This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses area those in effect through Federal Acquisition Circular 2005-88.

This solicitation is being issued as a Request for Quote (RFQ). Please reference RFQ number 192116FHOMAIL0015 on all correspondence. The North American Industry Classification System (NAICS) Code for this procurement is 492110 with a size standard of 1,500 employees and this requirement is being conducted as a small business set-aside. Basis for Award: The Government will make award to the responsive, responsible firm, on a lowest-price, technical acceptable basis. The Government reserves the right not to issue a Purchase Order in response to this solicitation, if it is determined that none of the quotes received provides the best value to the Government. In such a case, The Government will not be liable for any quote costs. This requirement is limited to companies located in the Houston Metropolitan Area - no other areas will be considered.
