FOREWORD
A. Work is located at the Flatiron Powerplant located 10 miles west of Loveland, Colorado in Larimer County. Principle components of the work consists of:
1. Remove and dispose of existing Air Coolers.
2. Provide and factory test new Air Coolers.
3. Install and field test new Air Coolers.
PRE-BID SITE VISIT: A PREBID SITE VISIT WILL BE HELD ON THURSDAY, JUNE
29, 2017, AT THE BUREAU OF RECLAMATION'S EASTERN COLORADO AREA
OFFICE LOCATED AT 11056 WEST COUNTY ROAD 18 E, LOVELAND, COLORADO
80537, BEGINNING AT 9:00 AM (MDT). PROSPECTIVE BIDDERS SHOULD MAKE

SUMMARY OF WORK
PART 1 GENERAL
1.01 LOCATION
A. Work is located at the Flatiron Powerplant, approximately 10 miles west of Loveland, Colorado in Larimer County.

A. Remove and dispose of existing Air Coolers.
B. Design, furnish and factory test new Air Coolers.
C. Install and field test new Air Coolers.
1.03 SPECIFICATIONS REQUIREMENTS
A. Requirements in Division 1, General Requirements, apply to Divisions 2 through 52.
B. Imperative statements in these specifications are Contractor requirements, unless otherwise stated.
C. Where specifications are written in streamlined form, the words "shall be" are included by inference where a colon (:) is used within the sentence or phrase.
1.04 DEFINITIONS
A. When the specifications use a word or term defined in the Federal Acquisition Regulations (FAR), the definition of the word or term shall be in accordance with FAR sections in effect at the time the solicitation was issued.
B. Quality Assurance: Inspection and tests performed by Government to ensure compliance with the terms of the contract.
C. Quality Control: Activities performed by Contractor to ensure work conforms to contract requirements.
D. Contractor Quality Testing: Specified tests to be performed by the Contractor.
1. The Government may use the test results for Quality Assurance.
2. The Contractor may use the test results as part of Contractor quality control.

USE OF SITE
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include in prices offered in the Price Schedule for other items of work.
1.02 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 - Submittals.
B. RSN 01 14 10-1, Land Use and Landscape Rehabilitation Plan:
1. For each Contractor use site on Government land.
a. Show use location and extent of impact. Uses include but are not limited to the following:
1) Buildings and service areas including offices, shops, warehouses, storage areas, fuel and oil storage areas, and fabrication yards.
2) Parking areas, temporary roads, and haul routes.
3) Utilities including air, power, and water lines; fire hydrants; and compressor station.
4) First-aid and medical facilities.
5) Areas for processing, storing, and disposing of waste materials from construction operations.
6) Temporary fences.
b. Describe methods to preserve, protect, and repair if damaged, vegetation (such as trees, shrubs, and grass) and other landscape features on or adjacent to the jobsite, which are not to be removed and which do not interfere with the work required under this contract. Include methods to mark work area limits, protect disturbed areas, and prevent erosion.
c. Describe methods to protect, and repair if damaged, existing improvements and utilities at or near the jobsite.
d. Describe methods for removing temporary structures and facilities, cleanup, and rehabilitating site after completion of construction activities.
2. Submit revised drawings of changes in use of Government land made during design and erection stages or after use of Government land is in operation.

1.03 PROJECT CONDITIONS
A. Government land may be used for required construction facilities as approved by COR.
B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.
C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of the COR.
D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.
E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by the COR.
1.04 WORK HOURS
A. Onsite work hours will be restricted to Monday through Thursday, 6:30 AM to 5:00 PM, unless otherwise authorized by COR.
B. The Government is available to accept deliveries Monday thru Thursday from 8:00 a.m.
to 4:30 p.m.
C. Coordinate onsite work outside of specified work hours by providing a written request to the COR at least 24 hours in advance.
1.05 ACCESS TO GOVERNMENT FACILITIES
A. Access to powerplant will be controlled.
1. Keys will not be issued to Contractor.
2. Coordinate entry to facility with COR.

SECTION 01 14 30
INTERRUPTION OF SERVICE
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include in prices offered in the Price Schedule for items of work for which interruption of services are required.
1.02 SUBMITTALS
A. Submit in accordance with Section 01 33 00 - Submittals.
B. RSN 01 14 30-1, Interruption of Service Request:
1. Area where work will be done (by number or other description).
2. Outline procedures for accomplishing work including:
a. Specific safety precautions to be taken.
b. Type and location of barricades.
c. Warning signs.
d. Protective grounds and devices to be used.
3. Commencement time of work.
4. Duration of work.
5. Number of personnel and their classification.
6. Description of equipment to be used.
7. Information indicating that required materials are on site or data indicating shipping dates of materials not on site.
1.03 PROJECT CONDITIONS
A. Coordinate and schedule interruption of services with COR:
1. Coordinate work with Government operations.
2. No specific interruption of service request will be considered unless:
a. COR has reasonable assurance that materials and equipment required for work will be onsite.
b. Be prepared to perform work on date and during period of time requested for specific interruption of service.

3. Allowable time and available interruption of service periods will govern interruption of service requests, work scheduling, onsite delivery of materials, and required drawings and data submittals.
B. When work cannot be performed during an approved interruption of service period, notify COR that interruption of service is not required.
C. Show construction interruption of services greater than 4 hours in construction schedule.
D. Unit Operational Interruptions of Service:
1. Interruptions of Service will be at the convenience of the Government.
a. Outage times at Flatiron Powerplant will be restricted according to the Government’s requested water and power deliveries, operating conditions and other contractual obligations.
b. The Government anticipates that the interruption of service period for air cooler replacement work will be between December 1, 2016 to April 30, 2017, on a periodic basis. The units may not be available outside of this period.
2. Schedule, coordinate, and perform the work under this contract requiring an operational interruption of service, with the COR
a. The COR will give the Contractor an advance 30 day notification of the period when Interruptions of Service can be scheduled.
3. The replacement of air coolers identified by these specifications shall be completed, tested, and operational for 1 unit before an interruption of service will be granted on the next unit.

1.05 SUBMITTALS PROCEDURES
A. Submit only checked submittals. Submittals without evidence of Contractor's approval will be returned for resubmission.
B. Submit complete sets of required materials for each RSN as specified in "Submittals Required" column in Table 01 33 00A - List of Submittals. A complete set includes all listed items for RSNs with multiple parts.
C. Submit sets specified in "Sets to be sent:" columns in Table 01 33 00A - List of Submittals.
1. Electronic submittals:
a. In Portable Document Format (PDF).
b. Include RSN transmittal letter.
c. Do not include Personally Identifiable Information (PII) in electronic submittals.
2. Submit electronic submittals via email or CD/DVD based on size:
a. The Government can receive e-mails up to 25 MB. However, e-mails over 10 MB should be considered extra large. E-mailing of electronic submittals exceeding 10 MB should only occur after transmittal of larger size e-mail has been verified.
b. Address e-mail of electronic submittals less than extra large size to:
1) sha-GPR-CONSTSVCS@usbr.gov.
c. Include electronic submittals that are too large to e-mail with paper copy of submittal. These electronic submittals shall be on CD or DVD.
D. Include the following information in transmittal letters:
1. Contract number and title.
2. RSN for attached submittal.

E. Resubmittal of submittals not approved:
1. Mark changes such that they are readily identifiable and show revision date.
2. Describe reasons for significant changes in transmittal letter.
3. Resubmit returned submittals within 28 days after receiving the comments, unless otherwise directed.
4. Requirements for initial submittals apply to resubmittals.
F. Each submittal shall be submitted under a separate transmittal letter. Multiple RSNs submitted under a single letter will be returned to the Contractor for resubmittal.
1.06 REVIEW OF SUBMITTALS
A. Time Required:
1. Submittal review will require 28 days for review of each submittal or resubmittal, unless otherwise specified.
2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.
B. Time in Excess of Specified:
1. The CO may extend the contract completion date to allow additional time for completing work affected by excess review time.
a. The time extension will be to the extent that excess review time caused delay to the contract completion date.
b. The time extension will not exceed the time used in excess of the specified number of days for review of submittals or resubmittals.
c. Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending the contract completion date.
2. No time extension will be allowed if the Contractor fails to make complete action submittals in sequence and within time periods specified.
3. Adjustment for delay will be made only to the extent that:
a. Approval was required under the contract, and
b. Requests for approval were properly and timely submitted and were approved.

4. Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work, however, no such delay shall be deemed to be a "suspension order" as the term is used in that clause.
C. Submittal Response:
1. A response letter from the COR for each submittal will be sent to the Contractor indicating if the submittal is either approved, approved subject to identified changes, or not approved.
a. Revise and resubmit submittals not approved.
b. Do not change designs without approval of the COR after drawings, documentation, and technical data have been approved.

1.03 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 - Submittals.
B. RSN 01 35 20-1, Safety Program:
1. Submit a comprehensive, job-specific safety and health program in accordance with Section 01 33 00 - Submittals and in accordance with the requirements of Section 3.3 of the Reclamation Safety and Health Standards (RSHS) and these specifications.
2. The Safety Program will not be accepted for review by the COR unless it addresses, in order, lettered and numbered per Appendix B of the RSHS, a http://www.osha.gov/ http://www.acgih.org/

Safety and Health 01 35 20 - 2 comprehensive narrative for each applicable item in the outline and program elements contained in these specifications.
3. Generic company safety programs are not acceptable. The Safety Program must be site specific for this contract.
4. The Contractor’s Safety Program must be submitted and accepted by Reclamation prior to commencing onsite work, including mobilization.
5. The Safety Program Statement of Responsibility must state that "the contractor is responsible for ensuring that all work will be in compliance with Reclamation Safety and Health Standards and these specifications".
6. The Safety and Health Program shall include but not be limited to the following program elements:
a. Emergency Action Plan:
1) Detail coordination plan for outside emergency services including response time and a site visit where a rescue requires special capabilities or equipment.
2) This plan shall address detailed emergency contacts and procedures to be used during an onsite emergency.
b. Confined Space Entry:
1) Include a confined space entry plan for operations that require employees to enter confined spaces.
2) Include engineering controls, personal protective equipment and air monitoring procedures for each confined space.
3) Include Non-Entry and Entry Rescue Plan.
c. Hazardous Energy Control (lockout/tagout):
1) Include the contractor’s written Hazardous Energy Control Program (HECP).
2) Comply with facility HECP procedures and coordinate activities with Reclamation staff.
d. Electrical Safety:
1) Include safe work procedures at the site, electrically qualified persons, grounding techniques, use of mobile generators, construction lighting, power tool safety, and use of personal protective equipment.
e. Hot Work and Fire Prevention:
1) Include a plan to address hazards associated with hot work.

f. Include list of workplace fire hazards, potential ignition sources, safe work procedures, engineering controls and equipment to be used to prevent fires during the hot work process.
g. Job Hazard Analysis:
1) Provide a list of proposed JHA’s in the Safety Program for each anticipated work task.
2) A detailed JHA shall be completed onsite prior to starting each work task. Work will not begin on the phase of the work until a JHA is acceptable to the Onsite Government Representative.
3) Activities involving hazardous materials shall have the appropriate Material Safety Data Sheet(s) attached to the JHA.
h. Respiratory Protection.
1) Identify respirator users, tasks and operations with recognized respiratory hazards.
2) The plan shall address exposure to respirable silica associated with concrete work as follows.
a) Use of tight fitting half face air purifying respirators with P100 cartridges in the absence of an on-site exposure assessment.
b) The level of respiratory protection may only be diminished on the basis of an exposure assessment conducted by a certified industrial hygienist (CIH) specific to each dust-generating operation that is acceptable to Reclamation.
i. Hearing Conservation:
1) Include a task- and site-specific hearing conservation plan.
2) Identify the type of hearing protection and verify that workers are in a Hearing Conservation Program.
j. Crane, Hoisting and Rigging Safety:
1) Include operator and rigging safety, materials handling, signaling and communication procedures.
2) All Operators, Riggers and Signalpersons shall be qualified in accordance with OSHA 1926 Subpart CC. Crane Operators shall be certified by an accredited crane operator testing organizations such as NCCCO or equivalent.
3) Reclamation requires an onsite verified load test in accordance with RSHS Appendix F prior to use of cranes.
k. Personal Protective Equipment (PPE):

1) Include a detailed plan for each task that specifies which personal protective equipment shall be used for all construction activities.
2) The employer must ensure that the PPE is verified by the manufacturer for the intended use and protection.
3) Provide appropriate PPE at no cost to the employees.
l. Hazard Communication:
1) Include a written Hazard Communication plan.
2) The safety and health practices, procedures, and protective equipment used for new and existing products shall be based upon the health hazards identified in the SDS.
m. Fall Protection and Prevention:
1) Detail safe work procedures, training and engineering controls for work in elevated areas where employees are exposed to a fall.
2) The Contractor shall use engineered fall protection systems, fall restraint, and/or fall arrest systems for work in elevated areas.
Warning line and safety monitoring systems are not permitted.
C. RSN 01 35 20-2, Monthly Accident Summary Report:
1. Form 7-2218 or other acceptable form in accordance with paragraph 3.8 of RSHS.
2. Submit on the first day of every month.
D. RSN 01 35 20-3, Respirator User Documentation:
1. Submit documentation of medical qualifications less than 12 months old for all respirator users at the site.
2. Submit results of fit tests less than 12 months old for all users of tight fitting negative pressure respirators at the site.
E. RSN 01 35 20-4, Other Training Certificates:
1. First Aid/CPR certifications for On Site Safety Representative. Training shall be in accordance with the American Red Cross or the American Heart Association.
2. Proof of fall protection and prevention training for employees who work in elevated areas.
3. Proof of lockout/tagout training for all employees who will work in any area protected by lockout/tagout and hazardous energy control procedures.
4. Proof of training for all contractor employees involved with confined space entry work.

1.04 SAFETY AND HEALTH
A. Comply with RSHS, local safety programs, and any other referenced safety and health standards. Perform work in accordance with the specific safety program elements and referenced standards.
B. Provide and maintain a work environment and procedures that will:
1. Safeguard the public, Government personnel, and Contractor employees from Contractor operations and activities that are unsanitary, hazardous, or dangerous to health and safety.
C. For each operation requiring the use of heavy equipment, in addition to the use of backup alarms and high visibility vests, include in the JHA specific steps to ensure the protection of onsite personnel (internal traffic control)…
