About this opportunity
The Department of State Office of Acquisition Management has issued a Limited Sources Justification Notice for task order SAQMMA14F2094, which extends payroll and financial system support services with SOS International, LLC (SOSi) for the Compensation and Financial System Services (CFSS) program. The contract supports critical payroll systems for Foreign Service Officers, Civil Service employees, Foreign Service Annuitants, and Locally Employed Staff across 170 countries, specifically maintaining the Global Foreign Affairs Compensation System (GFACS). The extension is a 6-month base period with one 3-month option period, totaling an estimated $9.6 million if the option is exercised. The justification is based on FAR 8.405-6(a)(1)(i)(B), citing that only SOSi can provide these services at the required quality level due to their unique expertise and current role in system implementation. The primary goal is to allow time for completing an ongoing competitive acquisition process for a follow-on contract, with the current contract set to end on November 30, 2024. The services encompass program management, development, maintenance, operations support, and implementation for complex financial and compensation systems.
