About this opportunity
The Department of Veterans Affairs (VA) Technology Acquisition Center has issued a Special Notice seeking qualified vendors for an Enterprise Commercial-Off-The-Shelf (COTS) cloud-based signature informed consent software solution. The solicitation, identified by the number 36C10B24Q0635, is focused on procuring a web-based application capable of documenting signature informed consent for medical treatments, procedures, advance directives, and VA forms. This requirement spans all clinical specialties across 150 VA medical facilities located in all 50 states, Puerto Rico, Guam, and the Philippines. The VA is currently in the process of forming and refining its acquisition strategy, with plans to post another notice once the strategy is finalized. The opportunity is classified under NAICS code 541512 for Computer Systems Design Services and PSC code DA10 for IT and Telecom Business Application Software as a Service.
The primary objective of this Special Notice is to secure a comprehensive informed consent web solution that includes project management, operations and maintenance support, and computer-based training. The solicitation will be posted on SAM.gov as a full-and-open competition, with a response deadline of February 25, 2025, at 11:59 PM ET. No specific set-aside has been designated, which suggests that both small and large businesses may compete for the contract. Contractors interested in participating should be prepared to provide a cloud-based software solution that meets the VA's specific requirements for documenting medical consent across diverse clinical settings. The contracting office is located in Eatontown, NJ, with Richard Melton serving as the Contract Specialist, and the procurement will not utilize Recovery Act funds. Vendors should carefully review the detailed requirements and be prepared to demonstrate their ability to deliver a robust, enterprise-level informed consent solution that can be implemented across the VA's extensive medical network.
