About this opportunity
The Centers for Disease Control and Prevention intends to issue a solicitation to procure laboratory testing services to support its MASS-C Study. The purpose is to determine U.S. SARS-CoV-2 seroprevalence by region, age, and time through testing of approximately 33,800 de-identified residual blood specimens each four week period over an 11-month base period utilizing COVID-19 ELISA and microneutralization assays. Evaluation criteria will weigh technical merit and past performance more than price. Multiple awards are anticipated with an 11-month fixed price contract and optional 12-month extension. The solicitation is expected to publish within 7-15 days of the pre-solicitation notice with proposals due 20-30 days after release.
There is no set-aside designation. The anticipated NAICS codes are 541711 and 541712 for research and development in the physical, engineering, and life sciences. The objective is to achieve coverage of all 50 states, Washington D.C., and Puerto Rico through potential incumbent commercial laboratories. The total contract value is estimated at 11 months with an optional one year extension. Task deliverables include testing 33,800 specimens each four week period with approximately 200 reflex specimens also requiring microneutralization assays monthly.
Notice text
This pre-solicitation synopsis is not a request for competitie proposals. The Centers for Disease Control and Prevention (CDC) intends to competitively procure services for laboratory testing of residual/remnant/excess, deidentified blood specimens to obtain ten months of laboratory testing toward determining U.S. seroprevalence by geographic region, age group, and timing. CDC will not provide the specimens.
An eleven month fixed-price contract is anticipated, with an option period that may overlap the base period if exercised for an additional twelve months. CDC will utilize commercial procedures for the award in accordance with the FAR. Award wil be made using a Best-Value Trade-Off approach, where technical criteria and past performance will be more important than price. CDC may award multiple contracts to multiple offerors to achieve the geographic reach needed for studying seroprevalence across 50 states, Washington D.C., and Puerto Rico.
The Government will release th solictation, including any subsequent amendments on SAM.gov. The government anticipates the solicitation will be available 7-15 days from the date of this notice, with an anticipated closing date/proposal due date of roughly 20-30 days from the date of release of the solicitation. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments.
