19SG2019Q0010 – Pouch Customs Clearance and Delivery Services Solicitation for U.S. Embassy, Dakar
Summary of questions received 2019
Q - 1- Is a facility clearance required and if so at what level?
A – The contractor is required to furnish driver and vehicle information to the Embassy in order to be permitted limited access. The contractor is discouraged from changing the drivers and vehicles that are used to fulfill the contract. For more information, please see Section 1, Clause I.A.4:
· The contractor shall furnish the vehicles to be used in fulfilling the contract. The U.S. Government shall not furnish the vehicles. The contractor shall provide the vehicle make/model and plate numbers, along with any other information requested, sufficiently in advance to allow the Embassy Regional Security Office (RSO) to allow the vehicles access to the compound for pickup or delivery of the mail. The contractor is expected to routinely use the same vehicles in performance of the contract duties. Frequently utilizing different vehicles shall cause access issues to the compound.
· The contractor shall provide the driver and vehicle information, to include name, address, license, or make/model/plate and any other information requested by the Embassy Regional Security Office to allow the driver and vehicle(s) limited, escorted access to the Embassy compound.
· A security clearance, such as Top Secret, Secret and Confidential, is not required for this contract.
Q - 2- Can you provide information on “required refrigeration for temperature-sensitive or cold-chain shipments”? What is your preferred refrigeration method that will cover your shipments between deliveries?
A – the dedicated refrigerator shall hold shipments up to 25 inches x 25 inches x 25 inches indefinitely at consistent temperatures of 35 to 40 degrees Fahrenheit / 2 to 5 degrees Centigrade. Refrigerator shall be for the exclusive use of U.S. Embassy diplomatic shipments.
