About this opportunity
The Department of Energy issued a Request for Application (RFA DE-FOA-0000001) on June 2, 2026, soliciting proposals for a long-term lease of property at the DOE Office of Environmental Management cleanup site in Idaho to demonstrate commercial viability of recycling defense-related used nuclear fuel currently in storage. This RFA is not set-aside.
The opportunity supports Executive Order 14302 implementation and is issued in parallel with DOE Office of Nuclear Energy RFA DE-FOA-0003611. During the initial demonstration phase, EM intends to make approximately 3,400 used nuclear fuel elements from the Advanced Test Reactor—representing approximately 3 metric tons of enriched uranium—available to the selected applicant.
DOE will provide existing site information to the selectee; however, site characterization activities including licensing, permitting, construction, and upgrades remain the selectee's responsibility. Evaluation criteria require a comprehensive business plan addressing design, financing, permitting, development, construction, installation, product markets, maintenance, operations, and decommissioning; proposed DOE gate review points; and material control and accountability procedures from fuel receipt through processing, product separation, and waste stabilization.
The second round of questions and answers was due by midnight May 27, 2026, following a site tour. DOE reserves the right to select all, some, or none of the applications received.
