STATEMENT OF WORK

For

CONSTRUCTION SERVICES

Repair Liberator Ave & Upgrade Electrical Services

CZQZ 15-0505

BACKGROUND

Liberator Ave. from Raven Street to North Aderholt Loop, including the intersection, is in need of repair by lifecycle replacement; last replacement was in 1993. The current road condition has multiple potholes and alligator cracking. Both the asphalt and the underlying aggregate base course will need to be removed and replaced with new material meeting Government specifications. Currently the intersection of Liberator Ave. and Raven St. does not meet American Association of State Highway and Transportation Officials Standards (AASHTO). The intersection will be reconfigured to allow large vehicles to navigate the sharp radius turns onto Talon Street. Parking areas North West of buildings 198, 199, and between Raven/Liberator need to be demolished and replaced with new asphalt. All curb and gutters require replacement and modification to existing storm inlets to improve drainage in the area. The majority of the sidewalks do not meet Americans with Disabilities Act (ADA) therefore; they will be demolished and replaced to comply with ADA regulations. Due to reconfiguring the intersection and parking, the dumpster pad requires relocation. All striping shall meet Manual of Uniform Traffic Control Devices (MUTCD) and Government specifications. During the removal of the roadway and reconfiguring of the intersection, an underground distribution duct bank and manhole requires relocation that supplies power to two mission critical buildings. To minimize power outages during construction and in the future to buildings 198 and 199, circuits 1 and 5 will be connected to allow power to be supplied from either circuit through proper switching.

GENERAL INFORMATION

1. PURPOSE: The purpose of this Statement of Work (SOW) is to notify approved Construction service providers of a potential project at CAFB. This SOW is not intended as an exhaustive description of the scope of work.

Instead, it generally describes Air Force requirements and objectives for the design, documentation and construction of the project. More detailed requirements, if any, will be identified during design and documentation and will be reflected in the contract for construction.

2. BASIC CONSTRUCTION SERVICES: The Construction Entity shall furnish or arrange for others to furnish all labor, expertise, supervision, materials, supplies and equipment necessary to complete the work as defined by the approved construction drawings and specifications. The Construction Entity shall carry bonds and insurance as defined in the contract for services.

3. OBJECTIVES: The objectives of this Work consist of complete construction services necessary to complete the following in accordance with the drawings and specifications:

3.1. Asphalt and base course replacement as indicated on the drawings in attachment 2.

3.1.1. Demolish and replace Liberator Ave. from North Aderholt Loop to parking area in front of building 198 with 4” thick asphalt.

3.1.2. Demolish and replace Raven from Chindit Blvd. to Talon St. with 4” thick asphalt.

3.1.3. Demolish and reconstruct 118 space parking lot with 2” thick asphalt.

3.1.4. Reconfigure intersection at Liberator Ave. and Raven Street with 4” thick asphalt.

3.2. Demolish and replace curb/gutter as indicated on the drawings.

3.3. Demolish and replace sidewalk as indicated on the drawings.

3.4. Install new ADA compliant ramps as indicated on the drawings.

3.5. Provide new pavement markings as indicated on the drawings.

3.6. Adjust and/or install new collars and manhole lids to the correct elevation that are located within the asphalt and concrete to be replaced.

3.7. Demolish existing dumpster pad/CMU wall and install new concrete dumpster pad/CMU wall as indicated on drawings

3.8. Upgrade electrical circuits 1 and 5 as indicated on the drawings in attachment 2. New equipment shall be pad-mounted, dead-front constructions and cast in place 4000 psi concrete. New Ductbanks shall consist of two (2) Type EB Schedule 20 5” PVC conduits (one conduit as a spare with pull rope) and encased in 3000 psi red dyed concrete. Top of concrete encasement shall be 36” below grade. In-line Splices, T-splices, and Y-splices shall not be used on this project and all terminations shall be made within pad-mounted equipment above ground.

3.8.1. Remove and replace Transformer T199 with a new 1,000 KVA Pad-Mounted, Dead Front, Fused, and Feed-Through capable Transformer.

3.8.1.1. Demolish existing fencing surrounding transformer T199.

3.8.1.2. Salvage existing meter and reinstall to new transformer and existing circuitry.

3.8.1.3. Modify conduits and conductors to connect new transformer to building 199 Main Distribution Panel.

3.8.1.4. Install new conduit and conductors to new pad-mounted sectionalizer, Sec-XXX1, noted in subsequent paragraph 3.8.3.2.1.

3.8.2. Install new pad-mounted Switch, SW-XXX1, and concrete pad next to existing transformer T199.

3.8.2.1. Install new 4/0 conductors and two (2) new 5” conduits (provide one conduit as a spare) from new switch, SW-XXX1, to new pad-mounted sectionalizer, Sec-XXX1.

3.8.2.2. Install new 1/0 conductors and one (1) 4” conduit from new switch, SW-XXX1, to new pad-mounted transformer T199

3.8.2.3. Install new 4/0 conductors and two (2) new 5” conduits (provide one conduit as a spare) from new switch, SW-XXX1, to new pad-mounted sectionalizer, Sec-XXX2.

3.8.3. Connect circuit 1, located North West of building 204, to circuit 5, located North West of building

3.8.3.1. Remove conductors in conduit run from Sec-1601 to Transformer T204.

3.8.3.1.1. Install new pad-mounted sectionalizer cabinet, Sec-XXX2, and concrete pad next to Transformer T204.

3.8.3.1.2. Intercept conduit between Sec-1601 and Transformer T204 and connect new conduit elbows/stub-ups to new pad-mounted sectionalizer cabinet, Sec-XXX2.

3.8.3.1.3. Install new 4/0 conductors in existing conduit from Sec-1601 to new pad-mounted sectionalizer cabinet, Sec-XXX2.

3.8.3.1.4. Install new 4/0 conductors in existing conduit from Transformer T204 to new pad-mounted sectionalizer, Sec-XXX2.

3.8.3.2. Remove conductors in conduit run from Sec-5559 to Transformer T199.

3.8.3.2.1. Install new pad-mounted sectionalizer cabinet, Sec-XXX1, and concrete pad where existing Transformer T199 is located.

3.8.3.2.2. Intercept conduit between Sec-5559 and Manhole EM10 and connect to new pad-mounted sectionalizer cabinet, Sec-XXX1.

3.8.3.2.3. Demolish and backfill Manhole EM10.

3.8.3.2.4. Install new 4/0 conductors in existing/new conduit from existing pad-mounted sectionalizer Sec-5559 to new sectionalizer cabinet, Sec-XXX1.

3.8.3.2.5. Install new 4/0 conductors and two (2) new 5” conduits (provide one conduit as a spare) from new pad-mounted sectionalizer cabinet, Sec-XXX1, to new pad-mounted switch

SW-XXX1.

3.8.4. Remove conductors in conduit run from existing pad-mounted sectionalizer cabinet, Sec-1562F, to existing pad-mounted sectionalizer cabinet, Sec-1600.

3.8.4.1. Salvage existing Sectionalizer cabinet, Sec-1562G, to be turned over to government.

3.8.4.2. Remove conductors in conduit from existing pad-mounted sectionalizer cabinet, Sec-1562F, to existing pad-mounted sectionalizer cabinet, Sec-1562H, and leave conduit empty.

3.8.4.3. Demolish existing 4” conduit from existing pad-mounted sectionalizer cabinet, Sec-1562F, to existing pad-mounted sectionalizer cabinet, Sec-1562G.

3.8.4.4. Install new pad-mounted switch, SW-XXX2, and concrete pad in the location where existing pad-mounted sectionalizer cabinet, Sec-1562G, is currently located.

3.8.4.5. Install new 4/0 conductors and two (2) new 5” conduits (provide one conduit as a spare) from existing pad-mounted sectionalizer cabinet, Sec-1562F, to new pad-mounted switch, SW-

XXX2.

3.8.4.6. Install new 1/0 conductors and two (2) new 5” conduits (provide one conduit as a spare) from existing pad-mounted sectionalizer cabinet, Sec-1562H, to new pad-mounted switch, SW-

XXX2.

3.8.4.6.1. Install new universal mounting plates with four-position junctions, U-straps, and deadbreak connectors in sectionalizer cabinet, Sec-1562H. Provide new terminations from existing conductor to connect to new mounting plates. (Sec-1562H is currently only being used as a feed-through)

3.8.4.7. Install new 4/0 conductors in existing conduit from new switch, SW-XXX2, to existing sectionalizer cabinet, Sec-1600.

3.9. Demolish existing light poles indicated on drawings and install new bronze exterior round tapered steel light poles as indicated meeting the 105 mph wind requirements.

3.9.1. Install new NEMA4X disconnect enclosure and photocell on/astronomical off controls.

3.9.2. Install new conductors and conduit for new exterior light poles.

3.10. Remove existing utility pole at North West corner of Talon and Liberator to facilitate reconfiguration of the new intersection. Relocate new overhead electrical pole and associated wiring to provide power to lighting circuit along Talon Street and aerial conductor supplying building power.

3.11. Provide eight (8) concrete filled and encased footing steel bollards between roadway and electrical distribution equipment North West of building 199.

3.12. New pad-mounted equipment shall have a minimum of 10 ft. clear workspace in front of pad-mounted equipment for hot stick work. Orient equipment so that adjacent equipment will not interfere with the clear workspace.

3.13. All fencing, screens and barriers necessary to secure government property and protect personnel during the Work.

3.14. All labor and equipment necessary to maintain a clean and safe job site.

3.15. A phasing plan for Government approval in accordance with Construction Drawings.

3.15.1. Flight line personnel’s parking is located west of building 206/199 and North of building 198 therefore; pedestrian traffic shall be accommodated throughout the project. Include pedestrian traffic across Liberator Ave. to parking lots in phasing plan.

3.16. All phasing of utility and equipment removal and reinstallation.

3.16.1. Construction Entity will be responsible for all utility and equipment relocation planning, phasing and outages.

4. PROJECT LOCATION: Cannon AFB is located in Curry County, approximately six miles west of Clovis, NM.

Liberator Ave. from North Aderholt Loop to Raven is located within the North West Flight line area of Cannon AFB. The electrical circuits being upgraded are located along Liberator Ave and cross under the roadway at Liberator Ave. and Talon Street.

5. PROJECT DURATION: The Period of Performance for this Work shall be 240 calendar days or less. Period of performance shall also account for lead time to order electrical distribution equipment.

6. MEETINGS: The contractor shall attend one project kickoff meeting within seven (7) calendar days of Notice to Proceed and one post-survey briefing following the site visit. The contractor shall prepare and distribute meeting minutes from each meeting.

7. GOVERNMENT FURNISHED PROPERTY: Upon the Contractor’s request, the Government will provide electronic and/or hard copies of available documents and correspondences pertinent to the Work. It is the Contractor’s responsibility to verify/validate the current existing conditions. Any deviations from provided AS- BUILTS, shall be reported, and modified by the first design submittal. In addition, the Government will provide assistance with base passes, identification badges, and registrations.

8. GREEN PROCUREMENT PROGRAM: In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC [volatile organic compounds] paint) and any other environmentally sustainable product/method, to the greatest extent possible.

CONSTRUCTION REQUIREMENTS

9. BASE ACCESS AND SECURITY: The Contractor shall ensure that all employees comply with all security requirements imposed by Cannon Air Force Base (CAFB) when entering, occupying and departing the base. All contractor personnel shall be screened for security clearances as determined by CAFB.

10. PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging government-owned property including buildings, equipment and vegetation at CAFB. If the Contractor fails to use reasonable care and causes damage to any government-owned property, the Contractor shall replace or repair the damage at no expense to the government. If the Contractor fails or refuses to make such repair or replacement, the cost may be deducted from the contract price.

11. REMOVAL OR DISPOSAL OF GOVERNMENT PROPERTY: Unauthorized removal or disposal of government property is a crime. Government property includes all materials and equipment purchased directly or indirectly by any agency of the federal government for any purpose. No government property is to be removed or disposed without written permission from the AF Contract Officer Representative (COR) and CAFB Police Department listing each item and quantity of materials and equipment to be removed or disposed.

12. PROJECT SCHEDULE: Construction (AF 3064 and Gantt) – No later than seven (7) calendar days of the notice to proceed for construction, the DBE shall provide a comprehensive, legible project schedule in PDF format indicating all major milestones, submittals, critical path items and the anticipated completion date for all construction activities. The Construction Schedule project schedule must be approved by the government prior to the start of construction activities, and shall be updated monthly or as events require. The schedule must be in the form of an AF 3064 and Gantt chart, and sufficiently detailed to enable tracking of construction progress and the anticipation of critical tasks. Gantt chart shall show the critical path of construction.

13. SAFETY: The Contractor shall comply with UFGS 01 35 26 Governmental Safety Requirements and the Occupational Safety and Health Administration (OSHA).

13.1. Contracts are subject to job site inspections by OSHA and Air Force representatives. In the event of a conflict between the OSHA standards and Air Force requirements, the most stringent shall apply.

Resolution of OSHA citations for violations of OSHA standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

13.2. All construction materials and equipment shall not block facility egress points and emergency vehicle access.

14. DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1600, Monday to Friday. Federal holidays, military down days, military safety days, and weekend work will not be allowed unless approved by the CO.

The Contractor shall provide written notification to the Contracting Officer fourteen (14) calendar days lead time for work schedule changes.

15. PROJECT UPDATES: Weekly project updates will be emailed from the contractor project manager to the Government project manager and Contracting (CA/CO). This email will consist of the work that was completed that week and one week look ahead as well as any impact on the completion of the project.

16. CONSTRUCTION WASTE MANAGEMENT: The Contractor shall recycle and/or salvage nonhazardous construction and demolition debris. Construction debris shall be contained on-site, collected and disposed off-site each day or as often as conditions dictate. The Contractor shall develop and implement a construction waste management plan that, at a minimum, identifies materials to be diverted from disposal and whether the materials will be sorted on-site or off-site. Submit the Waste Management Plan to the CO for the project record.

17. CONSTRUCTION SITE MANAGEMENT: The Contractor may limit access to the work area to contractor personnel and essential, authorized Air Force military and civilian personnel. All construction activities shall be conducted in a safe manner to minimize risk of injury or property damage.

18. WORKMANSHIP: The work for this project shall be executed in the best and most workmanlike manner by qualified and efficient tradesmen who are skilled in their respective trades. Certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, are required for the performance of the work of each trade.

19. COORDINATION: The Contractor shall coordinate the work of all trades in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions.

20. ADMINISTRATION: The Contractor shall prepare submittals as required by the project specifications, the contract for construction or as requested by the CO. Submittals may include but are not limited to product data, installation and maintenance instructions, shop drawings, calculations, samples and test reports. Submittals shall be presented to the CO for review and approval at least nineteen (19) calendar days prior to purchase or installation. Failure to present submittals to the CO in a timely manner will not justify any claims for a schedule delay or added costs. Contractor to allow a 19 day government review time to allow 14 days for Civil Engineering review and 5 days for contracting review. Disapproved submittals shall be resubmitted to the CO within 7 days of disapproval notification.

21. VERIFICATION OF DIMENSIONS AND CONDITIONS: The Contractor may visit the premises to become thoroughly familiar with details of the work and working conditions, verify dimensions in the field, and shall advise the CO of any discrepancies before starting the work.

22. DELIVERY AND STORAGE: All equipment and materials delivered and placed in storage shall be stored with protection from the weather, humidity and temperature variation, dirt and dust, and any other contaminants.

Store all materials in a secure, clean and dry location. Contractor shall submit a location with dimensions for government approval.

23. TEMPORARY FENCE: When job site fencing is required, the Contractor shall provide temporary screened fencing around the site perimeter and site signage as determined by the CO.

24. CONSTRUCTION DELIVERABLES: Upon completion of construction, the Construction Entity shall provide the following to the designated Contracting Officer (CO) and Contracting Officer’s Representative (COR) or Program Manager (PM):

24.1. AS-BUILT CONSTRUCTION DRAWINGS AND SPECIFICATIONS: Upon completion of construction, provide as-built drawings and specifications incorporating any departures from the original contract documents. Additionally, each page of the as-builts shall be labeled “As-Built.”

24.1.1. Electronic As-built Drawings and Specifications: Provide electronic stand-alone drawing files in a format compatible with AutoCAD 2010 including all external references bound to the drawing that are required to view and print the drawing files properly. Include all necessary *.ctb, *.pc3 or similar files needed to properly set line weights for printing. Drawing files should be organized in general accordance with the Department of Defense A/E/C CAD Standard (ERDC/ITL TR-12-6) available in PDF format on many federal websites. In addition, provide drawings in PDF format for on-screen viewing and reproduction. Provide final project specifications in PDF and Microsoft WORD *.doc or *.rtf format.

24.1.2. The file naming convention and file structure shown in the As-built Submittal Guidelines shall be used in lieu of what is found in the Department of Defense A/E/C CAD Standard.

24.1.3. Hardcopy As-built Drawings and Specifications: Provide four (4), two (2) full size and two (2) half size printed copies of the as-built drawings and two (2) copies of the final specifications.

25. OPERATION AND MAINTENANCE (O&M) MANUALS: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by Construction Specifications Institute (CSI) specification sections. All warranty information shall be compiled onto a separate spreadsheet for each piece of equipment and uniquely identified for all extended warranties lasting longer than a year. The spreadsheet shall include the following information: material quantity, material description, location (area identification/room #), model #, serial #, warranty start date, warranty expiration date, and manufacturer contact info.

26. GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the Contractor is required to assist Air Force agents or personnel in the generation of GIS information if requested by the PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the Air Force on CD:

26.1. DATUM – WGS84

26.2. Coordinate System – Universal Transverse Mercator (UTM)

26.3. Units – Meters

26.4. Data in attribute Table will be Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) version 2.6 Compliant

26.5. Shapefile Geodatabase format

27. REAL PROPERTY RECORDS: Prior to completion of the project, provide an AF Form 1354 in accordance with UFC 1-300-08 with as much detail as possible. This document will assist the government in capturing all Real Property items into our base inventory.
