. Each air cooler unit shall be identical in design and shall be interchangeable with other coolers.
b. Design each air cooler to fit into the existing space currently occupied by the existing air coolers and shall match vent and water piping connections of the existing air coolers without modification to existing equipment.
c. Each air cooler shall have a rigid frame, be self-contained and designed for handling as a complete assembly. Lifting lugs for handling and installation are required.
d. Air cooler frames shall be used for lifting and mounting, and designed to attach within the generator air housing to the existing outside periphery of the stator frame.
e. Air cooler design shall be heavy-duty, industrial type suitable for continuous or cyclic duty operation.
f. Air coolers shall be free draining.
3. Field verify existing air cooler dimensions, connections, and mounting details from existing equipment at the jobsite prior to design and manufacture of new air coolers.
a. The spare air coolers will be available for inspection at the Eastern Colorado Area Office warehouse facility located at 910 Van Buren

Avenue, Loveland, Colorado. Refer to Section 00 00 30 - Foreword for Site visit details.
Performance Requirements:
1. Generator air coolers shall have sufficient cooling capacity to maintain the temperature of the air entering the generator air housing at 40 degrees C or less under the following conditions:
a. Generator delivering 100 percent rated output of 47.8-MVA.
1) The Government estimates maximum heat loads of approximately 2-percent of the generator nameplate rating.
b. Maximum cooling water supply temperature of 25 degrees C.
c. Cooling water flow rate of 300 gpm for each generator.
1) Cooling water flow rates may vary up to a maximum of 500 gpm;
however, design of new air coolers should minimize flow of cooling water to the greatest extent possible.
d. With 6 air coolers in service per generator.
Existing System General Description:
1. Each of the generator units G1 and G2 have 6 finned tube air-to-water air coolers mounted at equal intervals within the generator air housing on the outside periphery of the stator frame. The following are the approximate dimensions measured from the spare cooler:
a. The exterior dimensions of the air coolers are 66-3/4 inches by 44-3/4 inches by 18-1/4 inches deep. Each air housing opening for the air coolers is 46-1/8 inches by 32-3/8 inches.
b. The tubes are 1.0 inch outside diameter.
c. There are 6 fins per inch. The fins are 1.75 inch diameter.
d. There are approximately 3 rows of 16 tubes and 3 rows of 15 tubes, for a total of 93 tubes.
2. Cooling water from the raw water supply is fed to the air coolers. The environmental air of the generator is passed through the air coolers and is then recirculated. Air is circulated through the air coolers by the generator rotor.
3. Air temperature is controlled by the rate of raw water flow through the air coolers, each air cooler of which is fitted with a throttling valve to equalize the flow through coolers within the generator. Exit air temperature is measured by a bulb type thermometer, one at each air cooler. The air entering the generator is cooled to less than 40 degrees C by the 6 air coolers.
4. The elevation of the air coolers at Flatiron Powerplant is 5471.00 feet.
5. The approximate weight of each empty air cooler is 820 lbs.

1.05 QUALIFICATIONS
Designer:
1. Professional Engineer experienced in design of this type.
2. This specialist shall be authorized and certified by the manufacturer of the equipment being furnished to determine the requirements of air cooling equipment.
Manufacturer: Company specializing in manufacturing products specified in this Section with minimum 3 years documented experience.
Welding procedures, welders, and welding operators: Conform to Section IX of ASME
BPVC.
1.06 DELIVERY, STORAGE, AND HANDLING
Schedule delivery of new air coolers with the COR.
1. Deliver air coolers on an open flatbed vehicle.
2. Ship to site in accordance with Section 01 14 10 - Use of Site.
Do not ship air coolers to site until an interruption of service has been approved by COR in accordance with Section 01 14 30 - Interruption of Service.
The Government will unload and store the generator air coolers from the delivery vehicle.
Package each air cooler in such a manner as to protect from damage.
Protect piping from entry of foreign materials.
Box each air cooler complete with lifting devices to facilitate handling, and rain shielded or plastic-wrapped for outdoor storage. Clearly mark or attach instructions for handling or lifting to each box.
PART 2 PRODUCTS
2.01 GENERAL REQUIREMENTS
Quantity:
1. 6 air coolers for each generator, total of 12. These air coolers are currently in use and located at Flatiron Powerplant.
2. 2 spare air coolers. The spare coolers are located at the ECAO Warehouse.
Coolers shall comply with TEMA Class "C" for design, fabrication and testing.

Coolers shall be designed, built and certified to ASME BPVC VIII and stamped with an ASTM Code "U" stamp.
Design coolers to allow for thermal expansion and contraction.
Coolers shall have lifting eyes for installation and removal.
Generator air coolers shall have a maximum allowable working pressure of 100-pounds per square inch.
Pressure loss through each air cooler shall not exceed 5-pounds per square inch at maximum cooling water flow rate.
2.02 WATER BOXES
Water boxes shall be of brass or stainless steel construction.
Construct with removable covers to permit access to tubes for cleaning and inspection purposes without disturbing water pipe connections.
Boxed-type construction with one to be of a floating head design to accommodate thermal expansion of tubes.
Water inlet and outlet connections shall match existing connection type and diameter.
Vent and drain locations shall match existing air cooler vent and drain locations.
Brass or stainless steel plugs shall be provided for drain and vent taps.
2.03 PLATE-FIN, EXTRUDED FIN-TUBE AND TUBES
Aluminum fin construction.
1. Plate-fin: Minimum thickness 0.010 inches.
2. Extruded fin-tube: Minimum thickness 0.015 inches.
Maximum 11 fins per inch.
Tubes shall be of seamless 90/10 copper-nickel with a minimum 0.049 inch wall thickness in accordance with ASTM B111.
Water velocity in tubes shall not exceed 5 feet per second at full flow.
Tubes shall have straight ends. Belled ends are not allowed.
Support tubes to prevent sagging and vibration at the generator natural frequency or its harmonics. Rotational speed of each generator unit is 163.6 rotations per minute.

2.04 TUBE SHEETS
Tube Sheets: 90/10 copper-nickel in accordance with ASTM Bl71.
2.05 FRAMES
Cooler frames shall be manufactured from heavy gauge galvanized steel in accordance with ASTM A924 and ASTM A653 or stainless steel in accordance with ASTM A240 type 304L or 316L.
2.06 GASKETS
Gaskets: Non-asbestos rubber gaskets.
2.07 FELT
Part No. 8762K891, distributed by McMaster-Carr, P.O. Box 5370, Princeton, NJ 08543, 609-259-3575; or equal, having the following essential characteristics:
1. Adhesive backed.
2. Minimum 70 percent wool content.
3. 2 inches wide, 0.25 inches thick, minimum 10 foot roll length.
4. Minimum density of 10 pounds per square yard.
2.08 COATINGS
Coat equipment in accordance with manufacturer’s standard coating system.
PART 3 EXECUTION
3.01 PREPARATION
Field verify existing G1 and G2 air cooler dimensions, frame mounting, piping connections, and other measurements required to design and manufacture new air coolers. Submit field verified data.
Coordinate scheduling the removal, installation, and performance testing of the new air coolers with the COR.
Request generator interruptions of service in accordance with Section 01 14 30 - Interruption of Service.
The Government will operate Government owned crane equipment to remove and install the air coolers from the generator air housing.

3.02 REMOVAL AND DISPOSAL
Remove:
1. 6 air coolers for each generator, total of 12 air coolers.
2. 2 spare air coolers.
Remove and store existing air cooler instrumentation for future use as directed by COR.
Disconnect water supply and discharge piping, as well as, vent and drainage piping to each cooler.
Dispose of materials in accordance with 01 74 00 - Cleaning and Waste Management and Section 02 83 33 - Removal and Disposal of Equipment Containing Hazardous Materials.
3.03 INSTALLATION
Do not ship the new air coolers to the site until a confirmed outage has been scheduled in accordance with Section 01 14 30 - Interruption of Service.
Inspect equipment, piping, and support frames before placing into position.
Clean and remove dirt, debris and loose items in the air cooler area before installation.
Install 12 new air coolers as recommended by the equipment manufacturer.
Connect equipment to piping system and install instrumentation and safety devices after installation.
3.04 CONTRACTOR FIELD QUALITY TESTING
Coordinate with the COR to schedule onsite performance testing of the new air coolers for each generator.
Perform onsite tests after air cooler installation is complete and full water flow through the coolers shows no indication of leakage.
Witness and document onsite air cooler performance tests with the following information:
1. Flow rate of water through each cooler.
2. Water temperature at inlet and outlet of each cooler.
3. Average air temperature at inlet and outlet of each cooler.
4. Calculate the heat transfer rate and compare to the design requirements.

1.01 DISCREPANCIES, ERRORS, OR OMISSIONS
A. Inform the COR of discrepancies discovered on drawings in accordance with clause at FAR 52.236-21, Specifications and Drawings for Construction.
B. In accordance with clause at FAR 52.236-21, Specifications and Drawings for Construction, in case of discrepancies, written specifications take precedence over drawings unless otherwise specified.
1.02 PROJECT CONDITIONS
A. Where there are minor differences as determined by the COR between details and dimensions shown on drawings and details and dimensions of existing features at jobsite, use details and dimensions of existing features at jobsite.
1.03 INFORMATION DRAWINGS
A. Drawings marked "For Information Only" in the drawing list are included to show existing features about which knowledge is required to perform work under this contract.
These drawings do not show work to be performed under this contract.
B. If there are differences as determined by the COR between details and dimensions shown on these drawings and those of existing features at jobsite, use details and dimensions of existing features at jobsite.

1) What are the model numbers and serial numbers?
The existing coolers were made custom for this location, as such the model numbers and serial numbers would be of little use. Refer to the drawings for the available air cooler manufacturing information.
2) Do you have capacity / specification of the existing coolers?
The contractor should refer to Specification Section 221185, Paragraph 1.04.B.1.a.1, Performance Requirements.
3) Is there a connection diagram?
The contractor should refer to the cooler outline drawing, 245-M-704-200-12; Schematic Piping Diagram, 245-704-6274; and the Piping Diagram, 33-A-7962, as issued in the Solicitation.
4) The Solicitation indicates that there is a spare cooler unit. Where is it located? Can it be inspected, and what arrangements need to be made to look it over?
