About this file
This is a Questions and Answers document for DOE Request for Application (RFA) DE-FOA-0000001, containing the second round of responses to questions submitted after a site tour, with responses due by midnight May 27, 2026.
The RFA solicits proposals from entities interested in entering into a long-term lease for property at the DOE Office of Environmental Management cleanup site in Idaho to demonstrate the commercial viability of recycling defense-related used nuclear fuel (UNF) currently in storage. The document addresses six substantive questions regarding site characterization, fuel inventory availability, and title transfer procedures. Regarding site information, DOE will provide existing information to the selected applicant, but site characterization for licensing, permitting, construction, and upgrades remain the selectee's responsibility. For fuel inventory, the RFA is issued in parallel with DOE Office of Nuclear Energy RFA DE-FOA-0003611; EM intends to make approximately 3,400 UNF elements from DOE's Advanced Test Reactor (ATR)—representing approximately 3 metric tons of enriched uranium—available during the initial demonstration phase. The RFA supports Executive Order 14302 implementation. Evaluation criteria include a comprehensive business plan addressing design, financing, permitting, development, construction, installation, product markets, maintenance, operations, and decommissioning; proposed DOE gate review points; and material control and accountability procedures from UNF receipt through processing, product separation, and waste stabilization. DOE reserves the right to select all, some, or none of the applications received.

# Question Response
For the "Potential Location" referenced in Figure 1 of the
RFA:
1. Have any structures previously been built in this site area, and if yes - what were the structures?
2. What is the anticipated depth of rock below grade in this site area?
Answer 1 (reference RFA page 9): DOE will provide to the Selectee existing information related to the specific site. Site characterization to support activities such as licensing, permitting, construction and upgrades are the responsibility of the Selectee.
Can the government provide any as-built information or plans relating to buildings, utilities, and/or paved roads on the INTEC site currently?
Answer 2 (reference RFA page 9): DOE will provide to the Selectee existing information related to the specific site. Site characterization to support activities such as licensing, permitting, construction and upgrades are the responsibility of the Selectee.
Can the government provide any information relating to utilities or abandoned-in-place infrastructure that exist below the surface of the site?
Answer 3 (reference RFA page 9): DOE will provide to the Selectee existing information related to the specific site. Site characterization to support activities such as licensing, permitting, construction and upgrades are the responsibility of the Selectee.
Can the government provide any site characterization data for the INTEC site or surrounding areas?
Answer 4 (reference RFA page 9): DOE will provide to the Selectee existing information related to the specific site. Site characterization to support activities such as licensing, permitting, construction and upgrades are the responsibility of the Selectee.
DOE responses for RFA #: DE-FOA-0000001 These are the second round of responses to questions due Midnight May 27, 2026 after the site tour.
1.) To what extent is it accurate that an applicant seeking to compete for allocation of, for recycling, the following inventories must apply under the DOE- EM RFA, rather than the DOE-NE RFA?
a. ATR fuel
b. Naval Reactors fuel
Specifically, for each inventory listed above, would an applicant that applies only under the DOE-NE RFA be precluded, either now or in a later phase, from competing for that inventory if made available for recycling?
2.) If in fact ATR and Naval Reactor fuels are available for allocation to selectees of either RFA, all else being equal, to what extent will inventory allocations favor selectees of the EM RFA vs. the NE RFA?
Answer 5 (reference RFA page 2): Due to the sensitive nature and higher enrichment of defense-related UNF, EM is issuing this RFA in parallel with the DOE Office of Nuclear Energy’s (NE) RFA number DE- FOA-0003611. The DOE EM RFA is supported by Naval Reactors (NR).
During the initial phase of the project, EM intends to make some UNF from DOE’s Advanced Test Reactor (ATR) available for the demonstration. Currently there are 3,400 UNF elements from ATR in storage at the site representing approximately 3 tHM of enriched uranium (Appendix A).
(reference RFA page 5): Based on the quality of the applications, DOE reserves the right to select all, some, or none of the applications received in response to this RFA. If selected to participate in this program, applicants will receive notification from DOE to finalize an agreement.
At what point, if any, does DOE anticipate transfer of title, custody, or accountability for UNF, recovered uranium, transuranics, fission products, and waste streams? If DOE does not anticipate title transfer, should applicants assume DOE retains title while the selectee maintains operational custody and MC&A responsibilities under the agreement?
Answer 6 (reference RFA page(s) 2-4): To support implementation of EO 14302, the Department of Energy (DOE), is issuing this Request for Application (RFA) to solicit proposals from entities interested in entering into a long-term lease for property located at the DOE Office of Environmental Management (EM) cleanup site in Idaho, for the purpose of a large scale demonstration of the commercial viability of recycling defense-related used nuclear fuel (UNF) currently in storage at the site.
(reference RFA page(s) 3 - 4): The proposal will be evaluated on a sound understanding of the criteria, including the following:
Business Plan. Designing, financing, permitting, developing, constructing, installing, markets for product, maintaining, operating, and decommissioning the facility at the end of mission. The business plan should include an overall schedule that identifies each phase of the project. Proposed DOE Gate Review Points. Recycling of defense UNF has many nuances that need to be carefully evaluated to ensure the success of the project. The Applicant should clearly identify proposed dates for DOE reviews of the project in the schedule.
Material Control and Accountability. From receipt of the UNF through processing, product separation and waste stabilization.
