About this opportunity
Thomas Jefferson National Accelerator Facility, procuring through SURATech LLC on behalf of the Department of Energy, seeks engineering services to validate a Neutron Spallation Source subatmospheric cold box vacuum vessel design via finite element analysis, with proposals due September 21, 2026 (4:30 PM EST) and questions due September 11. This is a Total Small Business set-aside conducted as full and open competition with best value/trade-off selection.
Place of performance is Newport News, Virginia. The contractor must perform finite element stress analysis to demonstrate that the preliminary vacuum vessel design complies with ASME Boiler and Pressure Vessel Code Section VIII, Division 2, Part 5 (2023 Edition), evaluating vessel stress under dead weight, equipment loads, piping loads, seismic acceleration, thermal expansion across five operating modes, and fall arrest loads. The vessel contains 31 nozzles with various configurations. The scope excludes transportation and lifting loads, which TJNAF will analyze separately. The contractor must submit the initial analysis report within six weeks of contract award and deliver revised analyses within two weeks of receiving design modifications from JLab.
Award is targeted for September 30, 2026. The result will be a firm fixed-price subcontract. Evaluation is weighted 45 percent technical capability, 25 percent past performance, and 30 percent price, with technical acceptability required and lead time receiving primary emphasis. Offerors must provide three minimum comparable work references demonstrating finite element method experience with pressure and vacuum vessels containing multiple externally loaded nozzles. All FAR and DEAR clauses apply. Amendment 001, effective September 8, 2026, added reporting requirements and prior experience language; offerors must acknowledge receipt of this amendment with their submission.
