About this opportunity
The Drug Enforcement Administration (DEA) has issued a Special Notice announcing its intent to award a sole source firm fixed purchase order to Callyo 2009 Corp. for a 12-month Callyo System Licensing agreement. The procurement is specifically for the DEA Chicago Field Division and will provide specialized law enforcement capabilities including recording phone lines with targets or informants' cell phones, utilizing smartphones as group listening devices during enforcement operations, and accessing web-based administrative accounts with local controls and support. The contract covers multiple line items including Callyo Plus for up to 5 users, additional users at discounted rates for 125 users, and additional lines for 60 lines. The period of performance runs from October 1, 2024 to September 30, 2025. The DEA has determined that Callyo is the only vendor capable of legally providing these specialized capabilities.
The purpose of this Special Notice is to inform the marketplace of the DEA's intent to proceed with a sole source award while providing an opportunity for other potential vendors to demonstrate their capability to provide equivalent services. The government has established that the Callyo system has already been tested and approved by DEA Headquarters and is currently operational within the Chicago Field Division. Any interested parties who believe they can provide the required software capabilities must contact the DEA by September 10, 2025, at 10:00 AM EST to be considered. The notice emphasizes that this is not a request for competitive quotations, but rather a final notification before proceeding with the sole source award. Contractors must be able to demonstrate they can legally provide the same specialized law enforcement telecommunications capabilities that Callyo currently offers to the DEA.
