About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking Local Exchange Carrier (LEC) telecommunications services for its Office of Information & Technology across multiple VA facilities nationwide. The Request for Information (RFI) focuses on procuring enterprise-level voice and data telecommunications services covering 48 major Medical Centers, National Cemeteries, and VBA offices in all 50 Continental U.S. States and some OCONUS locations. Key contract requirements include providing diverse services such as Plain Old Telephone Service, Voice T-1, Digital Subscriber Lines, ISDN Primary Rate Interfaces, Direct Inward Dialing, and Ethernet data services with 99.9% service availability. Vendors must submit a five-page Vendor Capabilities Statement and complete a Market Research Workbook by 3:00 PM CST on April 23, 2025, via email to christopher.mckenney@va.gov. The evaluation will likely focus on vendors' ability to provide comprehensive telecommunications services across specified service delivery points, with mandatory "yes" or "no" responses for each service type.

The solicitation carries no specific set-aside designation and is classified under NAICS code 517111 for Wired Telecommunication Carriers. The contract is structured as a Firm Fixed Price agreement with a 12-month base period and two 12-month option periods, running from 6/22/2025 through 6/21/2028. Contractors must provide 24/7 technical support, maintain strict security and privacy protocols, offer rapid service restoration within 4 hours for outages, and comply with extensive VA cybersecurity requirements. While specific award values are not explicitly stated, the scope suggests a significant telecommunications infrastructure contract covering approximately 39 line items across facilities in Vermont, Maine, New Hampshire, Texas, and Minnesota. The primary objective is to centralize management of LEC services and reduce overall telecommunications expenses and contracting efforts for the VA.
