About this opportunity
The Naval Air Warfare Center, Weapons Division at China Lake, California is procuring Datawell Buoy Services Wave Data Renewal to provide continuous measurement of ocean conditions on the Sea Range to support live-fire test programs. This is an existing service renewal being pursued on a sole-source basis under FAR 6.302.1, justified by the requirement for specialized, continuous ocean condition monitoring capabilities that only the incumbent vendor can reliably provide. Interested firms must submit written responses by December 6, 2025—5 days after the December 1, 2025 publication date—that clearly demonstrate their experience, assets, background, and ability to perform the work without compromising quality, accuracy, reliability, and schedule adherence. The evaluation will prioritize capability and demonstrated experience in providing uninterrupted, high-quality ocean data services. Prospective contractors must reference solicitation number N6893626Q5039 in their submissions and be registered in the System for Award Management (SAM) database to be eligible for consideration.
This procurement is not being set aside for any particular business category and represents a renewal of services currently provided by the University of California San Diego's Scripps Institute of Oceanography, Coastal Data Information Division (CDIP) in La Jolla, California. The notice does not specify an award value or budget range, though this is characterized as a single-job renewal of an ongoing service contract. The solicitation is limited to one position or service line related to buoy wave data collection and monitoring. While no formal competitive bidding process is planned, the pre-solicitation notice allows any qualified firm to submit a capability statement for agency consideration before award is made to the incumbent. All interested parties should prepare and submit documentation within the compressed five-day response window to ensure their proposals receive consideration.
