Added: May 25, 2012 2:09 pm The purpose of this modification to the Solicitation Notice is:

1. To republish the Contract Clauses and Solicitation Provisions (Addendum 1 to the SF-1447). The only changes are on page 52, Section L, to allow single or double spacing on the Technical Approach, to remove the page limits on the Management Approach and the Business Approach, and to correct the numbering to show that there are 8 general parts to an offer. There are no other changes to Addendum 1.


2. To republish the Performance-Based Statement of Work (SOW) to correct pages 22 - 23. The abbreviation for Master Reserve Accounts is changed to MRA. The abbreviation changes to pages 22 and 23 are the only changes to the SOW. The SOW is Addendum 2 to the SF-1447.


3. To republish the Pricing Schedule to include a final line item for a monthly management fee to manage the MRA funds. See page 2 of the Pricing Schedule. The addition of the final line item is the only change to the Pricing Schedule. The Pricing Schedule is Addendum 3 to the SF-1447.


4. To publish a Question and Answer Table for clarification purposes. Four additional attachments are included in this modification which reference answers to the questions.


Please use the new Addendums 1, 2, and 3 in making an offer.


There is no change to the due time and date for an offer.

The Small Business Administration (SBA) has a need for professional support of its Section 503 and Section 504 programs. This notice amended to the presolicitation notice is a solicitation for proposals.


The NAICS code for this requirement is 523991, Trust, Fiduciary, and Custody Activities, with a size standard of $7 Million. The Product Service Code is R499, Support - Professional - Other. This solicitation is advertised for full and open competition.

The SBA intends to award one contract with firm-fixed, fully loaded services fees. This will be a contract that is a no cost to the Government as the Contractor fees will be paid out of proceeds generated by the loan programs.


Offerors should download all attachments for complete information about this solicitation. Offers must be received in writing and in accordance with instructions in the solicitation provisions (attached) no later than 5 p.m., Mountain Time, June 12, 2012.

The Small Business Administration (SBA) has a requirement for professional support of its Section 503 and Section 504 loan programs. Specifically, a contractor will serve as the Central Servicing Agent (CSA), acting in a trustee, fiduciary, and custodial capacity for these programs. The CSA will perform the tasks outlined in the Statement of Work, including establishing and administrating trust accounts, collecting payments, and dispersing loan proceeds and fees to various parties which include the SBA, the Certified Development Company (CDC) and/or investors. The resulting contract will be a no-cost contract to the Government. Contractor fees will be paid out of the proceeds generated by these programs.


It is anticipated that one contract with fully-loaded, firm-fixed fees (a percentage of the loans generated) will be awarded. The contract will use a non-commercial services format. It is estimated that performance will commence about October 1, 2012, and that the contract will be for a base year and four option years.


The NAICS code for this solicitation is 523991, Trust, Fiduciary and Custody Activities. The Small Business Size Standard for this NAICS is $7.0 million. The Product Service Code is R499. The Solicitation/Request for Proposals (RFPs) is being issued using full and open competition. Interested contractors must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov for NAICS code 523991 in order to be eligible for award. Interested contractors must complete the annual representations and certifications electronically via the Online Representation and Certifications Application (ORCA) website at http://orca.bpn.gov.


The Solicitation will be a Request for Proposals (RFPs) and will be issued on or about May 1, 2012, with responses due from contractors on or about 5:00 p.m., Mountain Time, June 4, 2012. Interested contractors may obtain a copy of the Solicitation documents on this website at the time the Solicitation is posted. All interested contractors should download the Solicitation and its attached solicitation documents from this website, and provide a written response by the due date indicated on the solicitation documents. Only written responses received by the due date will be accepted. Telephone, email, and FAX responses will not be accepted.
