About this opportunity
The Naval Surface Warfare Center Indian Head Division (NSWC, IHD) under the Department of the Navy Naval Sea Systems Command has issued a Special Notice of Intent to Sole Source for a Data Acquisition System Controller Upgrade. This notice announces the agency's intent to award a firm fixed price contract on a noncompetitive basis to Pacific Instruments Inc., based in Concord, California. The contract falls under NAICS code 334515 for Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The government is utilizing sole source authority under FAR 13.106(b) and 10 U.S.C. 2304(C)(1), citing that Pacific Instruments is the only known source capable of meeting the compatibility requirements. This is explicitly not a request for quotes, and no RFQ will be issued.
The purpose of this sole source action is to procure a new high-speed data acquisition system that must be compatible with existing infrastructure and current DAQ systems already in use at test sites. The government has determined that Pacific Instruments' proprietary software and hardware are required to connect new systems to the existing DAQ network, making them the only viable supplier. Interested parties who believe they can demonstrate that competition would be advantageous to the government may submit responses by July 9, 2025, at 3:00 PM EST to Sharon Cooper via email. Responding vendors must be registered in the System for Award Management (SAM) and provide clear and convincing evidence of their capabilities. The government emphasizes that any responses will only be considered to determine whether competitive procurement should be conducted, and all costs associated with responding are at the vendor's own expense.
