About this opportunity

The Department of the Air Force Materiel Command Nuclear Weapons Center seeks design of a Common Very Low Frequency (VLF) Receiver Increment 2 (CVRi2) modernization system to upgrade legacy VLF airborne and ground-based command and control platforms, with proposals due August 5, 2026 at noon Eastern. Eligibility is strictly limited to awardees under Category 2 of the AFLCMC/XA IDIQ contract (FA8684-23-D-B112); this is a Fair Opportunity Proposal Request conducted as a Delivery Order under that contract vehicle, not a source selection.

Place of performance is Hanscom AFB, Massachusetts. The required system must be Crypto Modernization-2 (CM2) compliant, New Waveform capable, NSA certified, and Open Mission Systems (OMS) capable, designed to support secure beyond-line-of-site communications of Emergency Action Messages across all conflict levels. The procurement seeks rapid development of a production-ready, fully functional VLF receiver with ancillary support equipment. The Government intends to award one or two Delivery Orders based on best-value determination and funding availability. NAICS code is 541715, Research and Development in the Physical, Engineering, and Life Sciences; PSC is 5821, Radio and Television Communication Equipment, Airborne. The solicitation package contains Controlled Unclassified Information (CUI), with access restricted to certified offerors. Seven amendments have been released through July 15, 2026, incorporating industry questions and responses, updating the Bidder's Library, correcting SOW deficiencies, and adding contract clause RFO 52.222-90. No award will be made until funds are available; the Government reserves the right to cancel the solicitation before or after closing.
