About this opportunity
NASA's Johnson Space Center has awarded a task order under the Commercial Resupply Services (CRS) 2 Contract NNJ16GU21B to Northrop Grumman on a sole-source basis for one Resupply Service Standard Mission B in calendar year 2030, using an exception to the Fair Opportunity process.
The justification invokes FAR 16.507-6(b)(2)—only one awardee is capable of providing supplies or services at the required quality level because the services are unique or highly specialized. NASA identifies Northrop Grumman as the sole responsible source because the Cygnus vehicle is currently the only CRS-2 provider capable of berthing to available ISS ports, possesses large cargo capacity, supports extended on-orbit missions enabling waste collection and disposal, and is the only vehicle with demonstrated operational reboost capability. NASA determined that competition would introduce schedule risk and delay critical cargo resupply services.
The task order covers resupply cargo services to the International Space Station, including pressurized and unpressurized upmass, pressurized return and disposal services, waste collection and disposal, and orbital reboost propellant services to maintain ISS altitude. NASA requires three to four cargo flights annually with evenly distributed deliveries to support ISS operations and meet obligations to international partners and crew support requirements. Price reasonableness will be established through comparison of historical Northrop Grumman mission prices, prices from other CRS-2 contractors, and evaluation of the contractor's proposal submission. The estimated price and performance period are redacted. NASA commits to providing fair opportunity consideration for future CRS-2 missions unless unique requirements again justify sole-source awards.
Notice text
This justification documents the basis for issuing an order under the Commercial Resupply Services (CRS) 2 Contract NNJ16gu21B using an exception to the Fair Opportunity process. The purpose of the CRS-2 Contract is for resupply cargo services to the International Space Station (ISS), disposal of unneeded cargo, and for the return of cago from the ISS back to NASA. The end-to-end service shall include all activities to provide the resupply services including launch and landing site and associated reseruces, launch vehicle, ISS visiting vehicle, reentry vehicle, and the manner in which these are architected and implemented by the contractor. NASA requires the cargo services in order to meet the required annual upmass and downmass to support continued ISS operations via three to four flights with the cargo deliveries somewhat evenly distributed throughout the year. Cargo includes both NASA cargo and NASA-sponsored cargo.
Awarded contract NNJ16GU21B to unknown vendor for unknown amount on 2026-06-25.
