About this opportunity

The United States Coast Guard (USCG) is soliciting quotations for 10 fire extinguisher containers (National Stock Number 1680-01-317-4532) through an unrestricted Request for Quotation (RFQ) numbered 70Z03825QJ0000185. The procurement is specifically for new fire extinguisher containers from approved Original Equipment Manufacturers (OEMs), either Meggitt Safety Systems, Inc. or Sikorsky Aircraft Corporation, with strict requirements for part traceability and airworthiness. The Naval Supply Systems Command Weapons Systems Support (NAVSUP WSS) holds sole authority for approving sources, and no alternate parts or specification deviations will be considered due to safety-of-flight considerations. Contractors must provide a Certificate of Conformance (COC) in accordance with Federal Acquisition Regulation clause 52.246-15 and demonstrate complete manufacturer traceability. The solicitation was posted on February 7, 2025, with quotations due by February 11, 2025, at 2:00 PM Eastern Time, and an anticipated award date of February 13, 2025.

The contract is an unrestricted procurement with no specific small business set-aside, though a HUBZone price evaluation preference will apply. The procurement targets commercial items in the Other Aircraft Parts and Auxiliary Equipment Manufacturing sector (NAICS 336413), with a small business size standard of 1,250 employees. Delivery of the 10 fire extinguisher containers is requested by December 30, 2025, to the USCG Aviation Logistics Center located in Elizabeth City, North Carolina. Vendors must submit quotations via email to Kristen.L.Allen3@uscg.mil, clearly indicating the solicitation number in the subject line. The procurement will be awarded on a competitive basis as a firm-fixed price purchase order, with the evaluation focused on the lowest-priced, technically acceptable offer that meets all specified requirements, including OEM traceability and certification standards.
