Repair Liberator Road Project

QUESTIONS:

1. Ref plan sheets C-301/301; Is the Geogrid reinforcement required under all of the 4” HMA paving sections?

a. Yes

2. Ref plan sheet C-100; from the site visit there appears to be existing valley gutter at the intersection of Liberator Road and North Aderholt Loop. This removal is not shown on the demo plans, please verify that there is existing valley gutter under the HMA overlay to be removed?

Will new valley gutter be required to be replaced if existing at the intersection?

a. There is an existing utility crossing below grade and covered with flowable fill up to the asphalt layer that has deteriorated. Include a new valley gutter and base course as indicated on sheet C-502 detail 3.

3. Ref plan sheet C-100; the existing landscape rock in the area shown below does not show on the plans to be removed. It is obvious that it needs to be removed for reconstruction of the intersection and parking lot. Will the landscape rock need to be salvaged and stockpiled for future use by CAFB?

a. Salvage rock and use for the areas identified in question 11 below. Also, provide new geotextile fabric below salvaged rock and provide additional similar rock as required to meet 2” of rock depth.

4. Ref plan sheet C-101; keyed note 37 states to connect to existing curb inlet. Is the existing curb inlet referenced actually a new curb inlet to be installed as shown on plan sheet C-103? Please provide a detail for the connection to the existing curb inlet including location of the storm drain pipe?

a. Sheet C-102 detail 37 is for a new curb inlet and connects to another new curb inlet via new underground piping. The new curb inlets connect to the existing manhole near the corner of building 199. Please see picture below for clarification.

5. Ref plan sheet C-101; keyed note 37 states to connect to existing curb inlet and states 12”RCP.

Is the reference to 12” RCP requiring the connection to be made with new 12’ RCP? The specifications allow the use of RCP, PVC, HDPE, and Corrugated metal Culvert. Please clarify?

a. Yes, 12” RCP as indicated in the specification.

6. Ref plan sheet C-101; it appears that a new curb inlet is drawn on the plans but is not shown with a keyed note call-out, please see drawing excerpt below? Please clarify?

a. Reference question 4 answer.

7. Ref plan sheet C-101; keyed note 40 shows three locations for new drain, grate and piping to new curb inlet. Please provide a detail showing what is required including size of piping, grate details, and route of piping to new curb inlet? Will a cleanout be required for the new drain?

a. 4” pipe, 12”x12” precast inlet box, cast iron grate, and routed to avoid as much concrete and walls as possible.

8. Ref plan sheet C-101; keyed note 35 states to fog seal new asphalt, does this include both the roadway and parking lot pavements?

a. Yes

9. Ref plan sheet C-102; keyed note 14 states to cut existing pipe to connect new manhole. What is the diameter and type of existing pipe?

a. The pipe diameter is 36” and is made of PVC.

10. Ref plan sheet C-102; keyed note 13 states to route new 18” storm drain to manhole. The specification for storm drain utilities allows the use of many different types of pipe for storm drain. Is there a requirement for the 18” pipe to be RCP or can any of the spec listed types be used?

a. Any material listed in the specifications may be used for this storm drain in keyed note 13.

11. Ref plan sheet C-101/C-102; Will landscape rock be required in the island(s) created with the construction of the new intersection and 118 space parking lot? If so please show limits of new landscape rock?

a. Refer to question 3.

12. Ref plan sheet C-101; keyed note 20 states there is a total of 12 curb cuts, three on each side. Is the total of curb cuts 12 or 6(three on each side)?

a. 12 curb cuts are required.

13. Ref plan sheet C-504; will standard precast curb inlets be allowed as a substitution to cast-in-place inlets?

a. NMDOT approved precast curb inlets are an acceptable substitution provided that base course is provided and the bottom of the inlets is grouted to prevent standing water.

14. Ref plan sheet C-301; the typical road section for reconstruction indicates that the geogrid and base course extend under the curb and gutter. However the details on plan sheet C-501 does not show the geogrid under the curb and gutter. Is base course and geogrid required under the curb and gutter for the full width of the curb and gutter?

a. Base course and geogrid required under the full width of the new curb and gutters in the 4” asphalt areas. Base course required under the full width of the new curb and gutters in all areas.

15. Ref plan sheet C-101; There is a manhole in the street between buildings 204 and 199. C-101 indicates (note 33) that this gets a new lid. It appears that the new curb goes over the top of this manhole. Please review and address this potential utility conflict.

a. Demolish existing Strom Drain manhole and provide new curb inlet with a manhole lid access. Relocate new inlet to allow construction of the new curb/gutter and connect existing 12” concrete piping. Demolish existing pipe running along Liberator to the next curb inlet and reinstall pipe realigned to the new cub inlet. Reference picture below.

16. Plan sheet C-301, Typical Section Note 2 states that a phasing plan will be provided for approval by the Contracting Officer. Obviously the most cost effective approach to construction is to close the streets and parking lot and perform all of the work at once. However we understand that there may access requirements that prevent full closure of the project. What are the restrictions and/or requirements that need to be considered in developing an accceptable phasing plan?

a. Parking lot access west of building 208 must be maintained throughout the project and a pedestrian access to the flightline. The 118 stall parking lot north of building 198 must be phased so there is ample parking for buildings along the flightline and pedestrian access to the flightline. Five phases for the project are anticipated to allowed traffic to all areas throughout the duration of the project.

17. Plan sheet C-301, please provide the limits of work called out in keyed note 39.

a. C-301 keyed note 39 does not exist. Possibly Sheet C-101: Provide a 10’ X 20’ X 6”area of drain rock.

18. Plan sheet C-504: this sheet appears to be of two different curb inlets. Is this drawing showing alternate curb inlets that may be provided or are they intended to be used at separate locations, please clarify?

a. One inlet is for areas that have a curb and sidewalk abutting the roadway and the second is for areas that have only a curb. Reference question 15 for an area that requires a curb inlet with a lid that doesn’t have a sidewalk. Lid required for access to clean out drainage pipes in the future.

19. By the requirements of Specification Section 31 05 21 – Geogrid Soil Reinforcement the properties listed call for the use of a uniaxial strength geogrid, rather than a biaxial or triaxial strength geogrid. Is it the intention of the specification to require a uniaxial strength geogrid on this project?

a. Triaxial geogrid is required. Use Tensar TriAx TX7 Geogrid or approved equal. Install using manufacturers specifications and installation instructions in lieu of specifications section 31 05 21 in the areas shown on the contract drawings.
