The requirement is for providing diplomatic pouch customs clearance and delivery services to the U.S. Embassy, Dakar, as described in the solicitation. The contract type is an indefinite delivery indefinite quantity (IDIQ) with firm fixed prices for all diplomatic pouch customs clearance and delivery services required by the embassy.

The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor.

Anticipated performance is for one base year period and four (04) one-year periods at the option of the U.S Government.

The solicitation will be issued via the FedBizOpps website www.fbo.gov and via the public website of the U.S. Embassy, Dakar. No paper copies will be mailed.

The solicitation (SF1449), all attachments, and all amendments will be published for viewing and printing on the FedBizOpps website. Interested parties are responsible for monitoring the FedBizOpps website for the solicitation and any amendments to the solicitation.
All contractors have to be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of quotations/proposals.
