Acquisition Plan Action ID:___36C263-19-AP-3886____________
Contracting Activity: Department of Veterans Affairs, VISN 23, 636 Omaha VA Medical Center
Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The The Thompson table mounted cervical Retractor for cervical spine access offers secure, table mounted solutions that prevent shifting, or rise up in the incision.
636-19-3-1057-6165 Estimated cost $94,362.60
Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
The Thompson table mounted cervical Retractor for cervical spine access offers secure, table mounted solutions that prevent shifting, or rise up in the incision. Independent retraction and blade positioning eliminates the need for excess retraction required by self-retaining retractors to stay in place. Thompson s Cervical System provides independent, safe retraction of the esophagus, trachea, and nerves, as well as the ability to elevate the longus coli.
The Omaha VA already has one Cervical Retractor Set from Thompson. The two sets requested are identical to the one already in use. This means no additional training for staff and surgeons increased patient safety due to continuity of instruments sets. Sterile Processing Services will not require training for the cleaning or sterilization either. Safe care because of continuity and no additional training needed. Already have one like pan.
Description of market research conducted and results or statement why it was not conducted: A search of GSA Advantage did not find a comparable table mounted cervical retractor system. A search was conducted on VIP and 5 SDVOSB s were found, however the manufacturer was contacted and there are no authorized distributors.
Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief. Note: COs are required to make a determination of price reasonableness IAW FAR 13.106-3. See the S19 Open Market (FAR13) Award Documentation Form with Abstract to document price reasonableness.
