About this opportunity

The U.S. Coast Guard is seeking quotations for CROSSBEAM W/40MM spare parts (NSN 1560-01-HS1-6052, P/N 365A38-3023-25) for use on MH-65 helicopters under Solicitation Number 70Z03826QB0000034. This is a combined synopsis and solicitation for commercial items issued as a Request for Quotation (RFQ), with quotations due by January 12, 2026. All parts must have clear traceability to the Original Equipment Manufacturer (OEM), Airbus Helicopters, and must meet Federal Aviation Administration (FAA) guidelines to ensure airworthiness and flight safety. The government anticipates awarding a firm-fixed price purchase order on a sole-source basis to Airbus Helicopters, Inc., with evaluation focused on best value to the government while maintaining quality and flight safety standards. Concerns with required expertise and capabilities are invited to submit offers; however, the government believes Airbus Helicopters is the only known source capable of providing genuine OEM parts with the required traceability documentation.

This procurement is not designated as a set-aside and is being pursued as a restricted requirement with sole-source justification to Airbus Helicopters, Inc. (Cage Code: F0210, located in Grand Prairie, Texas). The solicitation is for four CROSS BEAM W/40MM spare parts with a requested delivery date of September 10, 2026. The small business size standard for this acquisition is 1,250 employees, and while alternate part numbers will be accepted, all parts must comply with FAA requirements and include a Certificate of Conformance documenting OEM traceability. Delivery is F.O.B. Destination to the U.S. Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina, with specific packaging, labeling, and documentation requirements mandated for the delivered components. The solicitation incorporates FAR and Homeland Security Acquisition Regulation (HSAR) provisions governing supply chain security, ethical business practices, and telecommunications equipment restrictions.
