About this opportunity

The Combat Capabilities Development Command Chemical Biological Center seeks proposals to provide Cooperative Biological Engagement Support services to address global health security threats. The contractor will support partner nations to improve biosafety, biosecurity, and disease surveillance for select agents and emerging pathogens by fostering expertise through threat reduction networks, research support, and data collection from partner countries. Proposals will be evaluated based on technical approach, past performance, and cost/price, with past performance being the most important factor. The response deadline is September 18, 2020.

This requirement is set aside for certified HUBZone small businesses under NAICS 541715 and PSC D302. The period of performance is one base year with an option for one additional year. The contract will be performed in partner countries including Cambodia, Indonesia, Laos, Malaysia, Thailand, Vietnam, Kenya, Switzerland, India, and the United States. The total estimated value is between $5-10 million.

The Combat Capabilities Development Command, Chemical Biological Center (CCDC CBC) through management of the Cooperative Biological Engagement Support (CBES) effort, provides support by directly addressing global health security threats by working with partner nations to improve biosafety, biosecurity, and disease surveillance for traditional select agents (weapons-usable biological material) and emerging pathogens that may cause public health emergencies of international concern. CBC is responsible for fostering a community of experts to help mitigate pathogens at their source.

The objective of this effort is to support the creation and the continued development of Threat Reduction Networks (TRNs), support research, collection, assimilation and documentation of the latest policy and guidance from all relevant stakeholders, gather relevant data from identified partner countries; and to provide support to CCDC CBC.

This requirement will be competed and set aside for certified HUBZone Small Businesses.
