Update #2 ·
The U.S. Army Contracting Command-Warren intends to award a Firm Fixed Price contract action for Engineering and Manufacturing Development. This action will be on a sole source basis with J.C. Bamford Excavators Limited of Pooler, GA under Solicitation W56HZV-17-R-0171 to support the development and integration of the Semi-Autonomous Contract (SAC) Kit onto the Delta High Mobility Engineer Excavator (D-HMEE). The proposed contract action is for hardware and support which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, "Only one Responsible Source and No Other Supplies or Service's Will Satisfy Agency Requirement's." Specifically, FAR 6.302-1(a)(ii) and (iii)(A)(B), Supplies or Services may be deemed available only from the original source in the case of follow-on contract for the continued development or production of a major system or highly specialized equipment, including major component thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition." A determination not to compete this proposed contract action, upon response to this notice, is solely within the discretion of the Government. The point of contact for this action is Megan J.
