DESCRIPTION: This acquisition is for custodial services to be performed at Edwards AFB and the Air Force Research Laboratory (AFRL), CA in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. It is estimated that the total square footage to be cleaned will be approximately two (2) million square feet spread over 300,000 acres of land. Services will include but are not limited to; Basic cleaning services (floor maintenance, centralized trash removal, drinking fountain cleaning, stairway cleaning, carpet vacuuming, general spot cleaning); Basic restroom/locker room cleaning services (cleaning and disinfecting, shower, toilet bowl and urinal descaling, floor cleaning, and restroom resupplying); Periodic cleaning services (strip, scrub, seal and wax floors, carpet shampooing/cleaning, high glass cleaning, high dusting, blind and drapery dusting); and Fitness Center and Child Development Center general cleaning (including interior/exterior glass cleaning, high and low dusting). All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices.

The North American Industry Classification System (NAICS) number for this effort is 561720. It is anticipated that a firm-fixed price (FFP), Indefinite- Delivery Indefinite-Quantity (IDIQ) contract will be awarded. The Government intends to issue a single solicitation and make a single award to one offeror. The period of performance will consist of a five-year period.

This acquisition will be reserved for competitive HUBZone contractors. The source selection will be conducted utilizing performance price tradeoff (PPT) techniques in accordance with AFFARS 5315.101-1. In using the best value approach, the Government seeks to award to an offeror who gives the Air Force the greatest confidence that it will meet the requirements affordably. All responsible sources may submit a proposal, which shall be considered by the agency.

The source selection will be conducted utilizing performance price tradeoff (PPT) techniques in accordance with AFFARS 5315.101-1. In using the best value approach, the Government seeks to award to an offeror who gives the Air Force the greatest confidence that it will meet the requirements affordably. All responsible sources may submit a proposal, which shall be considered by the agency. The solicitation and all subsequent notices and amendments will be posted on the Internet at http://fedbizops.gov.

A site visit will be held prior to the proposal due date. The date for the site visit will be included in the solicitation and will be posted as a notice on http://www.fedbizops.gov. All individuals wishing to attend the site visit must pre-register by submitting the following information by email to ashley.schaeffing@edwards.af.mil at least 72 hours in advance of the date and time stipulated for the site visit.

SITE VISIT INFORMATION: Name, Date of Birth, Place of birth, Citizenship, Green Card Number (if applicable), Drivers License Number/State, Vehicle Make and Model, Vehicle License Number and State. Individuals who are not legal residents of the United States will not be allowed access to Edwards AFB, CA.

Added: Feb 07, 2011 1:54 pm The Air Force Flight Test Center (AFFTC) is seeking potential sources capable of providing base wide custodial services on Edwards AFB, CA. It is estimated that the total square footage to be cleaned will be approximately two (2) million square feet spread over 300,000 acres of land. These services include but are not limited to:
 

1) Basic cleaning services (floor maintenance, centralized trash removal, drinking fountain cleaning, stairway cleaning, carpet vacuuming, general spot cleaning)


2) Basic restroom/locker room cleaning services (cleaning and disinfecting, shower, toilet bowl and urinal decaling, floor cleaning, restroom resupplying)


3) Periodic cleaning services (strip, scrub, seal and wax floors, carpet shampooing/cleaning, high glass cleaning, high dusting, blind and drapery dusting)


4) Fitness Center and Child Development Center general cleaning (including interior/exterior glass cleaning, high and low dusting)


All work is located on Edwards Air Force Base (EAFB) and must be in accordance with federal, state, local environmental laws and regulations.


Contract award is estimated to take place August 2011. This synopsis constitutes one form of early industry involvement and the Government requests industry recommendations, opinions, and feedback. This synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. Responses will assist the Government in determining whether to set-aside/restrict competition in some way or solicit offers from all responsible sources. The Government does not intend to award a contract on the basis of this notification or otherwise pay for any information or inquiry.


This synopsis does not constitute a request for proposal, and is not considered to be a commitment by the Government.


All interested parties who believe that they can meet the requirements are invited to submit in writing the complete information describing their capability and qualifications to provide the aforementioned support services. Please include your company name, point of contact, address, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, Central Contractor Registration (CCR), and Commercial and Government Entity (CAGE) code and your firms small business status.


Potential offerors must be registered in CCR to be eligible for contract award or payment from any Department of Defense activity.
