About this opportunity

The Drug Enforcement Administration announced a sole-source Purchase Order for Callyo Software Renewal services to Callyo 2009 Corp, with capability statements due by June 11, 2026 at 2:00 p.m. EST. The DEA intends to award a firm-fixed-price sole-source acquisition under 41 U.S.C. 3304(a)(1), exempting the requirement from full and open competition, though the Government retains discretion to open the procurement competitively based on responses received.

The requirement covers Callyo software renewal services supporting the DEA's Special Firearms Division and Regional Offices for the period July 1, 2026 through June 30, 2027. The system enables recording of phone lines with agent or informant smartphones, including three-way controlled call configuration, cloud-based administrative accounts, on-site training, and pre-paid usage credits. Market research by the Office of Investigative Technologies determined Callyo is the sole source capable of meeting the specialized need; the Callyo Law Enforcement Server option has been tested, vetted, and approved by DEA Headquarters and multiple local, state, and federal law enforcement agencies. No competing vendors' products meet or can be modified to meet requirements.

Any source interested in submitting a capability statement should send it electronically to Ms. Angel Barkley at angel.d.barkley@dea.gov. This notice is not a request for proposal. NAICS 541519; PSC DB10.
