About this opportunity

The Army Contracting Command, Aberdeen Proving Ground seeks video pitch submissions for autonomous unmanned systems solutions through the DevX Autonomy open call solicitation, with a rolling monthly collection cycle running through November 30, 2026 and no set-aside applied.

Place of performance is Austin, Texas. Eligible submitters include U.S.-based companies (traditional and nontraditional defense contractors, small and large businesses), universities, nonprofit organizations, and individuals; foreign universities and research institutions may also participate provided submissions comply with international and U.S. export laws. Submissions must be unclassified video pitches not exceeding six minutes at 1920x1080 HD resolution in .mp4 format under 1.0GB, accompanied by completed submission forms containing entity information, Technology Readiness Level, business size classification, small business designations, and at least five relevant keywords. Videos must contain no proprietary, export-controlled, or Controlled Unclassified Information except valid copyright notices.

DevX Autonomy Focus Areas span platforms (air, ground, maritime autonomous systems), payloads (mission-specific hardware and software), mission-enabling solutions (human-system integration and planning), lethal capabilities (autonomous lethal enhancement), sustainment solutions (charging, fueling, deployment, recovery, maintenance), subcomponents (motors, sensors, controllers), other disruptive autonomy solutions, and microelectronics (advanced semiconductor devices and integrated circuits). Solutions should address decreasing cognitive load, reducing human demand, providing dynamic control, assuring cybersecurity, decreasing network reliance, increasing repairability, and overcoming SWaP-C limitations using open architecture modular open systems approaches.

Monthly submission cutoffs occur at 12:00 Noon EST on the final day of each month. Compliant submissions are assessed within 30 days of collection period end by a Government Subject Matter Expert peer panel. Assessment criteria—Defining the Problem, Company and Key Personnel Qualifications, Technical Merit, and Technical Approach and Agency Alignment—rate submissions as Unacceptable, Acceptable, Good, or Outstanding, with Technical Merit and Technical Approach weighted more heavily. Solutions deemed award-ready meet competition requirements under 10 USC 4021, 4022, 3458, FAR Part 35, and DFARS Parts 212.70, 235, and 206.102-70, making them eligible for future awards without further competition. Resubmissions are permitted throughout the open call period, with weekly feedback sessions available. NAICS 541715, PSC AJ12.
