About this opportunity

This Pre-Solicitation Notice seeks design/build construction services for a Combined Compound Emergency Sanctuary and perimeter wall security upgrade at the U.S. Embassy in Ouagadougou, Burkina Faso. The Department of State Office of Acquisition Management will evaluate proposals for a firm-fixed-price contract to remove an existing fence, construct a reinforced concrete wall minimum three meters high, and build an interior emergency sanctuary and restrooms. Interested offerors must express interest by February 7, 2024 to Ms. Patticha Gruenbeck and provide their Unique Entity Identifier, documentation showing they can obtain necessary licenses to operate in Burkina Faso, and proof of ability to obtain irrevocable letters of credit totaling 40% of the eventual contract value. Award is targeted for the second quarter of 2024.

There are no set-aside designations for this procurement. The estimated value is between $1 million to $5 million. Offerors must be registered in the System for Award Management with active status and able to demonstrate the financial resources and construction experience required to complete a project of this type on schedule given the environment in Ouagadougou. The scope of work suggests PSC Code C211 and NAICS Code 236220 would apply.
