About this opportunity

The Army Contracting Command - Aberdeen Proving Ground (ACC-APG), acting on behalf of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (ASA(ALT)), is seeking innovative solutions to modernize the Acquisition Data Nexus (ADN) initiative, which will streamline and automate the integration, routing, and normalization of acquisition data across disconnected Army systems such as PMRT, VCE, and ACWS. The solicitation seeks solutions in three categories: Data Brokerage Layer solutions providing enterprise-wide API-driven data integration, Application and Automation Layer solutions enabling Portfolio Acquisition Executives (PAEs) to define tailored business workflows, or Combined Solutions addressing both layers. Offerors must ensure solutions deploy in cARMY environments meeting DoD Impact Level 5 security requirements, integrate with Army Identity, Credential, and Access Management (ICAM) systems, and support dynamic data orchestration without providing visualization or user-facing interfaces. The Government intends to award FAR Part 12 Firm-Fixed-Price contracts or Other Transactions for Prototype Projects under 10 U.S.C. 4022, and will evaluate submissions based on technical merit, schedule feasibility, Rough Order of Magnitude (ROM) compliance, and intellectual property assertions across three phases. Solution Briefs are due February 27, 2026, at 1:00 PM Eastern Time, with the deadline for Phase 1 questions on February 13, 2026, at 1:00 PM ET; the solicitation was initially posted January 30, 2026, and most recently updated February 20, 2026.

This solicitation employs no set-aside designations, and no incumbent contractors or current contract values are identified in the notice. The Government reserves the right to award to all, some, or none of the submitted solutions, with potential progression through Phase 2 (optional pitch sessions with technical demonstrations) and Phase 3 (full Solution Proposal evaluation). No specific budget or award value range is provided; offerors must submit their own Rough Order of Magnitude with pricing and implementation timelines based on reasonable assumptions regarding user counts, data volumes, retention periods, and synchronization requirements. The solicitation does not prescribe specific performance metrics, user counts, or data volumes, leaving offerors to develop and document their own assumptions. Performance of work will take place at Aberdeen Proving Ground, MD 21005, USA, with deployment expected in cARMY environments; entities may also submit solutions demonstrating a path to Authority to Operate (ATO) achievement rather than requiring an existing ATO.

30 JANUARY 2025 CALL FOR SOLUTION:
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), Digital Capabilities Contracting Center of Excellence (DC3oE), on behalf of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology [ASA(ALT)], Chief Automation and Data Integration Office (CADIO), is seeking innovative solutions to modernize the Army's Acquisition Data Nexus (ADN).

The ADN requirement addresses the Army's need to streamline and automate the integration, routing, and normalization of acquisition data across multiple disconnected systems, such as PMRT, VCE, and ACWS. Currently, acquisition professionals rely on manual processes to manage data, which leads to inefficiencies, inconsistent data, and delays in decision-making. The ADN initiative seeks to establish a secure, enterprise-wide data brokerage layer that simplifies data exchange, enforces standardization, and supports tailored workflows for Portfolio Acquisition Executives (PAEs) and their teams, enabling faster and more accurate decision-making across the Army acquisition enterprise. Complementing this backbone, an application and automation layer will provide intuitive tools for PAEs to define their unique business workflows and automate portfolio-specific tasks.
