Evaluations will be based on the criteria described below, consistent with the structure used in this RFP. To be eligible for award, Offerors must be responsive and responsible, adhering fully to the terms, conditions, and technical specifications of the solicitation. Any exceptions must be documented on the PD‑46 Terms & Conditions Certification. Failure to comply may render an offer unacceptable.

Capability will be assessed based on two categories: Responsible/Responsiveness and Technical, as outlined below:

1. Responsible/Responsiveness: TJNAF will consider an offer capable if it meets the terms and conditions of the RFP, including all attachments and documents incorporated by reference. Any exceptions to TJNAF specifications will be subject to review and approval before award. Exceptions, additional conditions, or omissions may render the offer ineligible. All exceptions must be documented on the PD 46 T&C Certification form.

Instructions to Offerors & Evaluation Process Page 4

If you (1) take exception to any of the terms and conditions of the RFP except as specifically authorized therein, (2) impose additional conditions, or (3) omit material information required by this RFP, then TJNAF may consider your offer to be unacceptable and you to be ineligible for subcontract award. 1. INTRODUCTION

1.1. Objective

Thomas Jefferson National Accelerator Facility-Jefferson Laboratory (JLab) is seeking assistance performing a stress analysis and interpreting the results to demonstrate that a vacuum vessel design complies with the requirements of the ASME Boiler and Pressure Vessel Code, Section VIII, Division 2, Part 5.

1.2. Background

The subatmospheric, or 2.1 K, cold box at the Spallation Neutron Source (SNS) at Oak Ridge National

Laboratory (ORNL) generates the subatmospheric conditions necessary to maintain a bath of saturated liquid helium at 2.1 K inside of the facility's superconducting linear accelerator (SCL) cryomodules. It consists of a multi-stage cryogenic centrifugal (cold) compressor system and associated valves, piping, and instrumentation, packaged into a large insulating vacuum vessel. The cold compressor system is approaching end-of-life, requiring replacement of the entire 2.1 K cold box.

ORNL has partnered with Jlab to provide design and integration services for the 2.1 K cold box replacement project. Jlab will manage the procurement of major weldments and commercial supply components, and will perform the assembly and testing tasks in its on-site fabrication shop.

Jlab has completed the preliminary design of the insulating vacuum vessel and is required to provide documentation to ORNL validating the design. Compliance with the requirements of the ASME Boiler and Pressure Vessel Code, Section VIII, Division 2, Part 5 has been selected for this validation. Due to the complexity of the vessel and the applied loads, executing the analysis is beyond Jlab's current capabilities.

3. WORK STATEMENT

The Subcontractor shall possess prior experience using the finite element method (FEM) to analyze pressure or vacuum vessels with multiple, externally loaded nozzles, and shall determine whether JLab’s vacuum vessel design is suitable to carry the loads described in (attachment 1) the procurement specifications, with all determinations made according to the methods and criteria of the ASME Boiler and Pressure Vessel Code (2023 Edition), Section VIII, Division 2, Part 5.

3.1 Scope of Work

The Subcontractor shall furnish all engineering services necessary to validate JLab’s vacuum vessel design. If any component of the vessel is determined to be out of compliance with applicable Code requirements, the

Subcontractor shall perform iterative evaluations as required. Any resulting design modifications shall be limited to minor adjustments necessary solely to achieve Code compliance. The overall vessel layout and associated loads have been finalized.

JLab’s preliminary fabrication drawings (Attachment 1) are provided and shall serve as the authoritative source for all vacuum vessel geometry and materials of construction. A 3D model of the vacuum vessel may be supplied for reference purposes; however, JLab does not warrant the suitability or accuracy of any CAD geometry for use in the

Subcontractor’s engineering analysis.

Transportation and lifting loads fall outside the Subcontractor’s scope and will be analyzed solely by JLab. These load conditions shall not be included in the Subcontractor’s analysis.

I GENERAL

A This specification provides the technical information needed to validate the Spallation

Neutron Source (SNS) Subatmospheric Cold Box vacuum vessel design.

B Design validation shall be accomplished using a finite element analysis according to the methods and criteria of the ASME Boiler and Pressure Vessel Code (2023 Edition), Section

VIII, Division 2, Part 5. No restriction is placed on the Subcontractor’s choice of software tools used to accomplish this task.

C Allowable stress values, where required, shall be those listed in the ASME Boiler and

Pressure Vessel Code (2023 Edition), Section II, Part D, Table 1A. This practice has been adopted by JLab in order to introduce an additional layer of conservatism and shall be followed by the Subcontractor for this work.

II GEOMETRY

The complete cold box installation is shown on the left side of Figure II. The vacuum vessel is isolated on the right side. The vacuum vessel provides thermal insulation for cryogenic piping and equipment, and structural support for the access platform. These images are provided for reference only.

Figure II. Cold box installation (left) and vacuum shell weldment (right).

A JLab’s preliminary fabrication drawings are provided, and shall be the official source of information regarding the vacuum vessel geometry and materials of construction. Nozzles are identified throughout this specification using the numeric identifiers assigned on the drawings.

Approved: 08/13/2026; E-Sign ID: 635595; Signed By: Checker: R. Bhattacharya; Approver 1: R. Bhattacharya; DCG: K. McDannold

B A 3D model of the vacuum vessel may be provided for reference. JLab makes no guarantee that the CAD geometry as provided will be suitable for use in Subcontractor’s analysis.

C Simplifying assumptions, such as modification or omission of inconsequential features, are permitted. Any such assumptions shall be justified in Subcontractor’s report.

D Coordinate systems used to describe the geometry and loads are defined below.

Subcontractor is not required to use the same coordinate systems in their analysis, however, the relative locations and directions of features and loads shall be preserved.

1 The global x-, y-, and z-axes are oriented as depicted in Figure II.D.1.

Figure II.D.1. Orientation of the global coordinate system axes.

Approved: 08/13/2026; E-Sign ID: 635595; Signed By: Checker: R. Bhattacharya; Approver 1: R. Bhattacharya; DCG: K. McDannold

2 Loads given in this specification are defined using a “nozzle local coordinate system.”

The origin of the local coordinate system for each nozzle is located at the center of the nozzle opening. The axes for each nozzle local coordinate system are aligned with those of the global coordinate system. Generic examples illustrating this definition are shown in Figure II.D.2.

Figure II.D.2. Examples depicting the location and orientation of nozzle local coordinate systems (red) with respect to the applicable nozzle geometry and global coordinate system (blue).

III LOADS

The following loads will be applied to the vessel and shall be accounted for in the analysis.

Simplifying assumptions, such as omission of inconsequential loads, are permitted. Any such assumptions shall be justified in Subcontractor’s report.

A Design and operating pressures and temperatures are as stated below.

1. The design and operating internal pressure is -15 psig (i.e., full vacuum).

2. The design and operating temperature is 100 °F and will be uniform across the vessel.

B Dead weight of the vessel components shall be determined based on the provided geometry and material specifications. The vessel will support additional dead weight as described below.

1. The share of the access platform dead weight borne by the vessel is 4,000 lb. This load shall be evenly distributed across the eight platform support lugs.

2. Nozzles #1-10 and 13 are used for attachment of equipment. The center of gravity with respect to the applicable nozzle local coordinate system, and the weight of the equipment, is listed in Table III.B.2.
