This is a pre-solicitation for a Construction Acquisition to demolish and replace a roadway, intersection, parking area, curbs/gutters, sidewalks with ADA compliant ramps, and upgrade electrical items at Cannon AFB, New Mexico.
The resultant contract will be a Firm Fixed Price (FFP) contract. Currently funds are not available for this project. The estimated magnitude of this project is between $1,000,000 and $5,000,000.
The resultant contract will be awarded to a single Responsible Bidder who provides the Government with the lowest price based on related factors in accordance with FAR 14.201-8. Solicitation number FA4855-16-B-0022 is being issued as an Invitation for Bid (IFB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89. All applicable provisions and clauses are included in the actual solicitation.
The solicitation is expected to be issued on or after 18 August 2016. The closing date and time for submission of bids as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on the Electronic Posting System (EPS) Government Point of Entry (GPE) website at https://www.fbo.gov/ at that time.
Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fbo.gov/in order to receive notification and/or changes to the solicitation. Contractor MUST be registered in the System for Award Management (SAM). Registration database and complete Online Representations and Certifications, or his/her offer will not be considered. Further information on the SAM website is available at http://www.sam.gov. This acquisition has been set aside 100% for HUBZone small business firms, all others will be deemed non-responsive.
The North American Industry Classification System (NAICS) code is 237310, Highway, Street, and Bridge Construction, and the small business size standard is $36.5M. NO PARTIAL BID PACKAGES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE MADE.
