With regard to the Central Region AE IDIQ, we have a question. We re hoping you can provide clarity as to the project requirements you will seeking related to Section F.
Must CONSTRUCTION of the projects be substantially completed? Or
Will projects with DESIGN substantially completed but construction NOT completed (or even started) be accepted?
The intent is to evaluate examples of the offer s work successfully completed in the time frame indicated in the pre-solicitation (2016-2021) that are comparable to the work of the AE IDIQ tasks. If a project is submitted as an example of completed design and construction period services, then construction should be substantially complete. If the example is for design alone, then construction would not have to be complete, but no experience with construction period services would be inferred from such an example.   Â

For Section E, there is an (s) indicated after a number of positions. Does this indicate that more than one resume is requested or is more desirable? Secondly if two are provided, will both be evaluated equally or will only the best (or weakest) resume be scored?
This acknowledges that an offeror s team may include more than one key person in a particular discipline. The government takes no position on desirability of having more than one key person in each discipline and makes no presumption that this will make a team stronger or weaker and will evaluate each situation based its merits. If two or more resumes are provided with substantially different knowledge and experience levels, it may pull an evaluation down or up depending on the weakness or strength of the experienced/qualified proposed key person.Â

Will a government (USACE/DoD) Healthcare project be considered equivalent to VA in scoring Section F?
Projects will be scored on the merits of their demonstration of capability to perform similar work to that of the AE IDIQ Tasks listed in the presolicitation. All other things being equal, a VA project may be scored higher for the purposes of evaluating Section F.

Please confirm that you want to see 5 projects in Section F instead of the usual 10 projects allowed. If yes, are there any requirements around the Past Performance examples (up to 10) provided in Section H, Factor 3 Past Performance? These will not align to the 5 projects in Section F.
There is no requirement to submit more than five projects in either section. Section F, however, is limited to only 5.

Project Requirements stated in Factor 2 and Factor 3 Factor 2 states, Using the A/E IDIQ Tasks included in sources sought notice, provide a description of five relevant, recent projects, with clients, for which the team members provided a significant technical contribution. Indicate how each project is relevant to the A/E IDIQ Tasks described.  Contradicts with Factor 3 which states, in Part I, Section H, provide relevant and recent (the past five years, 2016 - 2021) Past Performance information for a minimum of 5 examples and no more than 10 examples of work related to the A/E IDIQ tasks listed in this request for SF330s. . Is the past performance information required for Part I Section H, Factor 3 in addition to Part I, Section F, Factor 2 or inclusive of the 5 projects provided in Section F?

Reference Minimum in House Primary Key Personnel and Consultant Qualifications Revised 8/11/2021 7. Transportation Engineer(s) Shall have a minimum of 10 years experience as an automatic transport designer. Shall be knowledgeable in all phases of materials handling, automatic transport systems, specifications and costs. Shall have a Bachelor s Degree in Engineering, Health Care, Industrial Management, or related field. Please define automatic transport system and/or identify what is being transported (raw materials, finished goods, or people). Also state the environment or application indoors or outdoors. Automated transport is the new field of moving people via unmanned vehicles, with automated material handling an existing technology. The term automatic transport is confusing as is.
The definition includes, but is not limited to, a wide range of lifts or conveyance systems that move materials and/or people that are found in or near modern healthcare environments both indoors and out. This may include elevators, dumbwaiters, escalators, patient lifts, dock levelers, autonomous cart moving or package delivery systems, vehicle maintenance lifts, pneumatic tube systems, laundry or trash chute systems, trash compactors, etc.

Presuming we are talking about material handling, to what level of Human-Machine Interface are you anticipating? Fully automated with fully automated process regulation and emergency stops? Fully automated with a human operator monitoring and regulating the process? Primarily a human operation with the aid of automation?
The presumption is incorrect. The types and ranges of systems may vary widely from project to project but would typically involve those found in or near modern healthcare environments and include conveyance or transport of both people and/or material. As indicated in the RFI 27 response, these can range from completely autonomous, such as a robotic cart moving or package delivery system, to a traditional elevator where human beings press a button to move between floors.Â

Cost Estimator You approved an AACE Certified Cost Professional (CCP) in lieu of the bachelor degree in Architecture and/or Engineering. There are other certifications as well. We have a Cost Estimator with 40 years of experience and certified by the American Society of Professional Estimators with the CPE designation. Request this certification also be in lieu of the bachelor degree requirement.
Certification from a nationally recognized, accredited program in construction cost estimating will be considered acceptable when combined with the requisite experience indicated in the presolicitation, Request for SF 330s. Â

Until recently, most opportunities with an SDVOSB set aside were capped at a $10 Million construction cost. The range was increased recently to be projects with an estimated construction cost up to $20 Million; however, major projects with a construction cost of greater than $20 Million were not available to most SDVOSB firms. The exceptions have been the firms already awarded the (current) Central Region IDIQ. These firms have had opportunities to perform work on design projects such as Project Books and the RLP packages for CBOCs, many of which had a construction cost greater than $20 Million. Even though these task orders didn t require design of a $20+ Million project from concept through construction documents, they had a construction cost that meets the threshold described in the current solicitation and subsequent RFIs. Therefore, the concern is that the only firms which can show relevant projects for the Central Region IDIQ are the incumbents. How are other firms expected to show projects with a construction cost of $20+ Million when they have not had the same opportunities?
The Government is looking for the best qualified firms who can perform the work of the contract(s) to be awarded. This may involve a range that includes potential for work on major projects, which may or may not be significantly larger than the size of example projects requested for evaluation purposes. For this reason, the Government has requested examples of project experience commensurate with the size of potential projects for which successful offerors may be expected to perform. As the Government is seeking the best qualified firms, it does acknowledge that not every potentially interested firm will have the requisite experience and/or qualifications to be considered best qualified.Â

Factor 4 states, In Part I, Section H, Prime firm and sub consultants must demonstrate capacity to accomplish the work in the required time and the ability to adhere to schedules. Prime firm must demonstrate that it is able to provide A/E Services to a VA facility in the Central Region.

Also, are the standard point sizes already on the SF330 form (the smallest is 7 point Arial/Helvetica) acceptable only in those areas where they normally appear (e.g., most block labels use the 7-point size)?

This solicitation is posted under the 541330 NAICS and set aside for SDVOSB firms which by small business definition cannot be awarded projects above $20 million in construction value but the request is looking for us to feature projects over $20 million. It would be a challenge for any small business to show this work as Prime. We were wondering if projects under $20 million in construction value will be given a lower rating or will still be evaluated equally to the larger projects?
The question is confusing task order value (value of services to be provided) with project size. The small business size standard for a NAICS code refers to a businesses average annual receipts, not the overall size of projects that firm has experience with. For a simple illustrative example, consider that the Brooks Act limitation is 6% for design fees. Thus, conceivably, if a firm only performed design services in a given year and their total revenues don t exceed that 6% limit for all the work they performed, they could conceivably have experience with projects totaling $275M (or more) in value in any given year and not have exceeded the size standard because their revenues would not have exceeded the $16.5M limit.

Could you please clarify the project requirements? In factor 2 Specialized Experience it mentions 5 relevant projects but then in the Past Performance section it mentioned a minimum of 5 and no more than 10 projects. How many project sheets are you looking for in section F and how many additional projects are you looking for us to feature in the Section H narrative Past Performance section. Could you also please also clarify how many projects you would like CPARS or PPQs for?
Provide 5 examples in section F as described for Factor 2. As described for Factor 3, in Part 1 Section H, provide past performance information for a minimum of 5, but no more than 10 projects which must be accompanied by a completed and customer signed PPQ or a CPARS report.Â

In regards to Attachment 2, Past Performance Questionnaire, under B Agency Information the original stated, Work to be performed: design/build projects such as new construction, renovation, alteration and repair, with multiple disciplines.  Even though design/build is not a standard presentation of Design-Build, I had a concern that it would be mistaken for that. So, I changed it to Work to be performed: design/build projects, new construction, renovation, alteration and repair, with multiple disciplines. Â
This change is acceptable. All firms be advised that the Section B to the Past Performance questionnaire has been changed to read, Work to be performed: design/build projects, new construction, renovation, alteration and repair, with multiple disciplines.

In regards to Attachment 2, Past Performance Questionnaire, the grid with the rating factors was not in the same order that the rating factors are presented in the survey section. (This is something I learned in a previous position.) I merely moved items around in that table so that they matched.

I saw this in the RFQ and wasn t sure if it meant we are limited to five (5) projects in Section F.
Factor 2 Specialized Experience and technical competence: Using the A/E IDIQ Tasks included in this presolicitation notice, provide a description of five relevant, recent projects, with clients, for which the team members provided a significant technical contribution. Work on these projects must have been in the last five years (2016 2021). Indicate how each project is relevant to the A/E IDIQ Tasks described. Specialized experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates is included as evaluation criterion.

This upcoming solicitation appears to be similar but aimed at Major Projects ($20M and up) versus the Minor Projects one we are currently on. Are there going to be two different IDIQs for Minor and Major projects? It seems very unlikely that many SDVOSB firms will have more than one Major project, if any, as a prime contractor.Â
This IDIQ is for the CFM Central Region which manages construction projects over $20 million. There will not be two different IDIQs issued from this office. Firm should show experience for the AE IDIQ tasks that are outlined in the announcement.

It has been brought to my attention that a recent addendum has been issued for this RFP and I have a questions in reference to task order size and how we are to respond with the appropriate information and project examples.
The addendum states to show projects over 20mil in construction, (Major Projects) yet the previous IDIQ had task orders that were all smaller. Has there been a change in the type and size of task order that are going to be issued under this IDIQ or what is the intent with this change?Â
This is not a change. Offerors are required to demonstrate past experience with construction project size above the $20M threshold as previously explained. This threshold is not based on the value of AE services provided nor is it the value of orders to be made under any contract awarded under this solicitation.    Â

Referring to Attachment 1 Personnel Qualifications: I.10 states that the Cost Estimator is required to have a bachelor's degree in architecture or engineering field. This far exceeds the requirement established for the profession by the Association for the Advancement of Cost Engineering (AACE) Would an AACE Certified Cost Professional (CCP) certification be acceptable in lieu of the bachelor's degree in architecture or engineering?

Referring to Factor 1 Subfactor AÂ and Attachment 1 Personnel Qualifications: I.15 states that the Fire Protection Engineer must be a registered fire protection engineer; however the FPE designation is not offered separately by some states. FPEs are often licensed Mechanical Engineers. With all necessary experience in FPE, is a registered mechanical professional engineer acceptable in lieu of a registered FPE?

Referring to Factor 1 Subfactor A: On the matrix for key personnel, we are required to include the "percent of time to be spent on this team." This information cannot be known by any offeror for a 5 year multiple award IDIQ until the task order level. Please consider removing the requirement to provide a percentage.
Providing a percentage is necessary to evaluate whether the proposed individual team member will actually be available to participate on awarded task order work and demonstrates an offerors commitment to providing the expertise (i.e. qualifications and experience) upon which award of a contract will be based.

For the Central Region s AE IDIQ, can you elaborate on the delineation of the responsibilities between the Senior Project Manager and Regional Project Managers? Would you provide additional details on what you are looking for in the Regional Project Managers? And finally, how many are you expecting to see, give or take?

MINIMUM IN HOUSE PRIMARY KEY PERSONNEL AND CONSULTANT
QUALIFICATIONS

All key personnel shall have the ability to communicate and effectively demonstrate satisfactory expertise in their individual architectural and engineering disciplines. All key personnel identified by the contract shall meet the minimum qualifications listed below.
Should an individual s performance be found unacceptable to the Contracting Officer, the contractor shall replace this individual with another individual someone who meets the minimum qualifications listed below.
1. Senior Project Manager Shall have a minimum of 10 years experience as a Project Manager, be a registered architect or engineer, with experience in advanced contract administration, cost and pricing, specifications, materials and management of architectural, structural, mechanical electrical and civil engineering services, have a working knowledge of US building codes, scheduling and state of the art methods associated with medical facility construction.
2. Architect(s) Shall be a registered architect, with a minimum of 10 years experience as a design architect with medical facility design experience, shall have a
Bachelor s Degree in Architecture, have a working knowledge of the Uniform Building Code (UBC), Life Safety Code (NFPA 101), Uniform Federal Accessibility Standards (UFAS), The Americans with Disability Act (ADA), OSHA and ASTM standards.
3. Civil Site/Sanitary Engineer(s) Shall be a registered professional engineer with a minimum of 10 years civil sanitary design experience, shall have a Bachelor s Degree in Civill Engineering, with experience in site development, utility design, design of roadways, pavement, cost estimating and landscaping, possess a working knowledge of UFAS, ADA, National Environmental Policy Act regulations EPA, Federal Water Pollution Control Act, and National Pollutant Discharge Elimination System (NPDES).

13. Fire Protection Engineer Shall be a registered fire protection engineer with a minimum of two year experience in each of the following areas: (1) application of National Fire Protection Association (NFPA) Codes and Standards and the model building codes; (2) design and review of automatic sprinkler and firm alarm systems including shop drawings and hydraulic calculations; (3) design of health care facilities; and (4) acceptance (4) acceptance tests of fire protection systems.
14. Medical Equipment Planner(s) Shall have a minimum of 5 years experience as a Medical Equipment Planner.. Shall have a Bachelor s Degree (minimum) in Biomedical Engineering, Healthcare Administration or an Allied Health discipline; have a working knowledge of US building codes, scheduling, and state of the art methods associated with medical facility construction. Introduction
This contract is being procured in accordance with the Brooks Act (Public Law 92-582) as implemented in FAR Subpart 36.6. Firms will be selected for negotiations based on demonstrated competence and qualifications for the required work.
Contract Information
The Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), Central Region proposes to obtain the services for facilities support, design, maintenance of design and construction standards, historic preservation services, and design and facilities expertise to the Department of Veterans Affairs to deliver high quality, cost effective facilities in support of our Nation's Veterans. Professional multi-disciplined Architect/Engineer Services to include, but not limited to: code review; site investigations; analysis; design; preparation of specifications and drawings; preparation of cost estimates; construction period services; preparation of as-built record drawings; site visits during construction; industrial hygiene; fire safety and Construction Document review; Pre-Construction Document Technical Studies, and Construction Quality Assurance/Quality Control. This VA office administers major projects for the VA in the Central Region. A major project is defined as a project over $20,000,000. The intent is to award a maximum of 6 contracts for the region; however, the number of awards may vary dependent on the interest shown. This contract will have a base period of one (1) year and (4) four one-year option periods at the discretion of the Government. The minimum guarantee amount for the base period is $ 2,000, with a maximum amount of $25,000,000 over the life of the contract period. The determination of acquisition strategy lies solely with the Government. All firms are cautioned to review the restrictions of FAR 9.5 Organizational and Consultant Conflicts of Interest and 36.209 Construction Contracts with Architect-Engineer Firms. Any A/E firm that has provided design services for a project will be restricted from participating in any construction contract or task order for that individual project.
The Central Region includes VA stations and activities located in the following states MI, OH, IN, KY, WI, IL, MN, IA, MT, OR, WA, MO, ND, SD, NE, KS, MT, WY, CO, UT, OK, AR, MS, LA, and TX. However, this Architect and Engineer Indefinite Delivery/Indefinite Quantity (A/E IDIQ) contract may be utilized by contracting officers throughout the Department of Veterans Affairs. The Department of Veterans Affairs (VA), Office of Construction & Facilities Management (CFM), key customers are, but are not limited to the VA Districts, the VA Central Office (VACO), the Veterans Health Administration (VHA), National Cemetery Administration (NCA), Veterans Benefits Administration (VBA) and subordinate Veteran Integrated Services Networks (VISN), VA Medical Centers (VAMC), National Acquisition Centers (NAC), CFM Regional Offices and VBA field offices across the country. Please be advised that the United States Army Corps of Engineers (USACE) may be granted authority to use this AE IDIQ.
Design for projects to be performed under this IDIQ will primarily consist of general building projects and may be either design-bid-build or design-build. Design shall include but not be limited to, new construction, repair, alteration, and renovation of buildings, systems and infrastructure and may include civil, structural, mechanical, electrical, fire protection, global positioning and communication systems. Types of facilities include administrative, industrial, maintenance, warehouses, communications, site civil and utility and infrastructure in support of CFM and key customers, such as the Veterans Health Administration, throughout the central Region in the US.
Work will be issued by negotiated firm-fixed price task orders that will be competed among the A/E IDIQ holders. Qualifications will be requested from each A/E IDIQ holder and evaluated to determine the most highly qualified firm to submit a fee. Each task order will include the deliverable schedule. The minimum order shall not be below $2,000 and the maximum single order shall not be greater than $5,000,000. If remaining capacity falls below $2,000.00, the Government will consider the contract complete.

SF 330 Evaluation Criteria
SF330s will be evaluated on each of the criteria factors listed below. Each factor will be assigned an adjectival rating. The factors are listed in descending order of importance. The subfactors are of equal importance within the factors. Firms will be evaluated in accordance with FAR 36.6 procedures and the Brooks Act.
Submissions must follow all the requirements of Standard Form 330 (REV 8/2016), OMB Control Number 9000-0157 (SF 330) and the Supplemental Individual Agency Instructions below. If there is a conflict in the instructions, the SF 330 directions shall apply.
Awards will be made to the firms determined to be most highly qualified if fair and reasonable prices can be agreed upon.

Factor 1 Professional Qualifications:
Factor 1, Subfactor a, Key Personnel Professional Qualifications: For Key Personnel resumes for qualified personnel should be presented in Section E of the SF 330 for the following key personnel: architect, civil engineer, mechanical engineer, electrical engineer, structural engineer, fire protection engineer (registered with evidence of successful completion of Fire Protection Examination), geotechnical engineer, land surveyor, historical preservation engineer, and environmental engineer, project manager, cost estimator, and scheduler. Registration or certification for all is encouraged and may be more favorably rated. All key personnel shall be shown on the organizational chart. It is expected that the firm will be submitting resumes for each key personnel member. No substitution of key personnel will be made without advance written approval of the Contracting Officer after he/she has reviewed the proposed replacement s experience and qualifications record submitted by the firm with an explanation of the necessity for the change. Task 1. CODE REVIEW SERVICES
DESCRIPTION OF WORK: Provide code consulting, assessment, evaluation, and inspection services utilizing experts skilled in appropriate technical areas necessary for the analysis and/or evaluation of building designs, existing VA facilities and/or other necessary studies.
DELIVERABLES To be determined on a case by case scenario but may include but not limited to the following: Reports supported by analysis, recommendations, drawings, and/or data resulting from the inspection, investigation and evaluation of VA facilities and/or review of drawings, data or other provided materials.
Task 2. PROGRAM FOR DESIGN
DESCRIPTION OF WORK: - Provide services for the preparation and/or review and analysis of a (space) program for design that delineates the functional and physical space and equipment parameters that define project specific requirements and constraints and addresses the client s priorities. Development of the program for design will be in accordance with Department of Veterans Affairs Space and Equipment Planning System, Space and Design Guides, Manuals and other requirements as listed in the applicable guidance documents from the Technical Information Library (TIL).
DELIVERABLES The final product will be the program for design submission and/or evaluation of reports, documents, and cost estimates supporting the program for design prepared by the Contractor.
Task 3. SCHEMATIC DESIGNS
DESCRIPTION OF WORK: Provide all services for preparation, planning, evaluation, review, and recommendations for all architectural and engineering discipline calculations, specifications, reports, systems analyses, drawings, and cost estimates meeting the approved space program, and program for design in accordance with the A/E Design Submission Program Guide PG-18-15 and other applicable guidance documents from the Technical Information Library (TIL). Services shall include delivery of reports, narratives, calculations, drawings, and other required information; participation in the design review process by providing acceptable revision, and/or responses to design comments communicated via DrChecks or other similar review applications, and; may include making presentations and participation in design review meetings requiring site visits to VA facilities and meetings with Office of Construction and Facilities Management (CFM) personnel in Washington, D.C.
DELIVERABLES The schematic design submission shall meet the requirements of PG-18-15 and other applicable guidance documents from the TIL.
Task 4. DESIGN DEVELOPMENT (DD)
DESCRIPTION OF WORK: The preparation of Design Development (DD) documents consisting of updated drawings, specifications, and supporting documents and calculations meeting the approved scope and space program. The DD s will be developed from the approved schematic documents and in accordance with A/E Design Submission Requirements in PG-18-15 and other applicable guidance documents from the Technical Information Library (TIL). Services shall include delivery of reports, narratives, calculations, draft specifications, drawings, cost estimates, and other required information; participation in the design review process by providing acceptable revision, and/or responses to design comments communicated via DrChecks or other similar review applications, and; may include making presentations and participation in design review meetings requiring site visits to VA facilities and meetings with CFM personnel in Washington, D.C..
DELIVERABLES The DD submission shall meet the requirements in PG-18-15 and other applicable guidance documents from the TIL.
Task 5. CONSTRUCTION DOCUMENTS (CD)
DESCRIPTION OF WORK: The preparation of construction documents (CDs) consisting of complete drawings, specifications, medical equipment and furnishings lists, and supporting documents and calculations necessary for the bidding and construction of the project. The CDs will be developed from the approved design development documents in accordance with A/E Design Submission Requirements, in PG-18-15 and other applicable guidance documents from the Technical Information Library (TIL). Services shall include delivery of surveys, reports, narratives, calculations, specifications, drawings, equipment lists, cost estimates, and other information necessary to support solicitation and award of construction. Services may also include: participation in the design review process by providing acceptable revision, and/or responses to design comments communicated via DrChecks or other similar review applications; making presentations and participating in design review meetings requiring site visits to VA facilities; participating in pre-proposal conferences during solicitation for construction, and; providing responses and or document revisions in response to requests for information (RFIs) during solicitation for construction.
DELIVERABLES The CD submission shall meet the requirements in PG-18-15 and other applicable guidance documents from the TIL.
Task 6. VALUE ENGINEERING (VE) REVIEW
DESCRIPTION OF WORK: Provide qualified VE Consultant or Staff Engineer with no less than 40 hour VE Workshop training based on conventional formalized method of the Society of American Value Engineers to lead a qualified VE Task Team, supplied from the offeror s, or his consultant s teams and comprised of no less than one architect, one structural engineer, one mechanical engineer and one electrical engineer with additional support as necessary. The VE Task Team shall review design submissions and cost estimates for the purposes of developing and documenting recommendations for implementing design technologies that enhance building performance by reducing energy consumption, improving functionality and/or durability, while lowering first, or life-cycle costs, or both, with emphasis on lowering total life-cycle cost of constructing, maintaining, and operating the project facility. Participation in meetings with the designer of record and CFM personnel on site or in Washington, D.C. may be required.
DELIVERABLES VE Report with recommendations and quantified projected costs and cost savings in terms of first (construction) cost and life-cycle cost. Addendum to include tabulation of recommendations implemented in the design with associated costs and cost savings.
Task 7. COST ESTIMATES
DESCRIPTION OF WORK: Review, evaluate, and provide recommendations on the cost estimate prepared by the A/E of Record as to the cost submission basis of cost, accuracy in quantities, and completeness based upon submission requirements of the PG-18-15. Evaluation shall include but not be limited to: local labor rates, energy conservation costs, asbestos abatement costs, cost escalation, cost of operations, personnel requirements costs, manpower trade requirements and material costs timeline. Additionally, a verification of new gross area take-off may be required. Preparation of independent cost estimates and evaluation of mid-point construction costs and anticipated inflation rates during construction may be required. DELIVERABLES This task order requires submission of a cost estimate report by trade, material required, phase, and/or element.
Task 8. PEER REVIEW
Description of work: Provide evaluation, review and recommendation on all architectural and engineering disciplines' designs, calculations, specifications, reports, system analyses, conformance with sustainable design criteria and thorough completeness and coordination based upon development of the final approved Schematic Plan. The services provided shall include the review, evaluation and recommendations of the partial or completed set of construction drawings and specifications and provide recommendations regarding any other documents necessary for the bidding and construction of the project. The documents for evaluation will be provided by the Designer of Record A/E. The Peer Review A/E shall evaluate and ensure coordination of the drawings between the disciplines and identify costs, errors, omissions or conflicts found between drawings and specifications. Review and comment on project phasing and constructability. Evaluate market conditions that may impact bidding climate and cost estimate. Review any resubmitted construction documents with recommendations as to their acceptability in accordance with PG-18-15. Develop a Project Definition Rating Index Score. Evaluations will be based upon the submission requirements established in PG-18-15 and applicable criteria/guidance documents on the Technical Information Library (TIL). Provide comments in DrChecks or similar application as directed by the contracting officer. Services may include site visits to VA facilities for participation in reviews and meetings with CFM personnel in Washington, DC.
DELIVERABLES Review, evaluate, and provide written recommendations based on reviewed design submissions (Concept, SD, DD, etc.) and/or construction documents, in accordance with PG-18-15 and all applicable design criteria. Comments shall be entered in Dr. Checks or similar program as directed by the contracting officer. Provide a written report with annotated drawing comments and recommendations on the acceptability of the design submission relative to the requirements established by the PG-18-15 and other applicable guidance on the Technical Information Library (TIL).
Task 9. CONSTRUCTABILITY REVIEW
Description of work: Provide a detailed analysis of the construction documents to assure clarity, accuracy, coordination and completeness of the documents. The review shall focus on the suitability of the drawings and specifications for ease of construction and placement and maintenance of equipment. It shall identify any missing information necessary to facilitate proper construction including but not limited to ensuring key equipment controls are properly identified, electrical circuits are identified and provided for equipment and powered devices including door operators, lighting, mechanical room equipment, pumps, etc.; that hardware schedules are complete and properly identify all doors and required hardware; that foundation and structural details are provided to support all walls, floors, windows, equipment, etc.; that transition details are provided for ceilings, walls, pavements, etc.; that finishes are identified for all walls, ceilings, floors, stairs, etc.; that wall and roof details are complete and will result in weathertight enclosures; that quantities shown on drawings for details like windows, panels, or special features match elevations; etc. Provide comments in DrChecks or similar application as directed by the contracting officer. Services may include site visits to VA facilities for participation in reviews and meetings with CFM personnel in Washington, DC.
DELIVERABLES Provide comments and recommendations in DrChecks or similar program as directed by the contracting officer.
Task 10. PRE-CONSTRUCTION DOCUMENT TECHNICAL STUDIES
DESCRIPTION OF WORK: Provide services for the preparation of studies that involve a systems evaluation and/or report on the inspections of VA facilities to include but not limited to: site development, utility investigations, boundary, topographical , utility, geotechnical soil borings, parking, traffic, historical, environmental, vertical traffic, horizontal traffic, archeological, acoustics, vibration, aviation, weatherproofing, fire protection, commissioning, NEPA, Section 106, food service, hazardous materials, hazardous waste, medical equipment, physical security, operations security, signage, wind, Federal, State and local permit requirements. Provide recommendations for options to resolve challenges to project completion. Perform a risk analysis for a project or system. Provide an analysis of existing and selected systems involving structural, electrical, and HVAC systems. Provide an evaluation of equipment proposed for VA facilities, and lab testing services. Perform a cost comparison of studies on building systems, renovation alternatives versus building additions or new buildings and develop studies to determine time analyses of different phasing alternatives.
DELIVERABLES Shall be identified in the task order as required by the contracting officer.
Task 11. CONSTRUCTION QUALITY ASSURANCE/QUALITY CONTROL (QA/QC)
DESCRIPTION OF WORK: Provide onsite inspection and/or review of construction including a review of testing requirements, sequence, and advice regarding their acceptability. Provide on-site quality assurance and control during construction by witnessing performance tests of various types of structural, electrical, HVAC equipment, sprinkler, fire alarm, communication, and other systems integral to a fully operational building system. Prepare reports associated with on-site inspections or analyses of test reports. Review submittal materials and evaluate contract changes/claims, cost estimates, CPM schedules, modifications, daily logs, and prepare/review responses to requests for information (RFI) associated with construction contractor requests. Provide monitoring services for the return of submittals and other tracking services to assist the Senior Resident Engineer (SRE). Prepare reports associated with on-site investigations of materials, equipment and systems components, test performance, and operation in compliance with the contract specifications, drawings, OEM manuals, code requirements, etc. Services may include forensic investigation and/or destructive testing and associated reporting to identify, quantify, and document deficient construction.
DELIVERABLES The A/E shall provide test reports or product literature responses, cost estimates, and review of product submittals.
Task 12. CONSTRUCTION SUBMITTAL REVIEW NOT ANTICPATED THROUGH THE DESIGNER OF RECORD S A/E CONTRACT
DESCRIPTION OF WORK: The A/E shall provide submittal review services covering products that may not have been listed within construction contract documents, including but not limited to cut sheets, manufacturers data/performance sheets, samples, and/or shop drawings which are beyond the services provided by the original design A/E (In other words, the A/E is providing services in support of a project that are needed, but which do not fall within another original Designer of Record s A/E contract). Services may require coordination with the construction contractor and/or original Designer of Record regarding construction submittals to be reviewed and the intent of the design/project. The Contracting Officer shall establish the length of the review period(s). Provide recommendation regarding a compatibility analysis of different materials and recommendations associated with acceptance or rejection of alternate materials and products.
DELIVERABLES Review of submittals will meet the requirements established by the contracting officer.
Task 13. PROJECT BOOK
DESCRIPTION OF WORK: - Attend necessary meetings and provide all site investigation; coordination with users, subconsultants, and government personnel; data collection; analysis; estimating; tabulation; document preparation; and/or other services, as required to validate and/or revise the project business case to define requirements for a project that meets the stated goals outlined in the business case and the task order. Collate, produce, and deliver reports, studies, narratives, calculations, drawings, program for design, project schedule, cost estimate, and other required information as required by the Project Book Deliverables checklist accompanying the task order and in accordance with PG-18-15 and other applicable guidance documents on the Technical Information Library (TIL). Participate in the project book review process by delivering submissions for review and providing acceptable revisions, or responses to comments, communicated in DrChecks or other similar review applications; make presentation to stakeholders and participate in review meetings that may require site visits to VA facilities and/or the Office of Construction and Facilities Management (CFM) in Washington, D.C.
DELIVERABLES Project Book complete with items indicated in the Project Book Deliverables checklist accompanying, and as required by, the task order provided by the contracting officer.
Task 14. DESIGN-BUILD RFP PACKAGE
DESCRIPTION OF WORK: Attend necessary meetings with Government personnel, review information supplied by the Government, and perform any necessary site investigation; study, coordination, tabulation, etc., to produce a narrative, specifications, drawings, and associated schedule and cost estimate to quantify and define the requirements for a design-build contract. Services may also include: providing support during solicitation of the design-build contract by reviewing and developing responses to requests for information and/or revisions to documents necessary to support those responses; attending pre-proposal meetings with the Government and prospective offerors for the purposes of describing the project and its requirements; support during design including reviewing design submissions for compliance with the RFP package (i.e. VA) requirements and providing comments in DrChecks or a similar application as required by the contracting officer; attending design review meetings to discuss or resolve comments; evaluating and providing recommendations to the Government on the acceptability of options presented by the design-build contractor s designer of record, considering durability, life-cycle cost, technical acceptability, or other criteria relevant to the recommendation. Note: the A/E of this task order cannot be part of the Design-Build team and the A/E will not be the designer of record.
DELIVERABLES RFP package in accordance with the A/E submission requirements of the PG-18-15, other applicable guidance documents on the TIL, and/or as described in the task order.
Task 15. CONSULTING SERVICES AND TECHNICAL STUDIES
DESCRIPTION OF WORK: Provide consulting services and technical studies on a wide variety of facility design and construction issues including seismic studies, traffic studies, structural studies, indoor air quality, national codes and standards review, cost estimating, facility operations, control of indoor air quality, hazardous materials inspection and remediation plan, impact of facility standards on building performance and facility life cycle, interoperability electronic standards for facility design, construction, operation, and project documentation. Services may require on-site inspections. Services may include the development of a Project Definition Rating Index Score.
DELIVERABLES Reports, studies and data development involving design, investigation and evaluation of the issues described under Work to be Performed.
Task 16. BUILDING DESIGN
DESCRIPTION OF WORK: Design programs for administrative and medical space which includes interior space planning furniture design and layout; and creating environmental graphic design of images. Necessary disciplines include architectural, mechanical, electrical, plumbing, fire protection, civil, landscaping, and other disciplines deemed appropriate by the contracting officer.
DELIVERABLES Design and construction drawings for medical and office buildings space to include equipment, furniture layout and wall graphics/art.
Task 17. CONSTRUCTION PERIOD SERVICES
DESCRIPTION OF WORK - Acting through the Contracting Officer (CO) or designee, shall assist with the interpretation of the construction documents and make recommendation deemed suitable for the satisfactory prosecution of the construction work, shall prepare any supplemental drawings, specifications or other documents that may be required to clarify or supplement the construction documents, and shall assess the preparation of Construction Contract Modifications initiated by or through the VA to be executed in accordance with the Construction Documents.
The A/E shall review Government and/or Construction Contractor cost proposals for construction modifications, document his review and make recommendations accordingly, and shall prepare independent breakdown of costs.
The A/E shall review and evaluate Government and/or the Construction Contractor s shop drawings, detail drawings, schedules, descriptive literature and samples, testing laboratory reports, field test data and review the color, texture and suitability of materials for conformity with the design concept and construction documents. The A/E shall recommend approval, disapproval, or other suitable disposition, shall evaluate the submittals with reference to any companion submittals that constitute a system request resubmittal on related components of a system before acting on a single component, and shall notify the CO/SRE of all deviations from the requirements of the construction documents that he has found in the Construction Contractor s submittals.
The AE shall make periodic visits to the project site as and when requested by the CO/SRE. Frequency of visits shall be established by the Task Order but may include weekly, intermediate systems checks and inspections, partial final and final inspection and for special purposes as requested. Only registered design professionals thoroughly familiar with the project may make site visits. Services include witnessing performance tests of various types of structural, electrical, HVAC equipment, elevators, irrigation systems, fire alarm, communication systems and other systems integral to a fully operational facility, preparing reports associated with on-site inspections or analyses of test reports, review of submittal material, and evaluation of contract modifications, cost estimates, daily logs, and preparation of responses to requests for information (RFI).
Other services may include furnishing advisory or consulting services which are normal to such a professional contract and necessary to assure the proper functioning of elements of the Contractor s design and preparation of Record Drawings.
DELIVERABLES Deliverables shall be as identified in the Task Order. Delivery dates will be established by the Contracting Officer.

Please limit submissions to a total of one hundred twenty (120) 8 ½ X 11 (letter size) pages of text, a minimum 12-point type, with a minimum ½ margin all around and all pages numbered. Each sheet of paper (front and back) in the submission will be counted as two pages. The 120 pages includes the cover letter, proposal letter, letter of transmission, appendices, attachments, enclosures, pictures, reference letters, charts, graphs, maps, flowcharts, schedules, models, additional information, text, graphics, etc. The 120-page limitation applies only to the items listed above, and not to joint venture agreements. Joint venture agreements may be a separate document which is placed as the last section of submission. Organizational Chart and Matrix may be presented on 11 X 17 size pages.
